The FY20 President’s Budget request grows the Air Force budget by $11.8B. That increase is necessary to execute 88 investment new starts, 14 production increases and 41 Military Construction projects across 19 states. A Continuing Resolution (CR) will prevent the procurement of the F-15EX, F-22 sensor upgrades, and F-35 modifications and correction of deficiencies. It will also delay new weapon system beddowns including F-35, KC-46, T-7, and Combat Rescue Helicopter. These capabilities cannot be realized without an authorization and appropriation bill for FY20. Postpones F-15EX development and production ($1.1B) which may negatively impact Boeing’s aggressive pricing. Also means operating and sustaining aging F-15C fleet longer than planned, incurring added extensive maintenance actions due to structural health issues. Reduces munitions procurement by 1,000 Joint Direct Attack Munition tailkits, 99 Sidewinder Air-to-Air Missiles and 665 Small Diameter Bomb II munitions, constraining industrial production capacities, delaying inventory buildup and driving contract renegotiations. Defers F-35 reliability and maintainability improvement projects ($188M). Deficiency corrections include Frameless Wingtip Lens and Leading Edge Flap Blade Seal. Slows natural disaster recovery efforts at Tyndall and Offutt, withholding $466M in Facility Sustainment, Restoration and Modernization funds as well as DoD emergency funding requested in the FY20 Budget Request. Limits the planned 4,400 Total Force end-strength growth and the 3.1% military pay raise, restricting the ability to grow critically-manned career fields (Operations, Maintenance, Space, Cyber, and Intelligence, Surveillance and Reconnaissance). Restricts efforts to rectify the Air Force pilot shortage, cutting $123M from undergraduate flight training.
