Work is tentatively scheduled to begin as early as Spring of 2020 and shall be substantially completed on or before December 31st, 2020, or 9 months after notice to proceed, which ever date is later. Submitted budgetary bids will remain confidential. 1.1 INSTRUCTIONS TO BIDDERS Bid proposals shall be submitted via email by December 13, 2019 in the itemized format specified in this Request for Proposal (RFP). LET reserves the right to reject any and all bids. Questions and clarifications on this RFP must be sent by email to the email listed below. Interested bidders, that wish to be considered, must: 1) Respond via e-mail by November 29th, 2019 that the Bidder will submit a bid proposal per this RFP, 2) Provide company financial statements, bonding capabilities, other assurance to ensure capabilities to complete the Project, 3) Submit OSHA 300 logs for the last 3 years to date, 4) Submit qualification to perform the tasks and experience resume, 6) Preference to have 10 years of experience in solar power installations. 7) North American Board of Certified Energy Practitioners (NABCEP) PV Installer certification (preferred) 8) Minority Certified by a nationally recognized certification organization (preferred) 9) In the proposal, quotation shall include prevailing city of Philadelphia wages 11) Shall possess permits to work in Philadelphia LET is seeking budgetary bid proposals for the entire scope of work described in Section 3.0 and Attachment A - Project Drawings. The Form of Contract and other contract related documents will be provided during a later phase of the bid process. Liberty Energy Trust GP LLC Confidential 3 Section 4.0 presents the Bid Price Form that must be filled out completely by the Bidder as applicable to the Bidder’s Proposal. LET will consider bid proposals composed of a team of several Bidders for the entire scope of work, provided that a prime bidder is identified and that the other team bidders will be subcontracted to the prime bidder under the same or similar terms. LET will also consider bid proposals covering less than the entire scope of work, provided that such a bid wholly covers the scope of work described. Bid proposals and questions regarding this RFP shall be directed to: Liqun Pan Liberty Energy Trust GP LLC E-Mail: liqunpan@libertyenergytrust.com 2.0 PROJECT OVERVIEW LET is partnering with Philadelphia Gas Works to design and construct a new Liquefaction System, with the implementation of a Solar field to the Facility located at the PGW Passyunk site in Philadelphia, Pennsylvania. The inclusion of a solar field will be utilized as an additional power source to assist in running the plant, and therefore lessens the burden of only utilizing the grid. Approximately seven (7) megawatts (MW) is required to run the plant and all its loads; LET plans to install 3 MW solar on approximately twelve (12) acres. The current planned location has sufficient land and infrastructure to accommodate such configuration. However, as shown in drawing E20, there are monitoring wells located throughout the facility which, upon request, must be left with at least 14ft of space between each solar array for the ease of a truck to perform any maintenance on the wells. As portrayed in drawing PEC-0001-E20, LET created a conceptual layout indicating the areas that are available for solar panels installation. Bidder shall select areas to install solar panels and shall produce 3MW of solar power that shall be inverted, and stepped-up to 4,160 VAC and tied upstream of the 4,160 VAC switchgear. Utilization of future battery storage shall be included to a minimum of one of the areas and be considered in the design. 3.0 SCOPE OF WORK The below scope of work (SOW) outlines the requirements for the project: Liberty Energy Trust GP LLC Confidential 4 o Completely design, procure, and provide installation services for approximately 3-MW of PV solar at Passyunk Energy Center in Philadelphia, PA o Furnish all labor, material, and equipment, including cranes to unload and set all the equipment, all anchoring systems, grouting and shimming, and wedge plates. o Obtain & maintain project dig safe Ticket (if required) o Furnish and install all required concrete foundations to support solar panel racking equipment as well as inverter and transformer foundation o Provide survey support and equipment layout services for all solar equipment o Provide sub-base preparation (Note: it is assumed that all work will be above grade, including conduit) o Form Work, rebar installation, concrete placement, installation embedded anchors and anchor plates. o Mobilization of site grading/excavation equipment (if required) o Mobilization of personnel to site o the option of a single-face or bi-facial panels (see price option) o AC/DC disconnects (as needed) o a SCADA control and monitoring system o all necessary support structure and mounting provisions o grid-interactive inverter(s) o DC and AC cable and wiring • Assume existing utility poles will be used for installation of cabling between solar arrays and inverter/transformer locations o conduits and wireways (as needed) o an electrical grounding sub system and Arc-Fault protection o terminal and combiner box(es) o quick-connect solar panel electrical connectors o all equipment that is necessary to interconnect with site electrical distribution systems o applicable short circuit analysis and coordination studies as required o Install, maintain, and remove any necessary Erosion and Sediment control devices o Provide 3rd party compaction and concrete testing o Provide final site grading o All other civil related sitework that can be reasonably assumed if not explicitly stated in this document per the related attachments o Shall provide training to on-site personnel for Operation & Maintenance (O&M) 3.1 Additional Requirements & Information 1. Contractor(s) shall be licensed to perform work in the state of Pennsylvania and shall provide Union to perform the work on the Project site. Contractor shall submit labor agreements for review when applicable. 2. Contractor(s) shall provide certified diverse supplier commitment percentage of dollars. The contract may require a minimum 5% MWBE and preferably 35% MWBE. Liberty Energy Trust GP LLC Confidential 5 3. Contractor(s) shall be responsible for notifying the local Dig Safe or One Call authority prior to any construction and for maintaining all related markings once construction begins, through project completion. 4. All materials and labor required for completion of the work, other than those specifically excluded, shall be supplied by the Contractor(s). 5. Contractor(s) is required to provide drug testing, education, and training as required by Department of Transportation (DOT) Anti-Drug Program pursuant to the Pipeline Safety Regulations, CFR Title 49 Part 199. 6. Contractor(s) shall develop a construction site hazard analysis and site-specific safety plan prior to beginning construction. It is the Contractor’s responsibility to submit the sitespecific safety plan and obtain approval prior to mobilizing on site and to adhere to the approved plan throughout the duration of the project. 7. Contractor(s) shall provide adequate Project Management, on-site Superintendent, and maintain the project’s overall specific safety program over the duration of the project. For subcontractor(s) providing only portions of the scope of work for the Project, a working foreman may be substituted for a superintendent. The working foreman shall have the authority to direct the work of subcontractor’s crew and make field decisions for the subcontractor. 8. Contractor(s) shall be responsible for providing their own temporary construction facilities including storage trailers and sanitary services. 9. Contractor(s) to identify approximate long-lead material in proposal if the material could impact proposed schedule 10. Solar interconnect requirements to be the responsibility of LET. Contractor(s) to provide technical support with regards to design, component ratings, and interconnect logistics 11. Solar panels and supporting auxiliary components shall be capable of sustaining a minimum of 90 mph winds and 25 psf snow loading 12. Proposal shall include efficiency and cost comparison of different PV technology including facial vs. bi-facial. 13. Design and Installation shall be per the 2014 version of the National Electric Code (NEC), NFPA 70 and any applicable city or Pennsylvania State electrical codes.
