Oroville Dam, No. 1.048, Butte County

Dear Mr. Duval:

The California Governor?s Of?ce of Emergency Services, Dam Safety Planning Division, has
reviewed the Emergency Action Plan for the subject dam(s) listed above. Pursuant to California
Water Code Section 6161, subdivision we have determined that the Emergency Action
Plan meets the requirements of Government Code Section 8589.5 and is consistent with the
direction contained in the Federal Emergency Management Agency?s edema! Guidelinesfor
Dam Safety: Emergency Action Planning for Dams. The Emergency Action Plan for Oroville
Dam, including its four critical appurtenant structures (Flood Control Outlet Gated Spillway,
Emergency Spillway, Bidwell Bar Canyon Saddle Dam, and Parish Camp Saddle Dam), is
therefore approved.

Please ensure that the approved plan, as well as a copy of this approval letter, is disseminated to
the appropriate public safety and emergency management agencies as required by Water Code
Section 6161, subdivision and any other noti?cations required by law. Be advised that
dam owners are responsible for ensuring that the plan is updated if there are any signi?cant
modi? cations or changes to ?ood inundation areas, developments, or in the
reservoir, as outlined in Water Code Section 6161, subdivision

Additionally, at least once annually, dam owners must conduct noti?cation exercise(s) for the
Emergency Action Plan. These exercises are necessary to ensure that emergency
communications plans and processes are current and implemented effectively. For assistance
coordinating exercise participation or any other Emergency Action Plan needs, please contact
Jose Lara at (916) 845?8883 or iose.lara@caloes.cagov, with a copy to gov.
