Monroe Street Tallahassee, FL 32399 RE: AMENDED Census Tracts Submission for Opportunity Zones Dear Governor Scott: Pursuant to the Federal Tax Cuts and Jobs Act, the City of West Palm Beach previously submitted three census tracts for you to consider for inclusion in the State of Florida's Opportunity Zone designation. In order to take advantage of the significant private sector investment that is poised to take place, we are submitting for consideration the following three additional eligible census tracts: 1600; 1700; and, 1801. Within these census tracts, The Related Group is planning to invest $120 million into the construction of a new rental residential building that is scheduled to break ground in the first quarter of 2019. This project has been planned for some time as part ofthe larger Marina Village initiative which incorporates the Rybovich working waterfront marina and its associated marine industry employment and economic impact that currently exceeds $200 million per year. The existing Rybovich operation is the cornerstone of a community based initiative that will be bringing hundreds ofjobs and new marine related businesses to the immediate area. In addition, this grassroots initiative is working with the Palm Beach County School District to cooperatively improve local educational outcomes in the area. Finally, the initiative is expected to improve housing conditions and options for new and existing residents. Because the private sector is taking the lead on the critical foundational aspects of the effort, the initiative has earned the support and endorsement of the acclaimed Purpose Built Communities Foundation With the successful track record and technical expertise offered by Purpose Built as well as numerous corporate supporters, such as Tenet Hospitals, the Quantum Foundation, and Palm Beach Atlantic University, we believe that the census tracts mentioned above are more than eligible and worth your consideration for inclusion.
