Dear Ms. Brinson Bell:  
 
Election Systems & Software (ES&S) is pleased to present this formal request for the North Carolina State Board 
of Elections to administratively approve our Election Assistance Commission (EAC) Certified EVS 5.2.4.0 Voting 
System. EVS 5.2.4.0 was tested for conformance to the 2005 Voluntary Voting System Guidelines (VVSG) at Pro 
V&V in Huntsville, AL and further received EAC Certification on June 5, 2018.  
 
In pursuant of 8 NCAC 4.0302(b), the Executive Director of the State Board of Elections may approve 
enhancements of previously certified voting systems if the enhancement does not substantially alter the voting 
system as certified by the State Board of Elections. The EVS 5.2.4.0 release is a modification to the ExpressVote, 
Electionware, ExpressVote Previewer, and COTS (ie: antivirus and Microsoft operating system patches) when 
compared to the EVS 5.2.2.0 release. There were no firmware enhancements made to the DS200, DS450, and 
DS850 tabulators in the EVS 5.2.4.0 release. Below is a version comparison between EVS 5.2.2.0 and EVS 5.2.4.0.

Summarized below are the minor modifications that are in the EVS 5.2.4.0 release. This request is for 
administrative approval of the EVS 5.2.4.0 release since the enhancements listed below do not substantially 
alter the voting system originally certified by the State Board of Elections. 
 
 
 ExpressVote Universal Voting Device Enhancement 
o Hardware: EVS 5.2.4.0 has a handful of internal hardware component updates, referred to as 
HW 2.1 or Hardware Revision 2.1 in this letter. Specifically, the differences between the 
ExpressVote HW 1.0 and the ExpressVote HW 2.1 is we improved the manufacturing processes 
of the ExpressVote HW 1.0 internal boards (the Input/Output Board) in order to improve overall 
manufacturability of the boards used in the production of the ExpressVote. In addition to the 
improved processes, we addressed end‐of‐life components (ie: the display) that will allow the 
manufacturing of ExpressVote units for several years. The exterior of the ExpressVote is the 
same between the HW 1.0 and HW 2.1 hardware revisions and there is no difference between 
the operation, maintenance, or voter experience of the two hardware revisions. 
 
o Firmware:  A couple of minor enhancements to first correct the ability to write‐in a candidate 
while using a two‐position switch in a multi‐language election and secondly allow a very long 
candidate text (255 characters) display the entire text instead of being truncated. 
 
 Election Management System Enhancements 
o The “commercial off the shelf” (COTS) components such as the Symantec anti‐virus, Cerberus, 
and the Microsoft Operating System offline updates have been updated to the latest versions.  
 
 
Included with this letter are product brochures as well as a CD‐Rom containing the technical data package (TDP). 
ES&S requests the North Carolina State Board of Elections review our request for administrative approval at 
their earliest convenience and provide a written approval of the EVS 5.2.4.0 release presented in this letter and 
the Engineering Change Orders (ECOs) presented in a subsequent letter.
