Peete, Chief SUBJECT: Incident While Attempting to Locate Dominic Orona On October 2, 2019 at approximately 1509 hours, I, Detective Raymond Brown, was speaking with Detective Sergeant Rodney Scharmack in his of?ce. Srg. Scharmack received a phone call from a female who I was able to recognize the voice of as Of?cer Charlene Ashe who was on duty at the time for the Alamogordo Police Department. I overheard the conversation and Of?cer Ashe advised Sgt. Scharmack she believed a subject with an active warrant for his arrest, Dominic Orona, was currently in the area of Alaska Ave. and was last seen northbound on a white in color BMX-style bicycle and was last seen wearing a white in color shirt and had a backpack on. I told the other detectives, to include Detective William Lewandowski, and Detective Zachariah Diaz, to go with us and help attempt to locate Dominic Orona in the area of Alaska and provided them with the information given to Sgt. Scharmack. Myself, Det. Lewandowski, Det. Diaz, and Sgt. Scharmack all went downstairs and got into our separate unmarked trucks. Sgt. Scharmack was operating his grey in color Ford F-150, Det. Lewandowski was operating his white in color 2019 Chevrolet Silverado. Det. Diaz was operating his blue in color Ford F-150, and was operating my black in color 2019 Chevrolet Silverado. We all drove over towards the area of Alaska Ave. between 15' Street and 10th Street to help attempt to locate Mr. Orona. Approximately 5 minutes into searching the area, I went over towards the area of town between 1St Street and 10th Street, and Florida and White Sands Blvd. to attempt to locate Mr. Orona as have come across both he and his brother, Robert Orona, several times throughout my career in this area. Also in the area helping us attempt to locate Mr. Orona were both Of?cer R. C. Brown as well as K-9 Of?cer Mauricio Puente. was under the impression Mr. Orona and Alex Otero were friends or family of some kind and I knew Mr. Otero lived at 413 Street. While driving in this area, I came to a st0p at the 6?h Street and Maryland intersection at the stop sign for eastbound traf?c. While stopped there, I observed a white in color, lifted, Toyota Tacoma with large tires and aftermarket rims driving northbound on Maryland Ave., towards 10th Street. At this time, I did not think anything of the vehicle as it appeared to be just any other vehicle on the roadway going about its business. As I continued to the next intersection, 7th Street and Virginia Ave., once I stopped and made sure the intersection was clear, I turned to the right, now southbound on Virginia Ave. Approximately 1 block to the south, 6th Street and Virginia Ave., I looked in my rearview mirror while still traveling southbound, I observed the same white in color Toyota Tacoma following me. was still attempting to locate Mr. Orona at this time and was driving approximately 20mph so I could look to my left and right as I passed streets. The white Toyota Tacoma followed me for a few blocks and then I turned right at the intersection of Virginia and 3rd Street and proceeded to the intersection of 3"d and Maryland. The Toyota Tacoma was still following me. I proceeded through the intersection, still driving slowly and coming to complete stops at the stop signs. Once I went through the intersection of 3rd and Maryland, the Toyota Tacoma turned right onto Maryland, northbound, no longer behind me. I proceeded to New York and 3rd Street. I then turned right again onto New York Ave. and proceeded northbound to 4th Street. I then turned right onto 4th Street from New York, traveling eastbound until I got to the intersection of 4th Street and Texas Ave. before turning left onto Texas Ave., I observed the white Toyota Tacoma was now behind me again. I turned left onto Texas Ave. and so did the Tacoma. The Tacoma followed me until I turned right onto Street. The Tacoma continued northbound on Texas Ave. and did not follow me to Florida Ave., hoWever, while waiting at the intersection of Florida Ave. and Street, the same Toyota Tacoma was now traveling southbound on Florida Ave. and passed in front of me. A couple of minutes later, I met with Of?cer Ashe. Sgt. Scharmack, and Detective Lewandowski on Miami Ave. near the intersection of Florida Ave. and told them about the white Toyota Tacoma that was following me in the area. I observed the white Toyota Tacoma pass us southbound on Florida Ave. and pointed it out to Of?cer Ashe. Of?cer Ashe asked Sgt. Scharmack to get the license plate off of the truck as it passed by. Sgt. Scharmack had dispatch run the New Mexico license plate displayed on the back of the Toyota Tacoma (NJK407). APD Dispatch advised the license plate returned to Alfonso and Ann Marie Hernandez to a white in color 2015 Toyota to an address of 509 Virginia Ave. I knew this to be Hernandez, an Alamogordo City Commissioner. was unsure of why he was following me around but it was extremely distracting while I was attempting to locate a subject with warrants for his arrest. Approximately 3 to 5 minutes later, I was traveling west on 1St Street, passing through the intersection of Florida Ave. and looked to my right where I observed the same white Toyota Tacoma traveling south on Florida Ave. towards this intersection. To make sure this was the same Tacoma with the same license plate, I turned into the parking lot of Daylight Doughnuts and waited at the exit for the Tacoma to pass. When it passed, it entered the straight lane and waited at the traf?c light to proceed southbound. I observed the license plate was the same New Mexico plate (NJK407). I pulled up just ahead of the truck in the right-hand turn lane and looked into the front windshield and observed a Hispanic male driver. This was the last time I saw this vehicle while attempting to locate Mr. Orona.
