On January 8, 2020, at approximately 7:23 PM, Felicity Halberg contacted the Albany Police Department to request a welfare check for her mother, Tiffany Marie Lazon, at her residence, 2628 16th Ave SE, Albany, Linn County, OR, 97322. APD Of?cers responded to the listed residence and were unable to contact anyone. These APD Of?cers noticed the back sliding glass door was left wide Open, and the lights were on inside of the residence. APD Of?cers left the location, with the intent to check back at the residence at a later time. During the early morning of January 9, 2020, APD Of?cers responded to North Albany Self Storage, 650 Hickory St NW, Albany, Benton County, OR, 97321. APD Of?cers ended up contacting Craig Alexander Lazon near a storage unit, that was later determined to have been rented by Craig Lazon on January 5, 2020. Craig Lazon advised these of?cers he hadn?t seen Tiffany Lazon in one to two weeks and she possibly had left to go to Washington. APD Of?cers cleared the location. On the afternoon of January 9, 2020, APD Detectives and I reSponded tO Tiffany?s residence at 2628 16th Ave SE, Albany, OR. I knocked on the front door of the location, but nobody answered. From a public driveway, we Observed that the back sliding door Of this residence was still wide Open. We enteredthe residence under the Community Caretaking exception, but we didn?t locate any persons inside. It appeared that person(s) had been in the process of moving out Of the residence, but many Of the lights and an were left on. Basically, we learned that nobody had seen Tiffany for weeks, but they had observed people moving furniture and boxes out of the residence with U?Haul trucks and other vehicles. One neighbor advised that a male had primarily been moving the items out of the residence, and this neighbor was able to positively identify this person as Craig Alexander Lazon. We cleared the location. That evening, I contacted various people via phone, including a known, identi?ed person, who I will refer to as ?Friendl? in this af?davit. I spoke with Friendl via phone, and she indicated she was aware that Craig Lazon and Tiffany Lazon had gotten back together recently. Friendl advised that she was aware that Tiffany had submitted a notice to her landlord that she was going to move out of her residence by January 1, 2020. Friendl advised the last time she had seen or heard from Tiffany was ??ve days before January Friendl said she had heard Tiffany yelling upstairs about something, but she didn?t actually physically see her. Friendl established that she has known Tiffany Lazon for quite some time, and that she would recognize the sound of her voice. Friendl told me she would try to contact Craig Lazon tonight to try and ?nd out what was going 'on, and we ended our conversation. Friendl later called me and said she was getting concerned about Tiffany?s welfare, as she didn?t think Tiffany would leave without taking her vehicle (which was still parked at the residence) and a speci?c named personal item (which we had seen still present at the residence). APD Communications contacted Tiffany Lazon?s current cell phone provider, and an exigent ping was attempted. I learned ?om APD Dan Jones that this cell phone provider indicated Tiffany?s phone had been off for the past twenty-four hours, and they couldn?t see further back than that time period. On the morning of January 10, 2020, I had received a voicemail from Friendl, so I returned her call. riendl advised she learned that another named person, who I will refer to as ?Friend2? in this af?davit, recently had contact with Craig Lazon. Friendl stated she was told by Friend2 that Craig Lazon had borrowed a tool from Friend2, and he delayed bringing this tool back. Friendl then stated to me she has seen this tool, and it appeared to have some ?matter? on it. APD Detective Aaron Sutherland and I responded to Friend2?s residence, where Friendl and Friend2 were waiting for us. I will note that Friendl and Friend2 are merely acquaintances, and their common tie is the fact that they know Craig Lazon. Friend2 invited us inside her residence, which is a known unnamed residence (for the purposes of this af?davit), which is located in Albany, Linn County, OR, 97321. When we walked inside the residence, Detective Sutherland and I observed a cordless portable circular saw, which didn?t currently have a battery in it. We could also see that there was no saw blade on this cordless power tool. riend2 consented to us seizing this cordless saw, so Detective Sutherland donned nitrile gloves, and placed the tool into a new paper bag for later transport. riend2 advised that Craig Lazon randomly showed up to her house in early January 2020, and he asked to borrow her truck (for moving) and various tools and supplies. One of the tools that Craig Lazon requested to borrow was the cordless circular saw, which he took with extra batteries that accompanied the saw. Friend2 described Craig Lazon later bringing back the batteries, and the battery that was originally in the saw, but Craig Lazon didn?t bring back the saw. Friend2 said that after bothering Craig Lazon about returning the circular saw, he ?nally returned it. However, when Craig Lazon returned it, it was missing the blade, and he handed Friend2?s boyfriend a container that had some of the ?bolts and stuff? for the saw. Friend2 described how the saw appeared to have been disassembled, but it wasn?t put back together properly. riend2 said her boyfriend and she asked Craig why he needed to take apart an electric saw, and he responded that it was to clean it. Friend2 said her boyfriend and she couldn?t think of any reason why Craig would have needed to take the saw apart, as they knew a person doesn?t need to take apart electric saws like that to clean them. Friend2 advised that Craig had borrowed her truck