OFFISERS INVOLVED: Deputy Bathe (202388)assisted me in removing the cord from neck. DETAILS: On 08-10-2013 I was assigned to the Central Receiving Facility as the Baker Two Deputy. Deputy BATHE was assigned to Deck as the Baker One Deputy. At approximately 0707 hours, I was on B-deck. Inmate LUIS name was on the nurses list to be seen. I walked down the four tier to ask CAMPOS if he would like to speak to the Nurse. As I walked up to Cell, B4-I, I did not see CAMPOS. I walked around the outside of cell 34-1 and still could not see him. I walked back down the tier side of cell B4-l. I observed CAMPOS sitting on the ground with his back against the cell bars. I then saw a power cord with one end of the cord tied to the top bar. The other end of the cord was tied in a noose like fashion around neck. I noticed that the cord was taunt from the top of the bars all the way down to neck. I attempted to untie the cord from the top bars. The knot in the cord was too tight and I could not untie it. I used my department issued radio to call for a medical priority on B-deck, cell B4-l. I then yelled to Deputy was also on deck, and advised him of the situation.Deputy BATHE responded to my location and he opened the door to Cell 134-1. I entered Cell 84-] and attempted to loosen the cord from around neck. I was unable to loosen the cord do too body weight pulling on the cord. I instructed Deputy BATHE to lift CAMPOS off the ?oor so I could loosen and remove the cord from neck. Deputy BATHE lifted CAMPOS approximately one foot off the ?oor. A?er Deputy lifted CAMPOS, I was able to loosen and remove the cord from neck. At the time, the color in face was dark blue. I then requested (via radio) for con?rmation the Nurse was on her way to B-deck. While waiting for a response ?'om the nurse, I asked Deputy BATHE to check pulse. Deputy BATHE checked pulse and informed me that he had no pulse. I put my hands on chest to start CPR. Before I could start chest compressions Nurse MORGAN arrived and took over CPR. Deputy BATHE assisted Nurse MORGAN in administering CPR on CAM POS, refer to Deputy supplemental report for further information. I exited cell 84-1 and started a Crime Scene Access Log. Hall ambulance and the ?re department arrived on deck at approximately 0726 hours. I escorted them to Cell I continued to maintain the Crime Scene Access Log until I was releaved by investigating detectives who responded to the scene. The Crime Scene Access Log remained in my care and custody until I hooked it (as Evidence Item into the Kern County Sheriffs Of?ce property room. At approximately 0707 hours, Deputy AYALA called out a medical priority in cell B-4-1. Deputy AYALA said an inmate had attempted suicide by hanging in cell B-4-l. I immediately responded to the B-4 corridor control panel and opened the B-4-1 cell doors. I entered cell B-4-l and saw Inmate LUIS CAMPOS had hung himself, by the neck, from the cell bars with a self-made noose made from an electrical cord. I immediately grabbed underneath armpits and lined his body higher off of the ground so Deputy AYALA could take the improvised noose off of CAMPOS. Once the cord had been removed from neck. I layed CAMPOS down on the ground and began chest compressions on CAMPOS. Nurse MORGAN arrived on the scene and took over chest compressions for CAMPOS. I pulled my CPR mask out of its casing and began rescue breathing on Nurse cues. I continued rescue breathing at Nurse direction until emergency services arrived and took control of the situation. Emergency services declared CAMPOS dead at approximately 0743 hours. I stayed available on scene until Kern County Sheriffs Detectives took control of the scene. DETAILS: On 08/10/2013 at approximately 0758 hours, I received a telephone call from the Kern County Sheriff 5 Of?ce Communications Center requesting that I respond to the Kern County Central Receiving Facility located at l415 Truxtun Avenue for an in custody death. I arrived at approximately 0837 hours. Detective COLBERT had spoken to Sergeant LOMBERA and provided us with a brief regarding what had occurred. SCENE ONE (1): At approximately 0910 hours, Detective GRANTHAM, Technical Investigator RICKELS, Technical Investigator RIEHLE, Deputy Coroner MEDINA and I went to B-Deck of the Central Receiving Facility and began processing the scene. I noticed a deceased male, identi?ed as LUIS GABRIEL CAMPOS, inside cell 84-] covered with a light blue sheet. Deputy AYALA was on scene and had begun completing a crime scene log. Deputy AYALA maintained custody of the crime scene log and later hooked it into the Kern County Sheriff?s Of?ce propeny room. Cell 34-1 is at the far west end of