Type of Incident: Facility Security Location of Incident: Intervention Community Corrections Services (ICCS) 1901 N. Hudson Av. Pueblo, CO 81001 Date of this Report: June 14, 2018 At the request of Pueblo County Correctional Services, the following report has been prepared to outline circumstances of a breach in facility security occurring on April 22, 2018. The following information has been compiled from a comprehensive investigation to included review of video surveillance, interviews with clients and staff, and 13mm client records and facility log notes. On April 22, 2018, at approximately 7 :39 pm. Community Corrections Specialist (CCS) Mason Blount was working in the Building main office. He was approached by client Christopher Arldt, who reported a female had been snuek on grounds and into one of the residential rooms. Upon receipt of this information CCS Blount all clients via the building intercom system, to report to each of their assigned rooms and remain there until further notice. A subsequent search of Building was conducted by CCS Blount and CCS Jaclyn Arguello. All client rooms were opened and inspected, without locating the reported trespasser. Following the search of Building B, CCS Blount and Arguello reported momentarily to Building A, in order to brief other staff. CCS Blount returned to Building and in route, observed the suspected trespasser running away from Building to the north and west. CCS Blount then called the on-call supervisor, Alison Warren, Program Director (PD) to notify her of the incident. PD Warren instructed CCS Blount to call the Pueblo Police Department to report the trespass. Additionally, PD Warren instructed searches and substance tests of all clients identified by video surveillance as being involved with the trespasser or aiding the trespasser in accessing the facility. Pueblo Police Department Of?cer Roger Schneider #15056 responded to the facility to record information and review video surveillance, in order to assist in the investigation of the trespass. CCS Lee Files, along with CCS Blount was ?rst to review the video surveillance following the incident. Upon review, CCS Files and Blount observed what appeared to be an unknown female walking behind Building through the Val-u-Stay parking lot, approaching Building B. Staff observed the female wearing jeans and a hooded sweatshirt covering her head and walking with ICCS client Robert Flores through the Building vestibule and toward the main of?ce. Ahead of client Flores was DOC client Scott Severance. It was also observed that four other clients stood in the window and doorway of the main of?ce in Building B, in a manner consistent with intent to block view of the trespasser from on duty staff. Surveillance shows the trespasser continues past the main of?ce, accompanied by client Robert Flores into the restroom on the west side of Building B. ICCS clients Scott Severence and Quaqua Gordon-Gonzales were also observed entering the bathroom following client Flores and the female. Surveillance then shows clients returning to assigned rooms as a result of the intercom instruction from staff. The clients observed entering the bathroom at approximately 7:39 pm. are not observed leaving the bathroom to report to assigned rooms as instructed. CCS Blount and CCS Arguellc are observed entering client rooms, searching for the female, however, the restroom and shower areas were not entered and searched thoroughly. Surveillance then shows the unknown female exiting the bathroom area at approximately 8:18 pm. with the male clients. Client Flores is then observed escorting the unknown female out of Building B. On April 23, 2018, the day following the incident, Client Reinaldo Castillo approached CCS Alex Roldan and stated, "an under-age female was on grounds". CCS Roldan asked who and how old she was the client stated, "Probably my granddaughter's age, 15 or 16". CCS Roldan asked client Castillo if he was sure she was underage, to which he said he was certain, because client Flores and client Severance were talking outside one time about client Flores ?nding, ?a little girl to mess around with at the Value Stay?. Client Castillo said he ?gured they were going to sneak off and that he didn?t mean it literally until the female walked into the facility and met Flores and Severance. Christopher Arldt, who initially repclted the trespass, also informed CCS Roldan that another client, Quaqua Gordon-Gonzales was involved with what he referred to as a "teenage girl who was brought on grounds. According to client Arldt he (Arldt) attempted to let CCS staff know but there were too many clients in the main of?ce area at that time. Client Arldt also claimed he went into the bathroom and turned around to exit when he saw all three clients and the female in the bathroom. Another client, Kyle Robbins told CCS Roldan that he was disgusted with those clients because he heard she was young. In the a?emoon on Monday April 23, 2018, Supervisors Cecilia Kear, Steve Medina, along with Program Director Alison Warren, interviewed client Robert Flores about the female who was observed on camera being snuck on grounds by him and client Severance. Client Flores was confronted about a rumor insinuating that she was under age and was brought on grounds to have sex. Client Flores did not admit to bringing a female on grounds originally until he was shown the video surveillance. Client Flores stated that he knew the female from a long time ago, and insisted she was not underage. Later in the conversation however, client Flores changed his position, stating he didn't know her or anything about her. Client Flores was then dismissed from the meeting as he stated several times that he did not want to say anything more and continued to be uncooperative.