for multiple days, and that she knew Craig Lazon had also rented a large U-Haul truck during that time period. Friend2 showed me text messages she had sent to Craig Lazon on January 4 and January 5, 2020, which show her requesting to get her truck back from Craig Lazon. The last text messages I viewed in the conversation (between Friend2 and Craig Lazon) was from Craig Lazon, which read: ?All is well. This message was received by Friend2 on January 6, 2020, at approximately 7:46 AM. riend2 mentioned that Craig Lazon had brought over his wife?s cat in a carrier recently, but she told him to remove it from the house. Friend2 stated she didn?t know Tiffany at all, but she?s known Craig Lazon for approximately twelve years. Friend2 also told me that Craig Lazon stated he was using Tiffany Lazon?s bank card. Friendl spoke up and told us that Tiffany would never leave without her cat, and she would never allow Craig Lazon to keep her bank card either. Friend2 provided us with written consent, which allowed us to seize and search the circular saw that Craig Lazon borrowed and returned to them in disassembly. Detective Sutherland andI eventually cleared the location. We returned to the Albany Police Department, where Detective Sutherland remained in possession of the seized circular saw. APD Property Evidence Specialist McCornack and Detective Sutherland performed a Presumptive Blood Test using a kit at the Albany Police Department. Prior to performing the test on the saw, he observed a small hair on the end of it. Detective Sutherland swabbed the area of the retractable lower blade guard of the saw, and he obtained a positive reaction for the presence of blood. Detective Sutherland again swabbed this speci?c area, to con?rm his result, and he again received a positive reaction for the presence of blood. Detective Sutherland packed the saw, as well as the obtained swabs, and these items were transported to the Oregon State Police Forensic Crime Lab for analysis. I was contacted by Tiffany Lazon?s mother, and I learned that Tiffany had a bank account at a speci?cally named bank (which I will refer to as Bankl for this af?davit). I eventually contacted an investigator from Bankl and I explained how Tiffany Lazon had been reported as missing. I eventually received a list of transactions performed with Tiffany Lazon?s Bankl debit card, which included a known named U-Haul rental service in Albany, Linn County, OR. Detective Sutherland contacted this U-Haul provider, and learned of the exact truck that was rented by Craig Lazon from January 6 through January 8, 2020. APD Detectives were able to track down this exact truck, and the U-Haul provider consented to us seizing it in order to examine and search it. I will also note that APD Detectives obtained video from other recent locations that occurred in Albany, OR, that Tiffany?s Bankl debit card was used, and Craig Lazon was the only person present on video using Tiffany Lazon?s Bankl debit card. Most recent transactions had occurred in Albany, OR, and there were no transactions reported to have occurred in the State of Washington. APD Communications contacted Tiffany?s current cell phone provider again, and another exigent ping was performed on Tiffany Lazon?s cell phone. Tiffany Lazon?s phone was still turned off. Jones spoke with a representative of that company, who veri?ed the last time Tiffany Lazon?s cell phone had connected to their network was December 29th, 2019. This was at approximately 3:07 PM, and the GPS coordinates returned to a general area located in Albany, Linn County, OR. During this investigation, I contacted the landlord of Tiffany Lazon?s residence. This landlord indicated she had received a 30-day noti?cation on December 1, 2019, that Tiffany planned on moving out on January 1, 2020. This landlord provided me with a copy of this letter, and through this investigation, it appears to be the most recent dated document written and signed by Tiffany Lazon. On January 11, 2020, Detective Sutherland and I contacted Friend2?s boyfriend at Friend2?s residence. Friend2?s boyfriend provided a very similar account of how Craig Lazon had borrowed their circular saw, and returned it partially disassembled and missing the blade. Friend2?s boyfriend provided me with a container that had two small parts in it, and he advised that Craig Lazon handed him this container when he returned the saw. Friend2?s boyfriend believed Craig Lazon had ?rst borrowed their circular saw on or about January 3 or January 4, 2020. Friend2?s boyfriend then con?rmed that he helped Craig Lazon move items from the residence with a U?Haul truck at 2628 SE 16th Ave, Albany, OR, and that he never saw or heard Tiffany at all. Friend2?s boyfriend told me Craig Lazon told him that Tiffany Lazon had left to stay with a friend in Eugene, OR, or something, and that they were going to meet up later. riend2?s boyfriend Probable Cause Af?davit Verified Correct Copy of Original l/23/2020. Page said he didn?t know Tiffany. Friend2?s boyfriend indicated that Craig Lazon told him during his time helping him move that this was his last trip getting items from their residence. Friend2?s boyfriend advised they had placed all items from the U?Haul truck into a storage unit in North Albany on that same day. Friend2?s boyfriend was sure that this was on Monday, January 6, 2020. Friend2 later contacted me on January 13, 2020, and she explained that Craig Lazon had stopped by her residence on the evening of January 1 l, 2020. Friend2 said she asked Craig what he had used their saw for anyways, and he told her it was to ?cut the trim? which he had to replace at Tiffany?s residence. On January 13, 2020, the Albany Police Department received a call from a manager of Albany Self Stor, 263 Queen Ave SW, Albany, Linn County, OR, 97322. The manager reported that they could