Dear Ms. Manning:

This of?ce is in receipt of your request dated November 14, 2019 to the Division of
Capitol Police for records made in accordance with the Virginia Freedom of Information Act 
22-3700 et seq.). You requested information on report #2019-00044966.

On November 12, 2019 at approximately 3:16 Delegate Ibraheem Samirah noti?ed
the Division of Capitol Police that someone had made post on acebook that he felt was
threatening. He also forwarded a screenshot of the posting to Colonel Pike.

Special Agent Jones was assigned to investigate the report. SA Jones determined that
Ms. Vicky Manning had made the posting. SA Jones? investigation determined that the post was
not threatenng in nature. At 3:37 pm. on November 12, 2019, SA Jones contacted Delegate
Samirah by phone and noti?ed him that the posting did not constitute a threat.

Assistant Special Agent in Charge Gulotta spoke to Ms. Manning by phone on November
15, 2019. Ms. Manning stated there was nothing besides the post and she didn?t mean any threat
by it

NARRATIVE

 

 

On November 12, 2019 at 1516 hours, the Division of Capitol Police was notified by Delegate Ibraheem
Samirah that someone had posted a threatening message about him on Facebook. Delegate Samirah
forwarded a screenshot of the post made on Facebook to Colonel Pike. The post was made by a Vicky
Manning which stated This, Virginians, is the future of our state. He wants abortion to be a cheap
and easy part of your health insurance. He wants 515 min wage which will kill small businesses. Pre-K for
every childlgovernment provided childcare-just what we need less parental involvement). I've been a
Virginian all my life and this makes me weep. I?ll be purchasing an arsenal over the next 2 months.? At 1537
hours, I spoke to Delegate Samirah via phone and he asked what constitutes a direct threat which was
explained. It was further explained to the delegate that a full criminal investigation will not be conducted
because no crime was committed but open source resources including Facebook will be checked. The
original Facebook post the delegate was concerned about was not found and a search for any threat was
met with negative results. Attached is a copy of the Facebook post provided by Delegate Samirah.

On November 15, 2019, Assistant Special Agent in Charge Gulotta spoke to Vicky Manning via phone. Ms.
Manning stated that there was nothing besides the post and she didn?t mean any threat by it.
