The purpose of this memorandum is to provide an update regarding the results of air sampling conducted for
Fulton County by GHD Services, Inc. in response to recent air quality issues related to the release of Ethylene Oxide
by Sterilization Services of Georgia (Unincorporated Fulton County).

BACKGROUND

On September 18, 2019, the Fulton County Board of Commissioners approved a Cooperative Purchasing
Agreement with the City of to contract with GHD, Services, Inc., the vendor providing air sampling services
for City of Cobb County, and the City of Atlanta. Air sampling services included the identi?cation and
selection of 13 sampling sites to assess the level of concentrations measured against risk criteria defined as the
exposure standards and guidelines created to protect the public from harmful substances that can cause serious
health effects.

METHODOLOGY

To determine if was present and at what levels, air sampling was conducted for 10 consecutive days from
Wednesday, October 9 until Friday, October 18, 2019 as outlined in Table 1 and Table 2 below. Exposure
standards were used from US. Environmental Protection Agency (EPA), American Chemistry Council and the Texas
Commission on Environmental Quality. Texas was used as a benchmark because of its most recent and
comprehensive analysis at the state level.

RESULTS AND CONCLUSION

The air sampling results were measured in Parts Per Billion (ppb) using the following exposure standards:
1. U.S. Environmental Protection Agency (EPA): 0.0001 

2. American Chemistry Council: 1 

3. Texas Commission on Environmental Quality: 4 

The data provides an initial indication of levels within a 5 mile radius of Sterilization Services of Georgia. The
data is a 10 day sample and does not establish a long term characterization of levels in the sampling area. The
data suggest that there was no signi?cant contribution to levels by Sterilization Services of Georgia during the
air sampling period for the monitored area. In addition, the results were consistent with levels seen in
background air sampling in other parts of the country. Measured against the three exposure standards risk
criteria outlined above, the results do not indicate a need for further action or concern. See Table 3 below.

Summary and Conclusions

The data provides an initial indication of levels within a 5 mile radius of Sterilization Services
of Georgia.

The data is a 10 day sample and does not establish a long term characterization of levels in
the sampling area.

The data suggest that there was no significant contribution to levels by Sterilization Services
of Georgia during the air sampling period for the monitored area.

The results were consistent with levels seen in background air sampling in other parts of the
country.

Measured against the three exposure standards outlined above, the results do not indicate a
need for further action or concern.