row four (4) on B?Deek. The south wall, west wall and northwest comer of the cell are blue metal bars and the remaining portions of the cell are white cement walls. There are two sliding metal bar doors on the south wall of the cell that are controlled by a control box at the west end of the row. The cell is split into two portions, east and west, by a white cement wall with the middle portion open for access to both sides. The partitioning wall obstructs the majority of the view of the east portion ofthe cell to anyone on the west side of the cell. There is a toilet located in the east portion of the cell near the partition wall and a metal bed attached to the east wall. There is a wood bench attached to the west wall of the cell. He kept the digital camera in his care and custody until archiving the photographs at the Technical Investigations Unit. While outside the cell, I noticed a large fan with part of a black electrical cord attached to the back of it. The black electrical cord was measured and determined to be approximately 27 inches long. The end not attached to the fan was frayed with the wires exposed. The frayed end had gray duct tape wrapped around it. I later used a pair of wire cutters to remove the remaining electrical cord from the fan to be booked. The vertical pole of the fan was also measured and determined to be approximately 35" away from the cell wall bars of cell Near the control panel for B-Deck, there were numerous medical waste items on the ground. Once inside the cell, photographs were taken and then the blue sheet covering CAMPOS was removed. CAMPOS was lying face up in the southeast comer of cell B4-l with his head oriented to the northwest. CAMPOS was wearing blue paper pants and had atom blue paper shirt on. There were obvious ligature marks on the rights side of neck and head was darker in color compared to the remainder of the body. I located a black electrical cord hung over the metal bars of the south wall of cell 84-] which appeared to be from the fan located outside of the cell. The electrical cord was tied with a loop at one end. The thickness of the cord appeared to be consistent with the ligature marks on neck. I located a used CPR mask sitting in a yellow case on the bench in the southwest comer of the cell. There was what appeared to be blood on the inside (patient side) of the mask. There were numerous items of medical waste inside the cell on the ?oor. There was also a piece of gray duct tape in the toilet inside the cell. Deputy Coroner MEDINA placed each of hands inside a separate sterile bag. Deputy Coroner MEDINA directed her transport units to roll body. I did not see any other signs of injuries on body. body was placed in a new black plastic body bag and sealed by Deputy Coroner 1000 hours using blue tag number 05477. For further details regarding Deputy Coroner investigation, refer to Coroner report I seized the black electrical cord and CPR mask from inside the cell as well as the remaining black electrical cord attached to the fan. I directed Technical Investigators RICKELS and RIBHLE to package the items and transport them to the preperty room to be booked. Sergeant LOMBERA provided me with the red log books for B~Deck (shifts 2300-0700 hours and 0700-1500 hours), inmate ID band and the Inmate Observation Log for CAMPOS. Sergeant LOMBERA and I made working copies of the log books and Inmate Observation Logs. Detective DORKIN retrieved personal property from Central Receiving Facility staff and gave it to me. I directed Technical Investigators RICKELS and RIBHLE to package the items and transport them to the property room to be booked. The processing of scene one was completed at approximately 1030 hours. While reviewing the Inmate Observation Log, I noticed the last check of CAMPOS was documented to be at 0652 hours on 08/ 10/2013. Deputy SALDANA (202573) documented that CAMPOS was breathing, standing, awake and talking. While reviewing the red log book for shift 2300-0700 hours, I noticed the last deck check for row B4 was at 0643 hours on 08/09/2013. While reviewing the red log book for shill 0700-1500 hours, I noticed Deputy BATHB and Deputy AYALA arrived on B?Deck at 0648 hours on 08/10/2013. DETAILS: On 8/10/2013, I received a call from the Kern County Sheriff?s Communication Center regarding a call out to the Kern County Sheriffs Central Receiving Facility regarding a possible suicide investigation. Along with other members of the Kern County Sheriff?s Office Robbery/Homicide Unit, I reSponded to CRF. I responded to B-Deck to meet with Sergeant LOMBERA who was the on-duty supervisor. When I arrived on the deck I saw on the number four tier, cell