RE: [Non-DoD Source] Re: Mutual introduction and re-engag... Subject: RE: [Non-DoD Source] Re: Mutual introduction and re-engagement on USSOCOM CRADA query From: "Hawkins, Timothy A LCDR USN USSOCOM SOCOM (USA)" Date: 1/10/20, 12U18 PM To: Brad Racino Brad, Here you go (below). The answers are attributable to U.S. Navy Lt. Cmdr. Timothy Hawkins, a U.S. Special Operations Command spokesman. --Q1: Please explain what the 2017 SOCOM CRADA with PeakLogic entailed – did it mean Dr. Murphy performed human research on SEALs? A1: No, U.S. Special Operations personnel were treated by Dr. Murphy over a two-week period in order to help U.S. Special Operations Command determine whether a formal research study, using Personalized repetitive Transcranial Magnetic Stimulation (PrTMS) involving human subject testing, should be pursued. Dr. Murphy treated 18 personnel during the ‘proof of concept’ evaluation conducted under the 2017 agreement. --Q2: Please explain SOCOM’s 2019 CRADA with PeakLogic. Does it mean that Dr. Murphy will be performing human research on U.S. Special Operations personnel, or is it that SOCOM will be using PeakLogic's technology independent of Dr. Murphy? A2: The Individual Work Plan (IWP) under the 2019 agreement is in staffing for final signature and has not been implemented. The IWP will not allow PeakLogic, Inc., to perform human research on U.S. Special Operations personnel. Instead, it will enable U.S. Special Operations Command (SOCOM) to share data with Dr. Murphy from two independent studies that SOCOM will fund to examine the effects of Personalized repetitive Transcranial Magnetic Stimulation (PrTMS) treatment on human performance (e.g., sleep, recovery, cognitive) and on symptoms experienced by military personnel who suffer from chronic pain. The studies will be conducted by the Air Force Research Laboratory and Walter Reed National Military Medical Center using PrTMS. Dr. Murphy’s role will be limited to providing staff training and consultation for the independent providers who will oversee the studies. --Q3: Also, what testing has already occurred and what is planned? A3: No testing has occurred. However, the Air Force Research Laboratory and Walter Reed National Military Medical Center will begin studies funded by U.S. Special Operations Command in the coming months. The studies will adhere to human research protections and undergo careful review by various oversight and advisory boards in addition to Department of Defense guidance and applicable federal regulations for human subject testing. --- 1 of 5 1/28/20, 2:52 PM RE: [Non-DoD Source] Re: Mutual introduction and re-engag... …need anything else, let me know.
