The Army will experience severe impacts in all six modernization priorities, delaying the procurement of the Maneuver Short Range Air Defense (MSHORAD) capability ($262.1 M), preventing the procurement and development of Land-Based Hypersonic Missiles ($228M), and delaying the development of Next Generation Combat Vehicle (NGCV) efforts ($378.4M). Actions & Impacts of a 6-month CR Delays 31 production rate increases ($1.2B), putting at risk programs like the UH-60M helicopter (15 aircraft valued at $247M) and necessary Stryker upgrades (70 upgrades valued at $285M). Postpones the Army's modernization efforts for the AssuredĀ­ Positioning, Navigation and Timing Cross Functional Team, preventing procurement of new capabilities valued at $42.5M. This halts the current fielding of systems to 2nd Cavalry Regiment and rotational Armored Brigade Combat Teams executing missions across Europe. Postpones prototyping for Individual Visual Augmentation System (IVAS), which will delay procurement by a minimum of 6 to 12 months. Reduces munitions procurement by $87.BM, constraining production capacities at the Army's Arsenals and Ammunition Activities (Pine Bluff, Crane, Picatinny, Radford) and delaying contract awards to 4QFY20. Actions & Impacts of a Yearlong CR People. If authorities for the FY20 bonuses and special pays are not enacted in CR legislation or NOAA, Active Duty and Reserve Component Entitlements face a reduction of $597M. This impact slows accessions and hampers recruiting and retention incentives. Maintaining a competitive overall compensation package ensures the long term viability of the allĀ­ volunteer force. Prevents the award of 4,400 new family and single Soldier dwellings ($132M), delays the major maintenance and repair of up to 269 Army family housing units ($69M), and impedes the restoration and modernization (R&M) of unaccompanied housing (UH) by preventing the award of up to 27 UH R&M projects ($500M). Modernization. Prevents $3.5B in procurement and RDT&E ($1.1B specific to CFT efforts), upsetting current acquisition strategies for Extended Range Cannon Artillery and Precision Strike Missile, denying contract awards for the Optionally Manned Fighting Vehicle, increases risk to contracting Future Attack Reconnaissance Aircraft, and delays the Army from successfully integrating the spectrum of Network operations necessary for defensive cyber operations.