number one, a body which was covered with a blanket. I asked Sergeant LOMBERA if the crime scene log had been started, and if not, to direct one of his deputies to begin one making the number four tier the entrance to the crime scene. I also requested Sergeant LOMBERA to make copies of the necessary pages in the deck check log books, and all necessary paperwork involving this particular inmate that had been identi?ed as LUIS CAMPOS. After the remainder of the Homicide Unit arrived, Detective DORKIN was assigned as the lead investigator in this investigation. I was assigned as the secondary. Detective DORKIN and I coordinated to interview all the parties involved. The ?rst interview I conducted was with Deputy BATHE. I asked Deputy BATE-IE to come with me to an interview room located on B-Deck across from the elevators. Prior to the interview, I advised Deputy BATHE I was going to record the interview for accuracy purposes, which he understood and agreed. Alter activating my digital recorder and making the introductions on the recording, I asked Deputy BATHE to describe in his own words the incident that had occurred which lead to the homicide call out. Deputy BATHE provided the following statement in summary. For further information regarding the exact statements, refer to Item 1C1. Deputy BATHE said he had worked overtime the previous evening and arrived on B-Deck at approximately 0650 hours this morning. Deputy BATHE said Deputy AYALA was already on the deck and began to conduct a face-to-card account of the inmates on B-Deck. Deputy BATHE said when he arrived on B-Deck he used the restroom. Deputy BATHE said when he got out of the restroom, Deputy AYALA was already doing the face?to-card count. Deputy BATI-IB said he was sitting at the desk when Deputy AYALA began to walk to the four side. Deputy BATHE said there was a code yellow called out on the radio so he began to go towards the back elevators on B-Deck. Deputy BATHE said as he was going towards the back elevators, Deputy AYALA had called out a medical priority and told Deputy to come to assist him on the four side. Deputy BATHE said Deputy AYALA instructed him to open the doors to cell number 4-1. Deputy BATHB said when he ?rst saw Inmate CAMPOS, Deputy AYALA was attempting to remove the noose ?'om Inmate neck. Deputy said he ultimately reached under the inmate?s shoulders and li?ed him up so that Deputy AYALA could remove the noose from the inmate?s neck. Deputy BATHE said after the noose was removed ?'om neck, the body then hit the floor and CAMPOS appeared to be lifeless. Deputy BATHE stated he put Inmate CAMPOS on his back and started chest compressions as Deputy AYALA was calling for nursing staff and continuing the medical priority. Deputy BATHE stated Nurse MORGAN then arrived and assumed the chest compressions as Deputy removed his CPR mask from his pocket. Deputy BATHE said he inserted the ?lter and mouth piece onto his CPR mask and, as directed by Nurse MORGAN, completed rescue breaths into mouth via the CPR mask. Deputy BATHE stated that as he initiated the rescue breaths, he saw Inmate chest rising; however, as the CPR continued it appeared to be more difficult to get the breaths into lungs. I asked Deputy BATHE how long he believes he did CPR before was relieved by ?re and ambulance staff. Deputy BATHE stated he did approximately thirty chest compressions, and then was doing the rescue breaths directed by Nurse MORGAN. Deputy BATHE was unsure of the exact times or how many rounds of compressions and breaths were done prior to being relieved by fire and ambulance staff. Deputy BATI-IE stated CPR was conducted the entire time until relieved by ?re and ambulance personnel. I asked Deputy if when the cord was removed from neck, did deputies cut it or just loosen it and remove it from his head. Deputy BATHE stated they were unable to cut it because the cutters were somewhere at the desk, and that he had li?ed CAMPOS up so that Deputy AYALA could remove the noose from his head. I asked Deputy BATHE what type of material the noose was made out of. Deputy BATHE said it was a black electrical cord. Deputy BATHE said the cord looked like it came from the fan which is stored near the bars of cell number 4-1 on B-Deck. Deputy BATHE clari?ed and stated that when he originally arrived on scene Deputy AYALA was attempting to loosen the cord ?om the cell door, rather than on neck, but was unsuccess?il. Deputy BATHE stated after the incident was complete the cord was left on the cell door as it was when it was removed from neck. Deputy BATHE stated the noose was difficult to loosen because body weight was down onto the noose and it was extremely