MEMORANDUM FOR SECRETARY OF THE ARMY

DIRECTOR, DEFENSE HUMAN RESOURCES ACTIVITY
SUBJECT: National Guard Members Supporting the Southwest Border Security Mission in a
Title 32 Status
I have determined that members of the National Guard who perform active service under
title 32, U.S.C., section 502(f), at the request of the Secretary of Defense in support of
Department of Homeland Security activities to secure the southern border of the United States
are "responding to a national emergency declared by the President and supported by Federal
funds" for purposes of determining eligibility for Post-9/11 GI Bill educational benefits and
other specified benefits, as applicable, effective February 15, 2019, the date of Presidential
Proclamation 9844, "Declaring a National Emergency Concerning the Southern Border of the
United States." The Under Secretary of Defense for Personnel and Readiness (USD(P&R)) is
directed to provide an analysis of any other benefits or entitlements resulting from my
determination, as well as any implementation guidance, as necessary.
The Secretary of the Army and the Secretary of the Air Force will take necessary actions
to ensure that members of the National Guard affected by this determination have a record of
their eligibility for any associated entitlements or benefits, consistent with any implementation
guidance issued by the USD(P&R).
