To vote on the following measures for the approval or disapproval of three (3) Proposed ordinances to the Town Code of the Town of Stratford, a vote of being a vote fer approval, and a vote of being a vote for disapproval: MeasnneL Shall the rate of tax increase for the Town of Stratford be limited as 1. During any ?scal year, the increase ,in the amount of taxes levied shall not Exceed following: A Two Percent spending increase based on the amount of budgeted expenditures for the last ?scal year? 2. In the event of any uncontrollable causes, including natural disasters, sate or fede' mandates, causing this Ordinance to be violative of public policy, the Stratford Town Counc. may be seventy percent vote of its membership suspend the dictates of this Ordinance With respect to that outside uncontroiianie cost, such suspense? to be 9F?Enve Gilly for the year in question and may be renewed upon a seventy percent of the Council?s members pertaining to the cost in question only?
