C IF Elizabeth Kyle, Commissioner Scott Johnson, Assistant Commissioner 2241 St. George Lane, Suite 2 Chico, CA 95926 CALIFORNIA INTERSCHOLASTIC FEDERATION NORTHERN SECTION Telephone: 530-343-7285 Fax: 530-343-5619 Website: www.cifns.org November 19, 2019 Michael Ervin- Principal Paradise High School 5591 Maxwell Drive Paradise CA 95969 Dear Mr. Ervin: On Sunday November 17, 2019, I sent you a request via email asking you to investigate any Paradise High School students who may have been in violation of NSCIF Bylaw 503.3 “Player and Coaches ejection,” which states, “…any athlete who leaves the confines of the bench or team area during a fight that may break out or has broken out, shall be disqualified from participating in the remainder of the contest and any subsequent FROSH/SOPH. and Varsity contests.” Your written investigation report states, “Several Paradise players then enter the field and begin to help stop the fight….” Bylaw 503.3 just says “any athlete who leaves the confines of the bench or team area” and by your own report, you say “several Paradise athletes…” though you do not believe these players should be punished. NSCIF Commissioners job description, which was approved by the Board of Managers states the Commissioner is to “interpret and enforce all regulations contained in the Section and State Constitutions and Bylaws.” The CIF State Bylaw 22 C says- The Section Commissioner shall have power to suspend, to fine or otherwise penalize any member school for the violation of any CIF or Section rules and regulations. It is my job as the NSCIF Commissioner to fairly and consistently enforce the Section and State Constitution. As you are aware the Officials report stated, “…If film is observed CIF may determine other ejections needed…” I reviewed the Hudl video that Paradise High School submitted and as we discussed PHS starts and stops the action after each play, so there was no recording of the incident. I reviewed the twitter video by Sharon B Martin, which I shared with you and Live Oak’s Hudl video. As Commissioner it is my duty and job to review the videos and make appropriate suspensions if the CIF or NSCIF Constitution has been violated. It is my decision that the following Paradise High School student-athletes left the team area numbers 50, 14, 11, and 82. These students are suspended from PHS’ next football game on Friday November 22, 2019. Number 54 is also suspended for his actions at the bottom of the pile up. You wrote that “Paradise’s number 54 is wrestling with a Live Oak player.” I saw something other than wrestling but nevertheless, wrestling does NOT belong on a football field, so he is also suspended for the next contest. Paradise #2 was ejected in the original officials’ ejection report and that ejection stands. #2 must sit out the team’s next contest, as a consequence of the ejection. Last year the Northern Section had two incidents where students left the bench and went onto the field or court. The Section and school suspended the students who left the team area. Twice in the past twelve months, the Northern Section has addresses sportsmanship and students leaving the bench area during an altercations and what the coaching staff should do to prevent students from coming on the field. Paradise Athletic Director, Anne Stearns was in attendance at these presentations. Paradise High School may appeal this decision under NSCIF COnsitution1109.2.
