Through: Mr. Thomas Von Essen Regional Administrator FEMA Region 11 One World Trade Center 52lldoor New York, New York 10007 Dear Mr. President: Under the provisions of Section 401 of the Robert Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121-5207 (Stafford Act}, and implemented by 44 CFR 206.36, I hereby request that you declare an expedited major disaster for Puerto Rico as a result of the various seismic activities located in the south and southwest areas of the island. Since December 23.. 2019 Puerto Rice has suffered continuous seismic activity, including 7 earthquakes of over 5.0 in magnitude; followed by multiple tremors that continue today. The earthquakes have continuously struck at locations on or south of the municipality of Guanica causing signi?cant damages to critical infrastructure, including houses, roadways, bridges, power plants and multiple public buildings. Local government and state agencies, immediately deployed resources to the impacted regions Following the earthquakes, there have been over 50 aftershocks. The Puerto Rico Seismic Network Team has processed over 1,950 earthquakes in the l?uerto Rico and Virgin Islands Region front December 28, thru January 10, 2020. Ofthis total, so far; 1,105 tremors associated with the sequence ofthe South ofl?uerto Rico have been located. Of the 1,105 tremors, 96 have been reported as perceived and 66 have had magnitudes greater than or equal to 3 on the Richter scaie. The United States Geological Service?s preliminary report indicates that the economic damage resulting from these earthquakes is expected to be $838 million, which represents 1% of Puerto Rico?s gross domestic product (GDP). In response to this situation, 1 took appropriate action under commonwealth law and declared a commonwealth-wide state OE-2020-01 on January 7, 2020 and activated the Puerto Rico National Guard to assist in response efforts. 1" urthermore. I ordered the execution of the State Emergency Operations Plan in support of the commonwealth-wide emergency declaration in accordance with Section 501 ofthe Stafford Act. A copy ofthat declaration is attached. As a result ofthe earthquakes, power outages, debris, infrastructure, business. and residences were impacted throughout the island. The municipalities of the south and southwest of the island have experienced the most direct impacts from this event, though economic and other impacts are being felt more broadly. I am requesting Public Assistance, Categories A-G and Individual Assistance, including permanent housing construction (new and repair). The magnitude of these events is of such severity that effective reaponse and recovery are beyond the capabilities of the Central and local affected governments of Puerto Rico. Federal assistance is necessary to save lives and protect property, public health and safety, or to lessen or avert the threat of greater disaster. The municipalities ofthe southern area of the island have opened many shelters and camp sites, with the main purpose of maintaining temporarily secured and safe survivors. The emergency shelter and camp site have been open for 4 days. As of January 1 l, 2020, there have been 6,407 displaced individuals. An ongoing need exists for short-term sheltering for survivors. the constant earthquakes and aftershocks maintain an atmosphere of insecurity and anxiety. More than 75 residential dwellings have been totally destroyed, 173 homes have major damages, and 148 homes have minor damages. There is a continued threat ofearthquakes, tremors and a?ershoeks, that pose a continuing threat to public health and safety. Public Health Due to recent seismic activities, there has been a notable increase in mental and behavioral health issues such as anxiety and depression. Puerto Rice has available hotlincs to attend to a range of mental health services. however the increase ofcases is overwhelming and surpass the capabilities of the island. Due to the limited availability of local resources, assistance is needed to hire additional outreach staff andi?or contractors to be stationed in the affected areas to support critical mental health and safety needs. Currently, there are a NGO mental-health service providers located near the shelters, but these organizations do not have enough staffto sustain the long-term support required. These disasters have not just disrupted normal community functions, they will without a doubt cause permanent effects in the way of life of the US Citizens of Puerto Rico. The municipalities, especially, have not only been denied relief and stoppage from these threats. but have extinguished completely hopes of rebuilding their homes and finding normalcy in their lives. Disruption to Community Services and liconomv Many commercial structures were affected by the earthquakes, being left inoperative and some of them destroyed. In addition to this. many main roads and bridges have been closed by multiple landslides. These factors make survival efforts impossible to execute. We highly? appreeiate your quick response to declaring an emergency on January 7. 2020 and granting us Direet Federal Assistance to aid us. Immediately, on Januaryr 8. 2020 the Puerto Rico Emergency and Management Bureau (PREMB) along with EMA began performing the Preliminary Damage Assessments in the municipalities ol'the south and southwest ofthe island. Jobs and businesses are also being threatened as key industries are experiencing significant impacts. Requested Individual Assistance Programs Assistance to date has been provided by the municipal governments, state agencies, and a large network of non~profit organizations. However, the state has no individual assistance program. I request the full suite of Individual Assistance Programs: Individual and Heuseholds Program (HIP), Transitional Sheltering Assistance (TSA), Crisis Counseling Assistance (CCP), Disaster Unemployment Assistance (DUA), Disaster Case Management and Disaster Legal Services. Conclusion The initial assessment indicates that the amount of damages associated with the impact of the earthquakes require a Major Disaster Declaration for Puerto Rico. At this time, I request Public Assistance for Guanica, Guayanilla, Pe?uelas, Ponce, San German and Yaueo. As per the preliminary damage assessments (PDA's) these municipalities suffered over $110,114,074.25 in damages and surpass the per capita loss indicator stated in the Federal Register for 2020. These municipalities are comprised of special populations such as low-income and elderly. More municipalities may be added as a detailed assessment of damages continues, and Individual Assistance for Guanica, Guayanilla, Pe?uelas, Ponce, Utuado and YaueoBoth. State and local government obligations and expenditures for the current disaster will comply with all applicable cost sharing requirements of the Stafford Act. I have determined that the damages caused by the ongoing earthquake and tremors, are of such severity and magnitude that continued effective response is beyond the capabilities of the State and affected local government and supplemental federal assistance is necessary to save lives and to protect property, public health and safety; and to lessen the effects of this imminent catastrophe.