tight. I asked Deputy BATHE if he had any previous contacts with Inmate CAMPOS and he stated not that he remembered. Deputy BATHE said the previous shift he was the security and escort of?cer, and remembers seeing Inmate CAMPOS moving around cell number as he would go to B-Deck transporting inmates; however, does not speci?cally remember any incidents with CAMPOS. Prior to ending the interview, I asked Deputy if at any point in time with his contact with CAMPOS during this incident, if CAMPOS at all took a breath or appeared to have any life left in him. Deputy BATHB stated that from the incident beginning to end, Inmate CAMPOS appeared to be deceased. Deputy BATI-IE stated face was purple and when he ?rst saw him his chin was leaning forward onto the cord which was on his neck. Deputy BATI-IE stated he did remember alter the noose was loosened and they attempted to lay CAMPOS on his back, body was extremely ?accid, and that head fell backwards and struck the concrete violently. Deputy BATHE said that he and Deputy AYALA also checked for a pulse in several different locations, but were unable to locate one. As Deputy BATHB was describing purple face condition, he advised blood was also coming out of nose and mouth. Deputy BATHE said that during the CPR procedure the ?lter on his mask had also come off the interior of his mask, possibly exposing him to any blood bome pathogens carried by CAMPOS. I later noti?ed Sergeant LOMBERA of this detail and I was informed that an informational exposure report would be completed. I told Deputy BATHE that if he thought of anything at a later time to contact me to provide the information. i terminated my interview with Deputy No further information. I asked RANDHAWA what her involvement was with the lifesaving efforts with inmate CAMPUS. said she was notified of the medical priority but does not remember the time of the call. MNDHAWA said when she arrived on B-I)eck, Nurse MORGAN was already performing CPR on CAMPOS. RANDIIAWA said her involvement inciuded checking for a pulse and attaching the CRF ABD unit to CAMPOS. RANDHAWA said the AED unit never shocked CAMPOS and instructed to continue compressions. RANDHAWA said she was relieved by Kern County Fire and Hall Ambulance staff. I attempted to ask RANDI-IAWA her knowledge inciuding any previous dealings with CAMPOS while he has been at CRF. RANDI-IAWA refused to answer any questions involving CAMPOS as a directive From her superiors and stated I would have to get medical chart. I later transferred the interview onto a disc and hooked it into the Kern County Sheriffs Of?ce Property Room as Item DETAILS: On 8/10/2013 at approximately 0800 hours, I was called out to the Kern County Sheriffs Of?ce Central Receiving Facility for a report of an inmate death. Upon arrival, I was briefed on the situation. It was reported that inmate LUIS CAMPOS, booking number 2038560, was located in cell B-Deck 4-1, suicide watch cell unconscious, not breathing with no pulse after apparently hanging himself with an electrical cord. Upon arrival, I also received copies of the inmate observation log for Inmate CAMPOS. The last entry into the suicide watch observation log was dated August 10, 2013 at 0652 hours conducted by Deputy SALDANA. During this check, the observations include Inmate CAMPOS was breathing, standing, awake, and was talking. Detective COLBERT and I conducted interviews during this investigation. Refer to Detective supplemental report for further information. I ?rst spoke with Deputy JASON AYALA in the break room of B-Deck. I turned on my digital voice recorder to record my interview with Deputy AYALA. The following is a summary of my interview with Deputy AYALA. For exact quotes, refer to Item Deputy AYALA was working Squad 1, B-Deck, and assigned to work 0700-1500 on August 10, 2013. Deputy AYALA stated he has been a deputy with the Kern County Sheriffs Of?ce for approximately one year. I told Deputy AYALA we would be speaking about the incident that occurred with Inmate CAMPOS. [asked Deputy AYALA if maintaining the suicide watch log was part of his regular duties. He stated, "Yes." Deputy AYALA stated he would check on suicide watch inmates twice every half hour. Deputy AYALA said the last deck check was entered at 0652 hours. Deputy AYALA said when he began his shi? he did a "face check." Deputy AYALA described this as matching the identification cards to the inmates and making sure that every inmate was in their cell. Deputy AYALA stated he did this at 0700 hours. Deputy AYALA said during his face card checks, Inmate CAMPOS was lying on his side. Deputy AYALA said he believed Inmate CAMPOS was sleeping at that