hear a cat that was locked inside of a storage unit at the location. APD CSO Kenny Allin responded to this call, and he learned the storage unit in question was currently being rented by Craig Alexander Lazon. It was determined that it had been at least four days since Craig Lazon had last used his gate code at the location, and another renter of a nearby storage unit mentioned hearing the car in the storage unit for at least two days. CSO Kenny Allin and the storage unit manager opened the speci?c unit, and found that Tiffany Lazon?s beloved cat had been left in the storage unit with no apparent food or water. CSO Allin had taken possession of this cat, and Tiffany?s family later positively identi?ed the cat as belonging to Tiffany. On the morning of January 14, 2020, OSP Forensic Scientists responded to the Albany Police Department, where they processed items, including the U-Haul truck that Craig Lazon had rented. APD Lt Travis Giboney later advised me one of the OSP Forensic Scientists indicated they obtained two positive results with a presumptive test for blood from two spots on the U-Haul truck?s cargo area ceiling. These swabs were transported to the OSP Forensic Science Laboratory by APD. I will also note that in Evidence at the Albany Police Department, we possessed a previously obtained item from Tiffany Lazon which contained her DNA standards from a previous investigation. This sealed item was also transported up to the OSP Forensic Crime Lab, to be used as a DNA standard for Tiffany Marie Lazon. On January 14, 2020, I also received a report from OSP Forensic Scientist Shawna Germain which documented her preliminary ?ndings. In summary, this report indicated that Forensic Scientist Germain observed apparent tissue on the interior of the retractable lower blade guard, which was dislodged. Forensic Scientist Germain tested the area on the blade guard where the tissue had come from, and it yielded a positive result with a presumptive test for blood. This apparent tissue and swab were collected and forwarded for DNA analysis at the OSP Forensic Crime Laboratory. During this investigation, the Albany Police Department never received any credible reports of any sightings of Tiffany Lazon. I also spoke with persons that helped Craig Lazon move items out of Tiffany?s residence, but nobody had ever seen Tiffany. I also obtained information from Tiffany?s primary resource agency (to remain unnamed for privacy reasons) that she used for health care, and I learned she didn?t show up for a scheduled appointment in early January 2020. On January 15, 2020, I applied for and was granted multiple search warrants regarding this investigation. During contact with Tiffany Lazon?s family in this case, there were multiple items that they identi?ed as being necessities for Tiffany Lazon to have taken, if she had left to go somewhere. After the execution of the granted search warrants at various locations, APD Of?cers had located and collected many of these described items. One of these items includes Tiffany Lazon?s cat that was found abandoned and neglected in Craig Lazon?s storage unit at Albany Self Stor on January 13, 2020. On the morning of January 21, 2020, I received a phone call from OSP Forensic Scientist Matthew Diggs, who indicated he had performed the requested DNA analysis on the tissue and swab obtained by Forensic Scientist Germain. Forensic Scientist Diggs advised me he had completed an Analytical Report, which he referred me to. In summary, Tiffany Marie Lazon was identi?ed as ?the major contributor? of DNA found in the apparent tissue they received from Forensic Scientist Germain. I also read that regarding the swab obtained by Forensic Scientist Germain, Tiffany Lazon was identi?ed as ?the major contributor? of DNA found on this swab. On January 21, 2020, Detective Sutherland and I contacted Craig Lazon at the Linn County Jail, 1115 SE Jackson St, Albany, Linn County, OR, 97322. Craig Lazon agreed to speak with us, and we entered an interview room. I advised Craig Lazon of his rights per Miranda, and he indicated he understood his rights. In summary, Craig Lazon indicated that sometime before January 1, 2020, Tiffany left her residence, while he had taken a trip to move items from the residence to a storage unit. Craig Lazon said when he returned, Tiffany was already gone. Craig Lazon provided us with a named personal friend of Tiffany Lazon, who currently lives in the State of Washington, and said he believed Tiffany was probably picked up by her or something. I will refer to this known person as ?Friend3? for this af?davit. I will note that during this investigation, Detective Sutherland has previously had a phone conversation with Friend3, and she advised she hasn?t seen Tiffany since approximately July 2015. Craig Lazon con?rmed he had borrowed the saw from Friend2 as we reported, and I asked him why it had been disassembled and returned with the blade missing. Craig Lazon stated he returned the saw to Friend2 in the same condition that he received it, including with the blade attached. I informed Craig Lazon of the OSP Forensic Crime Lab?s ?ndings, and how it indicated to us that Tiffany Marie Lazon was deceased. Craig Lazon didn?t make any further statements. Craig Lazon was advised he was under arrest for Murder (ORS 163.115). The exact location where the Murder of Tiffany Marie Lazon is currently unknown. Per ORS 131.325, it reads as follows: ?If an offense is committed within the state and it cannot readily be determined within which county the commission took place, or a statute that governs conduct outside the state is violated, trial may be held in the county in which the defendant resides, or it the defendant has no ?xed residence in this state, in the county in which the defendant is apprehended or to which the defendant is extradited.
