School Accountability Updates August 21, 2018 School Accountability Updates- Compliance (Cont.)  LDOE Corrective Action Plans(CAP) per SPLC Consent Decree Monitoring  The following charter schools received a Level 2 Non-Compliance Notice due to receiving a CAP from the state based upon monitoring conducted in the 2017-2018 School Year:  Joseph S. Clark  Einstein Charter Middle  ENCORE  Edgar P. Harney  James M. Singleton  Langston Hughes  Livingston Collegiate  Warren Easton   The CAPs which extend into spring of 2019, per LDOE protocol, and will be monitored by the state OPSB is prioritizing these schools for fall annual site visits and will be engaging with the schools on their needs in order to exit the CAPs School Accountability Updates- Compliance  Progress Monitoring- Level 2 Notices of Non-Compliance  Edgar P. Harney  Board Governance- Not in Good Standing  School received a Level 2 Notice of Non-Compliance on August 1st, 2018 for not having the correct membership on its charter board  Special Education – Not in Good Standing – Two Level 2 Notices of Non-Compliance  Outstanding Level 2 Non-Compliance Notice issued on April 5th, 2018 re: special education service delivery has been extended due to recent findings from LDOE, which supported OPSB’s findings and identified additional violations resulting in a specific set of corrective actions being identified by LDOE for Harney to comply with.  Recently, LDOE placed Harney in a Corrective Action Plan as an outcome of the SPLC monitoring in the area of Enrollment, which has resulted in Level 2 Notice of Non-Compliance re: Special Education, that was issued on August 1st, 2018.  Financial Management- Not in Good Standing – Two Level 2 Notices of Non-Compliance  School received a Level 2 Notice of Non-Compliance on July 20th, 2018 re: financial management, especially related to staff retirement benefits  Outstanding Level 2 Non-Compliance related to financial management ongoing, with oversight extending through October of 2018. School Accountability Updates- Compliance (Cont.)  Progress Monitoring- Level 2 Notices of Non-Compliance  Einstein Charter Schools  Level 2 Non-Compliance ongoing through the end of the 2018-2019 School Year related to transportation expectations  District is regularly meeting with Einstein Charter Schools to monitor the terms of the settlement.  Moton Charter School  Per Policy HC, Moton Charter School received notice on January 16 th, 2018, of its placement into Tier 3 Intervention.  Third-party monitoring on-going, through November 2018.  The monitor submits monthly reports to OPSB and Moton Charter school, tracking efforts towards substantial compliance with special education responsibilities.