time. He said he began to prepare for medication pass on B-Deck. Deputy AYALA said he would get a list of inmates that were going to see the nurse for medication pass. Deputy AYALA said CJ IS was not working at the time, so he asked Nurse MORGAN to send a list of the inmates who were going to be seeing the nurse for the morning. Deputy AYALA stated he received that list and began to check on the inmates on the list, to see if they still required the medication pass. Deputy AYALA said he first went to cell B-4-l, that of Inmate CAMPOS. Deputy AYALA said when he initially went to 134-] he did not see Inmate CAMPOS in the cell. Deputy AYALA said he looked at a different part of the cell and saw Inmate CAMPOS sitting down with the noose around his neck. Cell B-4-l is partially divided inside. There is a small wall that extends inward next to the cell door. The cell can be described as having two separate areas inside. Deputy AYALA stated this was at approximately 0705 hours. Deputy AYALA said the noose was tied around Inmate neck and the upper area was tied to the bars. Deputy AYALA further described Inmate CAMPOS as sitting on his buttocks and legs while his back was propped up against the bars and the small wall that extends inward inside the cell. He described Inmate CAMPOS as sitting straight up and down in a seated position. Deputy AYALA said Inmate hands were lying at his side. Deputy AYALA said Inmate face was blue in color. Deputy AYALA said Inmate CAMPOS was unresponsive and he could not hear him breath. Deputy AYALA said next he attempted to untie the noose that was attached to the bar. He said there were too many knots that were too tight for him to untie. Deputy AYALA stated he called out for medical priority at his location on his radio. Deputy AYALA said he called for his partner, Deputy BATHE, to open the door to the cell. Deputy AYALA said once he entered the cell, he said the cord was very tight around Inmate neck. Deputy AYALA described the knot as being a noose with a slip knot around Inmate neck. Deputy AYALA described this as being a perfectly made noose. Deputy AYALA said Deputy BATHE lifted Inmate left arm to lift him off the ground so he could get the noose off his neck. Deputy AYALA said Deputy BATHB was able to li? up Inmate CAMPOS approximately one foot to one and a half feet off the ?oor. Deputy AYALA said he was then able to relieve some of the pressure off of the noose and take the noose off of Inmate neck. Deputy AYALA said he left the noose where it was hanging on the bar. Deputy AYALA said next they laid Inmate CAMPOS on his back and again con?rmed via radio that the nurse was responding to their location. Deputy AYALA said he instructed Deputy BATHE to check for a pulse on Inmate CAMPOS. Deputy AYALA said Deputy did not locate a pulse. Deputy AYALA said Deputy BATHE began preparing his CPR mask to give rescue breaths to Inmate CAMPOS. Deputy AYALA said he was unsure if Deputy BATHE performed any rescue breathing breaths on Inmate CAMPOS. Deputy AYALA said he was preparing to perform chest compressions on Inmate CAMPOS and place his hands on his chest when Nurse MORGAN arrived. Deputy AYALA said Nurse MORGAN told him she would take over CPR. Deputy AYALA was relieved by Nurse MORGAN and she began CPR. Deputy AYALA said Sergeant LOMBERA arrived a short time later and instructed him to maintain the crime scene log on B-Deck. Deputy AYALA said there began to be a lot of people arriving to assist. Deputy AYALA said once he began the log, he looked to the cell and could see Deputy BATI-IE performing breaths, and Nurse MORGAN conducting CPR compressions. I told Deputy AYALA I was going to ask him questions regarding the fan next to cell B-4-l. I asked Deputy AYALA how he thought Inmate CAMPOS was able to reach the power cord to the fan. Deputy AYALA said he wasn?t exactly sure, but believed Inmate CAMPOS reached through the bars to grab the cord. Deputy AYALA said he had no idea Inmate CAMPOS had access to the power cord. Deputy AYALA said that fan had been there for a long time. I asked Deputy AYALA what they use the fan for. Deputy AYALA said sometimes they turn it on to assist in getting air circulation in B-Deck. Deputy AYALA said he could not remember the last time he used the fan. He said the fan is loud and he tries not to use it. I asked Deputy AYALA where the fan plugs in to. He said it plugs into the pipe chase between the three tier and the four tier. Deputy AYALA said he believed the fan was far enough away from the cell so inmates could not get access to it. Deputy AYALA said he had worked overtime the night before, 2300-0700. Deputy AYALA stated he worked at IRC and