I REGULAR COUNCIL AGENDA TO BE POSTED
WHEREAS, During the 2018 season, the Los Angeles Dodgers made their back to back return
to the World Series and the playoffs for the sixth straight year by winning the division in a one
game tiebreaker over the Rockies; and
WHEREAS, The 114th edition of the World Series was played between the American League
champion Boston Red Sox and the National League champion Los Angeles Dodgers; and
WHEREAS, During the 2018 World Series, the Boston Red Sox managed by Alex Cora
defeated the Los Angeles Dodgers in five games to win the World Series; and
WHEREAS, After the 2019 season during an interview, Mike Fiers, a former Astros pitcher
who now pitches for the Athletics said he warned his new teammates that at the Astros’ home
games, Houston used an outfield camera fixed on the opposing catcher to steal signs and relay
the information to hitters; and
WHEREAS, As a result of these allegations, Major League Baseball and the Astros opened an
investigation that revealed that the Astros pul a camera in center field, stole the catcher’s
signals to the opposing pitcher and then conveyed the signs to the batter by banging on a
garbage can or sending texts during the 2017 season including the World Series; and
WHEREAS, The investigation also revealed that Alex Cora, who in 2017 served as a bench
coach for the Houston Astros was involved in developing both the banging scheme and
utilizing the replay review room to decode and transmit signs; and
WHEREAS, At this time the appropriate level of discipline for Alex Cora is yet to be
determined as the Department of Investigations is completing an investigation of the allegation
that the Red Sox engaged in electronic sign stealing in 2018 while Alex Cora was the manager;
and
WHEREAS, On January 13, 2020 Major League Baseball Commissioner Rob Manfred
announced the Astros' punishment which includes a $5 million fine, suspension of General
Manager Jeff Luhnow and Manager A.J. Hinch for one year, and forces the Astros to give up
their first and second round draft picks for the next two years;
NOW, THEREFORE BE IT RESOLVED, that by adoption of this Resolution, the Los
Angeles City Council hereby requests that in addition to the penalties already imposed, the
Commissioner of Major League Baseball remove the 2017 and 2018 World Series titles from
the Houston Astros and Boston Red Sox; and hereby requests that the Commissioner of Major
League Baseball recall the World Series Commissioner’s Trophies and award them tot
Los Angeles Dodgers.
