May 14, 2020) Dear Mr. President, I am the Attorney General of the State of Alaska, appointed by Governor Michael J. Dunleavy in December, 2018. I write you to in my personal capacity in order to respectfully request your assistance in (1) securing the completion of Visa approval for my young six-year old stepson, Samuel Andres Diaz (Application approved by USCIS June 14, 2019), and (2) ensuring re-entry into the United States for my wife, Johanna Ferrer Zarache de Clarkson (granted Permanent Residence May 14, 2018). Johanna and I have been waiting for over one and one?half years for Sammy?s Visa application to be processed and approved by the United States government. And, because Sammy is so young, unable to care for himself, and requires his mother?s presence with him, Johanna travelled to and remained in Colombia to care for him as we wait for his Visa. We are now beyond three years from when Johanna and I married and over two and one half years from when we began the Visa application process, and over one year from when Johanna was last in the United States. Any assistance that you can provide to unite our family here in Alaska would be greatly appreciated. Johanna and Sammy are citizens of Colombia. Johanna and I married on November 19, 2016, and we filed an application for her to receive a spousal Visa the following Spring. ohanna?s Visa was approved and delivered to her and she entered the United States in May, 2018. Johanna was granted a Permanent Residence (Green) Card on May 14, 2018 (Card o. Exp. May 14, 2020). Johanna travelled to Colombia and returned to the United States with her Green Card twice in 2018. The Government did not at the same time, however, provide a Visa to Sammy, who was then five years old. Johanna and I, therefore, filed a separate application for Sammy?s Visa in May, 2018. Sammy?s Visa application was finally approved by USCIS on June 14, 2019. Thereafter, Samm ?s Visa a lication was referred to the National Visa Center (Application o. and Inv. Embassy in Bogota, Colombia so that we can complete his Visa application process. And, because of the significant delay in the processing of Sammy?s Visa application, Johanna has now been outside the United States caring for Sammy in Barranquilla, Colombia for a little over one year. Regretfully, Johanna and I did not apply for a Form 1?131 Reentry Permit for her before she left the United States last November 21, 2018 to travel to Colombia to care for Sammy. We did not anticipate that Sammy?s Visa application would require such an inordinate amount of time to process and we believed that Johanna and Sammy would both travel to the United States some time during the Spring or Summer of 2019. I respectfully request any assistance that you can provide in (1) finalizing Sammy?s Visa application process and the issuance of his Visa for entry into the United States; and (2) the issuance of a Reentry Permit to Johanna so that she can return to the United States, travelling with Sammy when he receives his Visa.
