Speci?cally, Respondent?s Motion to Certify Questions is DENIED and Respondent?s Motion to Stay Further Proceedings is GRANTED until further Order of this Court or the Supreme Court of Appeals of West Virginia. 2. Respondent?s Motion for Entry of an Order Containing Findings of Fact and Conclusions of Law is GRANTED.
