Thompson, P.E., Chief, Dam Safety Bureau (DSB) CV SUBJECT: New Mexico Dam Rehabilitation Needs List Publicly-Owned Dams 2019 Status of Dams The New Mexico Dam Rehabilitation Needs List is enclosed herein and it provides: 0 A general overview of the statewide rehabilitation need for publicly owned dams, and 0 An update on the status of active dam rehabilitation efforts made by the owners for these dams. This list informs policy makers and other agencies on the topic of statewide infrastructure de?ciencies. The costs presented are for planning purposes only. A signi?cant number of dams that have the potential to cause loss of life in a failure event (high hazard potential) have some sort of de?ciency. A summary of select performance data for high hazard potential dams is provided in Table 1. Dams that pose an imminent threat to public safety or property are placed under state engineer order for corrective action and/or are placed under operating restrictions. Twelve dams are currently under state engineer order with the last order being issued in 2014. The owner of a darn bears the responsibility to operate and maintain their dam in a safe manner. As we have discussed, the Dam Safety Bureau is not fully staffed or presently con?gured to provide direct dam rehabilitation assistance to owners or to adrninster grants. The Rehabilitation Needs List includes dams that: Are publicly?owned, 0 Have the potential to cause loss of life in a failure or incident-- high hazard potential dams, 0 Have auxiliary spillway capacity that is less than 70% of the regulatory requirement and/or are de?cient based on safety criteria and have an unsatisfactory, poor, or fair condition rating, 0 Arc of suf?cient size to be regulated by the Of?ce of the State Engineer. Preparation of the List Certain qualitative criteria are applied with a measure of judgement to rank (order) the projects on the needs list. Criteria for ranking include the nature of known de?ciencies at a dam, uncertainty about the performance of the dam under unusual loading, Population at Risk and other factors understood at the current time. Information is gathered through bureau inspections, engineering analyses provided by dam owners, and other sources. Additional information is being gathered and a system for prioritization is being implemented for future use as described below. The list can be expected to change as new information becomes available. The ranking of an individual dam on the list is not necessarily an indication of probability of incident or failure. There is potential for unknown deficiencies at dams to cause problems. It is possible that unusual loading at a dam such as an extreme storm could cause an incident or failure at a particular dam that happens to be ranked with lower priority than others on the list. List Contents The list provides basic information such as dam name, county of location, dam purpose, and owner name. The Condition column lists the current condition classification that is assigned to the dam based on OSE criteria that was derived from federal classifications. The Major Remedial Action column lists the deficiency that is identified for each dam. Costs for a first phase or preliminary engineering are provided as estimates of the cost of planning and/or design activities to permit rehabilitation. The Estimated Rehab Cost is a planning level estimate of construction costs to correct deficiencies. The Status column gives an update of any rehabilitation efforts known to the dam safety bureau. The Remarks column provides additional information relevant to overall rehabilitation efforts. Prioritization and Risk-informed Decision Making The dam safety bureau is beginning a process of applying risk-informed screening to the prioritization of need for New Mexico dams. This effort is funded by the special appropriation made for this purpose during the 2019 legislative session. Risk-based screening will help to focus future capital project efforts and will assist the dam safety program to prioritize its work. One of the lessons learned in the 2017 incident at Oroville Dam in California is that a more comprehensive evaluation of dams is needed to better understand the likelihood of potential problems. Risk-based analysis will also reduce uncertainty that can raise the condition rating for some dams from Poor to Fair or Satisfactory.
