District role: Co-chair steering committee Be active participants in the coordinated service delivery w/o having to manage the process. Ensure that schools would provide the capacity for the one-hour, once per year universal screening, utilizing local/in-school support and leadership Schools would partner with a navigator (which can be coordinated through current YHDP efforts around Navigation/Diversion for youth/young adults) - meeting with school welfare/resource/support staff to discuss needs and progress. The increasing role clarity is extremely helpful. It creates much more of a structure and builds in capacity that SPS thought was not there. It makes the potential of taking this forward seem doable. An updated version is undergoing final reviews with All Home/County and will come back to SPS for final review and signature shortly. Selection of schools • Selection of pilot schools is an important precursor to being able to finalize cultural adaptation plans and the project proposal. • I sent a separate email on 4/21 proposing factors to consider in selecting the pilot middle and high schools. Ultimately, the decision is SPS's, and All Home, Building Changes, and Chapin Hall are all available to provide input and support into the thinking. We just ask that SPS documents the process, perspectives considered, and factors it uses to make the selection so that we have a record of that. • Pat has emphasized the particular importance of readiness and buy-in in the selection process, especially given the decentralized, site-based nature of SPS's system. • Zachary mentioned factors that might suggest Jane Addams MS and its linked Nathan Hale HS and David T. Denny International MS and its linked Chief Sea Ith lnt'I HS as good prospects. Ingraham and Cleveland HS's were also raised today. • Pat requested support in clarifying the roles and responsibilities of pilot schools to communicate to prospective schools' administrators. • Zachary suggested that a member of the Chapin Hall team help orient prospective schools to the Upstream model on a future site visit. Universal screening {Student Needs Survey {SNS)) • The most relevant previous experiences with screening have come from school nurse-administered SDQ and selfadministered SBIRT (currently in three schools). Valuable lessons have been learned from these processes and experiences. These include, for example, a culturally attuned and adapted notification and consent process based on inputs from students and families belonging to affected subpopulations. For example, some families might prefer notification via call rather than email. Such adaptations should be investigated during the planning period and factored into the operational plans and budgets. • SBIRT involves a notification and parental opt-out consent process that shouldn't be a problem to adapt and extend to the SNS. Ron will send information on the SBIRT process/protocols. Orientation • Pat underscored the importance of a culturally-attuned and strengths-based orientation to the Upstream approach, messaging, and measurement. We need to remain mindful of the ways in which research and Western/White service delivery models can and do further stigmatize and marginalize people of color and steadfastly guard against falling into those risks in the design and implementation of the Upstream project. • Pat wanted to ensure that the model doesn't devolve to students simply "being handed off" from schools to CBOs, but that schools and CBOs continue to commit to shared responsibility for the support and protection of students. Pat suggested a care coordinator at each school. • Ron and Pat underscored the importance of leveraging/linking to existing relevant initiatives and resources, such as MTSS/Tier 2 coordination. • Tyra raised the importance of receiving information on different indicators based on the SNS from Chapin Hall, particularly to indicate not only those students at-risk for homelessness but also those experiencing homelessness. We are really excited about this work and SPS's partnership. We see next week's meeting as the first in a series of discussions to elucidate and support SPS's roles in this collective impact model. As you know, Upstream is so much more than screening and early identification. Still, this is an important part of the model and where the schools' engagement is particularly critical, so we think this is a good place to start our discussions together. For our Tuesday meeting, we propose the following objectives: 1. Review SPS's roles in the initiative 2. Update on selection of pilot schools 3. Identify existing universal screening and early identification processes in SPS (for homelessness or other vulnerabilities) to begin exploring how these might be integrated, leveraged, or simply considered from a "lessons learned" perspective 4. Review the universal screening tool (Student Needs Survey or "SNS"), process, and parental consent arrangements and considerations - begin surfacing and addressing any potential challenges related to SPS policy or logistical constraints a. Note: The Upstream model's efficacy with respect to prevention depends largely on a parental opt-out consent process (and a student opt-in assent process). There is precedent for this with other school-based surveys, and our understanding is that it is consistent with Federal policy. For some school districts, however, this is one of the issues that has involved the most amount of exchange and fleshing out together to get to a process that works for the school district and adequately safeguards student and parental rights. It's important that we get a head start on identifying and addressing any such issues. 