John S. John Rubin C.V. John Rubin, an attorney, retired federal administrative law judge, and former Kansas State Representative, is a lifelong conservative Republican, now a proud resident of Acworth, Georgia, a Georgia Republican Party Foundation member, and Paulding County Republican Party Second Vice-Chairman and precinct leader. A Kansas native, John previously resided in Alpharetta, Georgia during his tenure as Regional Counsel for the Atlanta Region of the FDIC from 1989 until 1995, when he was appointed a federal ALJ in Kansas City, Kansas. John represented the people of the 18th District (Shawnee, KS) in the Kansas House of Representatives for three terms, from 2011-2017. Rep. Lead co-sponsorship of the Open Kansas movement designed to promote Kansas government in the sunshine. 2  Principled advocacy of a culture of life and protection of our unborn children: Successful legislation enacted into law to require: consent by both parents for a minor’s abortion; banning of abortions of pain-capable unborn children starting at 20 weeks postconception; abortion clinic licensure and inspections; healthcare rights of conscience; The Pro-Life Protections Act, including no tax funding for abortion; civil rights for unborn children, which ban wrongful birth/wrongful life lawsuits and sex-selection abortions; and a first-in-the-nation ban on dismemberment abortions. Successful legislation expanding rights for citizen-petitioned grand juries, allowing citizens to petition to empanel grand juries to consider alleged violations of the state’s pro-life legislation. Securing an Attorney General’s opinion disclosing the legal insufficiency of Transferable Physician Orders for Patient Preferences (“TPOPP”) utilized in Kansas to unduly promote or pressure medically unsupported end of life decisions.  Enforcement of the rule of law and preservation of fundamental rights guaranteed by the Constitution: Drafting, lead sponsorship and floor leadership for The Kansas Second Amendment Protection Act, guaranteeing the constitutional right of all Kansans under both the Second and the Tenth Amendments to possess firearms, ammunition and accessories manufactured in Kansas and remaining in Kansas, free of federal government regulation, restriction or prohibition, resulting in recognition of Rep. Rubin as 2013 Kansas Legislator of the Year by the Kansas State Rifle Association. Floor leader for successful passage of Kansas’ Secure and Fair Elections Act, requiring proof of citizenship for first time Kansas voter registrants, and photo identification for all voters at the polling place. Successful passage of The Health Care Freedom Amendment, opposing Obamacare as a violation of the Tenth Amendment, and declaring the right of all Kansans to make their own decisions on health care and health insurance free of federal government interference and mandates.  Fighting to protect the health and well-being of all Kansans, particularly our disabled children: Drafting, lead sponsorship and floor leadership for successful legislation which for the first time extended basic health insurance coverage for behavioral therapy treatment to many autistic Kansas children not covered by state employee health plans. 3 Successful Emergency Safety Intervention (“ESI”) legislation and task force work to prohibit seclusion and/or restraint of Kansas schoolchildren, including in particular disabled Kansas kids, unless necessary to prevent bodily harm to themselves or others. Opposition to inclusion of home and community-based services for intellectually or developmentally disabled Kansas children from the limiting managed care provisions of KanCare, the Kansas Medicaid program.  Promotion of Kansas businesses, free enterprise and entrepreneurship to grow the economy and create jobs: Chaired Judiciary Antitrust Subcommittee and participated on the Judicial Council’s Antitrust Committee, resulting in successful drafting and sponsorship of legislation restoring a century of Kansas antitrust law precedent protecting state businesses and franchises from an adverse Kansas Supreme Court decision that, if left uncorrected, would have rendered Kansas one of the most business-unfriendly states in the nation. Successful passage of a wide range of legislative measures modernizing Kansas liquor laws to allow happy hours at Kansas restaurants and lounges and less government regulation of and interference with the production, distribution and service of wine, beer and spirits at restaurants, wineries, breweries, sports venues and public arenas, thereby increasing the profitability and growth of these businesses and the jobs they create.  Comprehensive reformulation and reform of Kansas’ criminal law, criminal procedure, juvenile justice, sentencing and corrections policies as Chair of the House Corrections and Juvenile Justice Committee, Chair of the Joint House/Senate Committee on Corrections and Juvenile Justice Oversight, member of the Kansas Sentencing Commission, member of the Judicial Council Criminal Law Committee, and Co-Chair of the Kansas Juvenile Justice Workgroup: In these capacities, Rep. Rubin, who during his tenure in the Kansas Legislature was widely recognized as the Kansas Legislature’s foremost expert on criminal law, juvenile justice and corrections issues, drafted, sponsored, ushered through his Committees, and shepherded through the Legislature to final enactment the following sweeping legislative reforms and new directions in public safety policy: The 2013 Adult Justice Reinvestment Act, reforming adult sentencing by providing community treatment and supervision alternatives to incarceration for probation violators, thereby enhancing public safety, reducing recidivism, easing prison overcrowding by saving prison bed space, and saving taxpayer dollars. The 2016 Comprehensive Juvenile Justice Reform Act, the first major reform of the state’s Juvenile Justice Code in many years, providing definite sentences for most juvenile offenses, significantly reducing out of home placements and reinvesting saved resources in additional community programs and supervision, designed to enhance public safety by reducing juvenile recidivism and providing opportunities for rehabilitation and better lives for troubled Kansas youth. 4 Toughening the state’s rape laws by eliminating the statute of limitations for rape. Greatly strengthening the state’s human trafficking laws. Enacting a raft of laws designed to fight over-criminalization and disproportionate sentencing, thereby reducing prison overcrowding pressures by reducing bed space demands while still protecting public safety. Greatly strengthening the state’s DUI laws by enacting enhanced penalties for drunk drivers causing injuries or deaths, and opposing measures to prematurely expunge such convictions, as a result of which Mothers Against Drunk Drivers named Rep. Rubin as Kansas Legislator of the Year in both 2014 and 2015. Recognizing Rep.
