On 04/17/19, Officer
was dispatched to Target, located at 1861 W. Tennessee St. in reference to a
theft which just occurred. Upon arrival, he made contact with Loss Prevention Officer
.
advised the following: He was reviewing the surveillance video and observed the suspect, later
identified as
, enter the store. He walked to the Electronics Department and selected an LG Premier
Pro LTE cell phone ($79.99) and walked to the bathroom with the phone. Once he walked out,
no longer
had the phone in his possession.

unable to locate him in the area.
While working as an investigator with the Property Crimes Unit, I was assigned this case to conduct a followup investigation. I disseminated a “Request for Information” bulletin in an attempt to identify the suspect. On

databases to identify the suspect as
. I reviewed the surveillance video and positively identified
