Malheur County Economic Development Mon 12/9/2019 1:59 PM Definitely missed the bus. Please attend the public meetings we host...you won’t need to spend so much of your energy on these past assumptions. In Malheur County's submission to the state in September 2018, at page 71, you projected that at 50% build out in year 1, TVRC numbers would look like this: Revenue: $1,064,657 Expenses: $1,007,458 In BizOregon's staff report of Dec. 2, 2018, these numbers are included at page 5 for operations in 2024: Revenue: $1,064,657 Expenses: $590,690 In the 2018 submission, the county estimated labor costs for full and part-time jobs (not including a manager) that totaled $710,848. Question: What accounts for the significant reduction in expenses while producing the same level of revenue? Question: Since labor is the major operating cost of TVRC, what is the new projection for total full time and part time jobs in 2024? Question: Does the revenue figure still represent for 2024 a 50% build out as did the figure provided in 2018? In Malheur County's submission to the state in September 2018, at page 71, you projected that at 80% build out in year 2, TVRC numbers would look like this: Revenue: $1,703,451 Expenses: $1,249,398 In BizOregon's staff report of Dec. 2, 2018, these numbers are included at page 5 for operations in 2025: Revenue: $1,703,451 Expenses: $592,257 Question: What accounts for the reduction in expenses by $657,000 from the 2018 project to the 2019 BizOregon staff report? Question: What is the explanation for how TVRC would see a 60% increase in revenue in Year 2 (see page 71, 2018 submission, see page 5, BizOregon report) while the costs increase by only $1,567 (see page 5, BizOregon report)? Question: Are you now projecting fewer jobs than represented in the September 2018 submission to the state? The community will appreciate any explanations you can provide to account for these expense changes. Let me know if you need clarification on any of these points.
