Developmental Disabilities (PDD) in Alberta Human Services. In this report, the reports of abuse for this region are combined with those of Northeast Region. [6] The Protection for Persons in Care complaints officers review all reports of abuse received and determine if a report of abuse should be discontinued (see “Discontinued Reviews of Reports of Abuse by Month), if it should be referred elsewhere (see "Reports of Abuse Referred for Investigation, by Month"), or if it should be investigated under the Protection for Persons in Care Act, SA 2009, cP-29.1. Therefore, not all reports received are investigated by Protection for Persons in Care (PPC). [7] One report of abuse may involve multiple allegations resulting in one or more types of abuse. For example, a client may have been physically struck on the arm, which caused bruises to the arm and the client became upset and was fearful because of the incident. In this example, one allegation was reported and the client experienced both emotional harm and bodily harm (two types of abuse). Further, this same client was being transferred by mechanical lift and the transfer belt slipped causing the client a large laceration on his chest. The client has experienced bodily harm due to something that someone did or did not do correctly (basic necessities). Because it is being reported by the same complainant and involves the same client, it is considered a second allegation within the one report of abuse. [3] During the 2018-2019 fiscal year a total of 123 abuses (in 105 allegations) had decisions rendered. The following is the breakdown by type of abuse:  Emotional: of the investigated abuses, 54 were emotional. Only six (11.1%) were founded, while 48 (88.9%) were not founded.  Bodily: of the investigated abuses, 17 were bodily. Only one (5.9%) was founded, while the remaining 16 (94.1%) were not founded.  Basic Necessities: of the investigated abuses, 49 were failure to provide a basic necessity. Of these, 10 (20.4%) were founded, and 39 (79.6%) were not founded.  There were no instances of financial abuse. © 2019 Government of Alberta Alberta Health, Protection for Persons in Care Annual Statistical Overview, 2018-2019   [4] July 2019 Sexual: Of the investigated abuses, there were two cases of sexual abuse. One (50%) was founded and one (50%) was not founded. Medication: There was one instance of medication abuse, which was not founded (100%). Appeals: Of the 123 abuses presented in this report, four (from four separate allegations) have been appealed. There have been three appeal hearings scheduled into the next quarter (2019-2020 Q1); of these two are in-person hearings while one is a written hearing. The fourth appeal request was responded to by PPC by way of a pre-hearing motion citing jurisdictional issues as to why an appeal panel could not hear the case.
