Selected Accomplishments
Developed and Implemented flexible and scalable medical response options for six multilateral and
multinational crisis response contingency operations. Guided robust concept of operations development
for emergent requirements for 12,000-member amphibious force during Foreign Consequence
Management and Humanitarian Assistance/Disaster Relief mission planning. Identified life cycle
management solutions to mitigate logistic gaps to afloat trauma surgery services identifying 1,000 unique
item deficiencies and $3.5M in unfunded requirements.

Designed and Implemented multi-faceted division-level action plan to address employee compensation,

staffing efficiencies, revenue cycle management, and leadership at the practice level. Operational staffing
changes reduced salary expense by $1.28M. Revenue cycle management policies reduced bad debt as a
percentage of revenue from a high 8.4% to 0.2%. Recruiting and retention initiatives increased staffing
by over 50%. Overall service line efficiency efforts produced $787,000 to the bottom line over 12 months.

Resolved aeromedical training and combat survivability equipment shortfalls adversely affecting aircrew

performance, safety and survivability. Recognized subject matter expert on aircrew chemical, biological
and radiological (CBR) flight ensemble and LASER system safety. Developed comprehensive aircrew
training program culminating in the first operational test flight, adopted as the Navy Fleet standard.

Collaborated with U.S. Embassy, host nation, multi-national partners, non-governmental organizations

and joint forces culminating partnership, strength and presence relationships. Liaison Officer for sensitive
issue resolution to U.S. Embassy Philippines during for combined unconventional warfare campaign against
terrorism. Lead Planner for Pacific Partnership is the largest annual multilateral humanitarian assistance
and disaster relief preparedness mission conducted in the Indo-Asia-Pacific. Coordinated resource solutions
with partners in the Asia-Pacific region delivering care to a total of 22,037 patients, and biomedical repair
in 5 countries over 3 months during a humanitarian and civic assistance mission.
