CITY OF GREENFIELD JOINT MEETING OF THE CITY COUNCIL AND REDEVELOPMENT AGENCY MINUTES MEETING OF APRIL 15, 2003 OPEN RDA MEET OPEN AT 6:10 P.M. Chair Huerta called the meeting to order at 6: 10 p.m. A moment of silent prayer was observed immediately followed by the Pledge of Allegiance led by Mayor Huerta. ROLL CALL Present: Chair Huerta, Vice Chair Salvagno and Members: Teneyuque, Vazquez and Moreno Staff: City Manager Randy Anstine, Deputy City Manager/Public Works Director John Alves, City Attorney Randy Risner, Engineer Ruben Moreno and City Clerk Veronica Salazar MAYOR HUERTA Moved item I - 1 under Business after G - 1 MAYOR'S COMMUNICATIONS/PRESENTATIONS. Item 1 will be moved between G & H. PUBLIC COMMENTS None. CITY COUNCIL/REDEVELOPMENT AGENCY - CONSENT ITEMS No Public Comments were made on the Consent Items listed. A MOTION by Council Member Vazquez to accept consent items. Seconded by Mayor Pro - Tern Salvagno. All in favor, motion carried. PRESENTATIONS MAYORS PRESENTATION Informs public there was a workshop held with City Council and City Staff. Assembly member Simon Salinas briefs Council and audience of the proposed budget. 1 MAYORS PROCLAMATIONS/RESOLUTIONS A PROCLAMATION PROCLAIMING MAY 1, 2003 AS NATIONAL DAY OF PRAYER Proclamation was approved by Council and signed by the Mayor. PRESENTATION BY GREENFIELD HEADSTART PROGRAM Rosie Sanchez holds a brief presentation of the Head Start program and requesting Council's support, Minerva Serrano and Linda Flores ask for Council's support as well. Parent Pilar Garcia, asks for Council support and expresses the need for the Head Start program and the education it provides for families. PRESENTATION OF PRELIMINARY DESIGN OF POLICE FACILITY AND COMMUNITY CENTER City Manager Anstine presented staff's report. Paul Davis holds a brief presentation for Council with a Preliminary Design of the Police Facility and Community Center. SELECTION OF CITY -WIDE CLEAN - UP DAY City Manager Anstine presents staff's report. Council all agreed to hold the City Wide Clean up days in the Month of May. CONSIDERATION FOR THE INTRODUCTION AND THE FIRST READING OF AN ORDINANCE OF THE CITY OF THE CITY OF GREENFIELD AMENDING SECTION 17.20.030 OF THE GREENFIELD MUNICIPAL CODE City Attorney Risner requested item be pulled, not ready to introduce the ordinance. CONSIDERATION OF AN AGREEMENT FOR WAIVER OF STREET AND CURB REQUIREMENTS BETWEEN THE CITY OF GRENFIELD AND CLAIR HICKS City Attorney Risner presents staff's report. No public comments made. Risner explained that the agreement requires that Mr. Hicks places the sidewalk and gutters in once the City determines to improve 9th up to City Standards. Council believed it would be best to grant the agreement. 2 A MOTION by Council member Vazquez to accept the agreement for the waiver of the street and curb requirements between the City of Greenfield and Clair Hicks. Seconded by Council member Salvagno. All in favor, motion carried. CITY COUNCIL/STAFF COMMENTS COUNCIL MEMBER MORENO None. COUNCIL MEMBER VAZQUEZ Stated that the Planning Commission needs the presence of the City Attorney. COUNCIL MEMBER TENEYUQUE None. MAYOR PRO - TEM SALVAGNO None. CITY ATTORNEY RANDY RISNER: Informs all this is his final meeting with the City Council of the City of Greenfield. Thanks everyone for the opportunity of working for the City. CITY MANAGER RANDY ANSTINE: Reports that Mayor Huerta, Council member Teneyuque, Public Works Director Alves as well as he will be meeting with Ed Agundez, Superintendent of the School District regarding Transportation Issues on April 22, 2003. Also informed City Attorney Risner had briefed new City Attorney Johnson with all projects currently in progress. Anstine thanked Risner for his services in the City of Greenfield.
