As you are certainly aware, True Homestead is investigating what appears to be a prima facie case of illegal split purchasing. Based on the evidence possessed it appears Cate McCaffrey (at the time assistant manager), Ilene Fernandez (at the time Gretsas' secretary), David Wolpin (currently Attorney representing both Homestead and Delray), Neil DeJesus (contractor for Homestead, former fire Chief for Delray, and at the time Interim Manager for Delray) and others, in two or more counties, may be implicated in a conspiracy to defraud. It is reasonable to believe, based on the charter/code requiring the city manager to approve such spending that the manager, at the time, George Gretsas, is also implicated in this possible scheme to defraud Homestead tax payers in a pay-to-play operation. Therefore, I hereby request, under FS. 119 et seq., all records ad infinitum related to the contract to consult on the fire fountain in Losner Park, with Neil DeJesus and his company Diversified Consulting Group. This contract appears to have been approved by Ilene Fernandez on April 11, 2019. The requested records includes but are not limited to contracts, invoices, payments, phone calls, emails, text, and/or other communications electronic or otherwise. Also requested are all documents and/or records, ad infintum, related in anyway to the above mentioned contract, including all records generated before, during and/or after the the contract, and including all financial records as well. This is not an exhaustive list, and the definitions of document, and record are provided below. Additionally requested are any records, documents, communications, etc., ad infinitum related to George Gretsas communication with DeJesus, Delray Officials, and/or Homestead officials about his considering and/or taking the manager's position in Delray. Electronic copies of electronic records are demanded where available. If any records are deemed to be exempt, a statement with specific specificity detailing the reasoning for each exemption for each document/record is demanded, and the full release of the remainder of any records or document. I would like to present my findings to Govenor DeSantis and Attorney General Moody ASAP, so any expediting of the process would be greatly appreciated.