did not have contact with Inmate CAMPOS on B-Deck. I asked Deputy AYALA if he had any contact with Inmate CAMPOS prior to this shift. Inmate CAMPOS ?rst went on suicide watch on August 8, 2013 at 2318 hours. I asked Deputy AYALA if there were any other encounters with Inmate CAMPOS where he observed odd behavior or any odd statements. Inmate TOLLIE stated he did not see what happened, nor did he see who tended to Inmate CAMPOS. I asked Inmate TOLLE if he every spoke with Inmate before this incident. I nmate TOLLE said he spoke with Inmate CAMPOS yesterday, but not today. Inmate TOLLE said they talk about generic subjects such as their charges and why they are in jail. Inmate said Inmate CAMPOS wanted to talk, but he didn?t want to. Inmate TOLLE said he couldn't do it and went back to sleep. Inmate TOLLE stated he spoke with Inmate CAMPOS when it was daylight yesterday. He also described Inmate CAMPOS talking to himselfand with the deputies. Detective asked Inmate TOLLE ifdeputies came by last night to check on them. Inmate TOLLE said, "Constantly.? Detective GRANTHAM asked Inmate TOLLE how deputies would see if they were okay. Inmate TOLLE said they would call his name. Detective asked TOLLE if he would respond so that deputies knew he was okay. He said, "Yes." Inmate TOLLE, stated he believed he was checked on approximately once every halfhour. Inmate said deputies did the same with Inmate CAMPOS. He could hear Inmate responses during the checks. Detective asked Inmate why he was unable to hear anything. Inmate said it was loud in the area. Inmate TOLLE was holding what appeared to be homemade earplugs made from toilet paper. Inmate TOLLE said he would plug his ears with the ear plugs. Inmate said although his cars were plugged, he could still hear some things going on because Inmate CAMPUS was loud. Nurse MORGAN said she saw the activity to the left and went over to assist. I asked Nurse MORGAN ifit is part other duties to monitor radio traf?c for emergency medical incidents and she said, "Yes." Nurse MORGAN said she noticed Inmate was lying down on the ?oor and deputies were previding medical aide. Nurse MORGAN stated Inmate CAMPOS was lying on his back. Nurse MORGAN said she needed to conduct an assessment oflnmate and asked deputies to temporarily stop aide. Nurse MORGAN said Inmate CAMPUS was unresponsive when she evaluated him. Nurse MORGAN said she then immediately began continuing emergency medical aide. I asked Nurse MORGAN if deputies were conducting CPR. She said, ?Absolutely." Nurse MORGAN said the ?re department was the next emergency medical services to arrive, followed shortly by Hall Ambulance. Nurse MORGAN said she was completely concentrating on Inmate CAMPOS and did not know the exact times or how long it took for first responders to arrive. Nurse MORGAN said ?re personnel took over CPR for her once they arrived. Nurse MORGAN said at that time, she assisted EMS and stood by Inmate CAMPOS. Deputy COLLIER stated he was assigned to B-Deck the entire shift. I asked Deputy COLLIER ifInmate CAMPUS was in cell B-4?l when he started his shift and he said, Deputy COLLIER said inmate was not there when he started his shift. Deputy COLLIER stated Inmate CAMPOS was inside a safety cell in IRC during the beginning of his shift. Deputy COLLIER stated approximately halfway through his shi? [ornate CAMPOS was brought to suicide watch cell 13-4-1. Deputy COLLIER stated the exact time could be determined by the entries in the red jail hooks. Deputy COLLIER said he made the entries into the book. I asked Deputy COLLIER if he observed any strange behaviors or statements by Inmate CAMPOS during his shift. Deputy COLLIER stated Inmate CAMPOS slept a lot ofthe time he was there. He said both him and Deputy SALDANA would take turns doing the deck checks. Deputy COLLIER said he was told to pay extra attention to Inmate CAMPOS because he had previously hit his head on the bars ofthe cell. Deputy COLLIER stated he could hear Deputy SALDANA wake up Inmate CA MPOS to confirm he was alert and alive during the deck checks. Deputy COLLIER said he would also yell out Inmate name to wake him up to conlirm he was alive. Deputy COLLIER said Inmate CAMPOS slept for a couple hours, but during most ofthe deck cheeks he was already awake. Deputy COLLIER said Inmate CAMPOS wanted to see his kid and was worried about his case. Deputy COLLIER said he and Deputy SALDANA would tell Inmate CAMPUS if?he was stressed out to try to sleep to relieve stress, or do exercises to relieve stress. Deputy COLLIER said Inmate CAMPOS began saying the same things over and over again, stating he was stressed out. Deputy COLLIER said both him