House of Representatives US House of Representatives Washington, DC 20515 Washington, DC 2051 Dear Chairman Kay Granger and Ranking Member Nita Lowey: As you begin work on the ?scal year 2014 State, Foreign Operations, and Related Programs Appropriations bill, I urge you to fund the Economic Support Fund, Western Hemisphere, Mexico program at a level of$l35,000,000. Adequate funding for the ESF Western Hemisphere Mexico program is essential to promote an economic partnership between the United States and Mexico. This funding should be used to enhance a system of commerce that moves people and goods between the United States and Mexico far more quickly and ef?ciently than the present arrangement but that also enhances the security of both nations. At a ?scal year 2014 funding level of $135,000,000 the program will be able to provide improvements that would enhance trade through land ports of entry with a priority at land ports of entry that carry the highest volume of trade. This should be accomplished through programs such as the expanded trusted traveler (SENTRI) and shipper programs and for the construction of such dedicated lanes where traf?c will be segregated for such programs, equipment for Mexican of?cers at the ports of entry for communication directly and instantaneously with their United States counterparts, and non?intrusive inspection technologies that reduce wait times without jeopardizing security.