5. Identify next steps/follow-up discussions needed Please don't hesitate to suggest any changes to this proposed agenda. So that we can focus as much of our time as possible on discussion, we are attaching the following materials in advance for your review: 1. An Upstream early adopter community "readiness guide." You have likely already seen this, but it might be a useful refresher on the core components of the model and the roles and responsibilities of different partners, including the school system. 2. 3. A draft version of the U.S. adaptation of the Student Needs Survey (SNS) - the universal screening instrument - that we have been working on. This version has been adapted and piloted with Hopkins School District (another early adopter community in the Minneapolis area). We intend to explore other possible adaptations for King County and will also pilot the instrument with students locally before putting it to use. Wherever feasible, we intend to administer the survey electronically using school devices and Chapin Hall's secure online survey platform (RedCAP). Shauna Geelong/Upstream Summary and Recommendations Backgrou nd Seattle Public Schools is firm in our commitment to School Board Policy 0030: Ensuring Educational and Racial Equity. The concept of educational equity goes beyond formal equality?where all students are treated the same to fostering a barrier?free environment where all students, regardless of factors such as their race and economic status. Many of our students experiencing homelessness and at risk are students of color. The district is obligated to provide every student with equitable access to a high- quality curriculum, support, facilities and other educational resources, even when this means differentiating resource allocation. In August 2018, conversations between Raikes and Chapin Hall regarding the Geelong/Upstream opportunity began with SP5. This opportunity seeks to provide universal screening to identify students at risk for homelessness and provide care coordination to mitigate these risks. Brent Jones served as executive sponsor until the spring of 2019, at which time Wyeth Jessee became executive sponsor. An MOU has been reviewed, however no agreement has been signed. Initial Proposal The original proposal to SP5 was for the district to identify 2-3 school that would agree to pilot the Geelong/UpStream work, and coordinate with All Home who would provide the screening and care coordination services. In reality, the commitments the district would need to make if funding is secured are much more extensive. District Commitments f funding is secured, the District would need to do the following: 0 Participate in a 1 year planning phase and 2-3 year implementation phase 0 Serve on Steering committee and attend all planning meetings, provide high level oversight of planning and implementation 0 Commit to data sharing agreement for student-level data 0 Establish consent process so students can complete needs assessments 0 Identify 2-3 schools for pilot 0 School staff contribute to design of case management work flow 0 Obtain consent from all students to complete a universal screener annually 0 Conduct the universal screener with all students, or follow the opt-out procedures 0 Conduct structured interviewing with participating students 0 Develop and implement early warning/at-risk process for identified students 0 Employ, supervise, and support school welfare personnel 0 Support All Home to secure funding 0 Fully support implementation of the Upstream model Recommendation After thorough evaluation and analysis of current initiatives and investments that serve a similar student population, existing and future capacity, it is our recommendation not to enter into agreement with Chapin Hall, All Home, and the Raikes Foundation at this time. Geelong/Upstream Summary and Recommendations Through support from funders (Gates Foundation and Casey Family Programs), we have experienced early success in implementing a ?Tier?Two care coordination? wrap-around service delivery model (Whole Child Whole Day) to mitigate the risk(s) associated with students experiencing homelessness. 40% of our Whole Child Whole Day students identify housing stability as an impacting factor. We are entering year 3 of this initiative and have submitted a 5-year proposal to partners and funders that was positively received. We believe we can leverage this strategy and the learning we have obtained to support our students experiencing homelessness without enacting an additional initiative (Geelong/UpStream). The Whole Child Whole Day initiative surfaces and addresses the same risk factors for homelessness and supports students through care coordination. This is already established within the District and will scale to serve students in 32 schools within 5 years.