and Deputy SALDANA spoke with Inmate CAMPOS for approximately ?fteen minutes prior to the end of their shi?. I asked Deputy COLLIER approximately what time Inmate CAMPOS was doing this. Deputy COLLIER said it was approximately 0640 hours. Deputy COLLIER said that his relief on the next shi? arrived at approximately 0645 hours. Deputy COLLIER stated both him and Deputy SALDANA were speaking with Inmate CAMPOS as they were waiting for the elevator and as they were leaving. Deputy COLLIER said he told Inmate CAMPOS he would speak with him again in sixteen hours when he came back on shift. Deputy COLLIER said Inmate CAMPOS thanked him for talking with him. Deputy COLLIER stated that was the last thing Inmate CAMPOS told him. I asked Deputy COLLIER when the deck checks are performed. He said once every half hour the regular deck checks, and then twice every half hour for the suicide watch inmates. I spoke with Deputy COLLIER about the fan that was located near the cell. Deputy COLLIER stated the fan has always been at that same location since he has been assigned to Central Receiving Facility. Deputy COLLIER said during the summer time when it got hot, there were times when the air conditioning unit was broken or did not work on B-Deck. Deputy COLLIER stated he would turn on the fan to try to circulate cooler air towards that front area of B-Deck where the desk is located. Deputy COLLIER said the power cord would plug into an outlet in the pipe chase. Deputy COLLIER said he didn?t think anyone would be able to reach the cord. I asked Deputy COLLIER since he?s been assigned to Central Receiving Facility, has the power cord always been mended with duct tape and he said, "Yes." I asked Deputy COLLIER if there was anything we had not spoken about that he felt was important for the investigation. Deputy COLLIER Spoke about additional statements made by Inmate CAMPOS. Deputy COLLIER said Inmate CAMPOS was asking him about his charges. He said Inmate CAMPOS was worried because he was on felony probation. I later transferred the interview onto a disc and hooked it into the Kern County Sheriff?s Office Property Room as Item DETAILS: On 8/11/2013 at approximately 0030 hours, I arrived at Kern Medical Center to Speak with Deputy CHRISTOPHER SALDANA, about the incident with Inmate CAMPOS. At the time, Deputy SALDANA was assigned to watch an inmate in Room 3434. During the time of the interview, a Detention Deputy was watching an inmate in the room across from the room Deputy SALDANA was watching the inmate. The Detention Deputy was able to watch both inmates while I brie?y spoke with Deputy SALDANA in a break room directly across from Room 3434. I used my digital voice recorder to record my interview with Deputy SALDANA. The following is a summary of my interview with Deputy SALDANA. For exact quotes, refer to Item . Deputy SALDANA stated he has been a deputy with the Kern County Sheriff Office for approximately six months. Deputy SALDANA stated he works Squad 3 at Central Receiving Facility during the hours of 2300 to 0700 hours. I told Deputy SALDANA we would be speaking about Inmate LUIS CAMPOS. I asked Deputy SALDANA if he worked yesterday, 2300 to 0700 hours and he said yes. Deputy SALDANA said he was working B-Deck his entire shi?. Deputy SALDANA stated Inmate CAMPOS arrived on B-Deck approximately two to three hours into his shi? last night. Deputy SALDANA stated Inmate CAM POS had previously been inside the safety cell a?er hitting his head on the cell bars. Deputy SALDANA said he was present during one time when Inmate CAMPOS hit his head on the bars, and learned of a second incident of Inmate CAMPOS hitting his head on the bars, when he was off shi?. Deputy SALDANA said he spoke with Inmate CAMPOS about not hitting his head on the bars anymore. Deputy SALDANA said Inmate CAMPOS said he was not going to hit his head on the bars anymore and was going to sleep it off. Deputy SALDANA said Inmate CAMPOS would speak with him about his charges. Deputy SALDANA said he tried to calm Inmate CAMPOS down and tell him he has not even been to court yet. I asked Deputy SALDANA to explain what happened when he saw Inmate CAMPOS hit his head on the bars. He said inmate CAMPOS used both hands, got all amped up and hit his head once on the bar causing it to bleed. I asked Deputy SALDANA if during that shift, where inmate CAMPOS hit his head, did Inmate CAMPOS make any odd statements or suicidal statements. Deputy SALDANA said, "Yes." Inmate CAMPOS told him he wanted to kill himself. Deputy SALDANA said Inmate CAMPOS was thinking about his charges on his current kidnapping case. He told Deputy SALDANA that if he hit his head on the bars that he would stop thinking about his charges. Deputy SALDANA said Inmate CAMPOS told him he wanted to hit his head so it would take the pain away, of thinking about his charges. I asked Deputy SALDANA how often he would conduct deck checks, with a suicide watch inmate and he said, "Twice, every thirty minutes.? I asked Deputy SALDANA if Inmate CAMPOS was alert and acting normal during the deck checks. Deputy SALDANA said Inmate CAMPOS was alert, but was acting strange. Deputy SALDANA said Inmate CAMPOS would often stand up, look around and try to speak to the deputies, regarding his charges. Deputy SALDANA told Inmate CAMPOS he really needed to speak to his attorney, regarding the charges and that they couldn?t provide advice for him. Deputy SALDANA said not only would Inmate CAMPOS speak with him during deck checks, but would speak with him while they were at their desk doing other duties, because the cell was so close to the desk. I asked Deputy SALDANA if he would confirm that Inmate CAMPOS was alive with every deck check and he said, "Yes." Deputy SALDANA said if Inmate CAMPOS was not alert and walking around, he would confirm that he was breathing and alive by observing him, as he was laying down on his bed. I began to speak with Deputy SALDANA regarding the shift change. Deputy SALDANA said Deputy AYALA arrived first for shi? change. Deputy SALDANA said he would wait for both relief deputies to arrive, and then both he and Deputy COLLIER would leave at the same time. Deputy SALDANA couldn?t recall the exact time they left B-Deck, but it was close to seven o?clock. I spoke with Deputy SALDANA about the fan, located near the cell. I asked Deputy SALDANA if the fan has always been there since he worked at Central Receiving Facility, and he said, "Yes, it has always been there, in that one spot.? Deputy SALDANA said the fan would plug into an outlet in the pipe chase. Deputy SALDANA said he would turn that fan on when he worked the Second Squad at Central Receiving Facility. Deputy SALDANA said the hours were 1500-2300 hours. Deputy SALDANA said the heat of the day would make B-Deck very hot and would need the fan to try and cool off. Deputy SALDANA said he was surprised to hear Imnate CAMPOS had committed suicide. He said both him and Deputy COLLIER were building a good rapport with Inmate CAMPOS by telling him, once he goes to court things might not be as bad as he thinks. Deputy SALDANA said it appeared Inmate CAMPOS was ?ne, and listening to them. Deputy SALDANA said that was the last interaction he had with Inmate CAMPOS. At 1033 hours Dr. WHITMORE began the postmortem examination. Once the black coroner?s bag was open, I could see the male who was identi?ed as Inmate CAMPOS lying inside wrapped in a white body sheet and clothed with dark blue or purple suicide watch inmate clothes. Once the clothes were removed from Inmate CAMPOS I could see he had medical apparatus on and about his person. He had redness on the bottoms of his legs, back, arms, neck and all over his face. I could see there were two approximate one inch (2) outs on the top of his head, but appeared to be older wounds. There was a dark red bruise that Dr. WHITMORE described as a ligature mark under chin and upper neck area. This ligature mark extended from around the front of neck to around the back of his neck, just under his hairline. CAMPOS had a tattoo of the number six (6) on his right thigh and a number nine (9) on his left thigh. On the stomach there was a tattoo and the letters on the top of his chest. During the examination, Dr. WHITMORE noted there was petechial hemorrhaging in both of eyes. Dr. WHITMORE said this is consistent with pressure around the neck. When the scalp was removed from head I could see bleeding underneath the cuts that were visible on his scalp. Once soul! was removed, Dr. WHITMORE stated brain was swollen due to the pressure from his neck, but was otherwise normal. Dr. WHITMORB noted the hyoid bone was broken. Dr. WHITMORE noted this when he examined the trachea of Inmate CAMPOS. He explained this bone as being in the throat under the chin line. Dr. WHITMORE said this was consistent with strangulation or hangings in order for this bone to break. During the autopsy Technical Investigator seized Items through 2T15 from CAMPOS. Refer to Physical Evidence heading for further details. Technical Investigator SLAYTON took several digital photographs during the autopsy. Refer to Technical Investigator worksheet for further details. - The conclusion of the post mortem examination Dr. WHITMORE said the cause of death was hanging and the manner was suicide. The autopsy was concluded at 1205 hours.
