Perceptics/Consultants Meeting Minutes – July 10, 2013 (conference call) Participants:  Perceptics:  Podesta:  STR:  STTAS: Dennis Thompson Cristina Antelo Ned Steiner John McGowan, Rod MacDonald Topics & Discussion  Congressional Activities – o FY 2014 Appropriations Request: No changes since last report. The House has passed their Homeland Security Appropriations bill and the Senate is expected to start their process this month. Ned has an action to share the language from the House bill with Chip Walgren, Senator Landrieu’s Staff Director on the Homeland Security Appropriations Subcommittee. o FY 14 Foreign Operations Funding: Cristina sent the latest draft of our proposal for the Economic Support Fund for Mexico to a contact on Rep. Cuellar’s staff. He believes the markup for the Foreign Operations bill may occur July 18, but this is not certain, nor is it clear that the Economic Support Fund will be the ultimate account for funding this proposal. The overall prospects for passing this bill are also uncertain. Cristina/Ned will share this proposal with Chair Kay Granger, with whom Rep. Cuellar has worked on this proposal. Dennis asked about the mechanics of how this Foreign Operations funding would be allocated and related equipment procured, given the previous procurement issues in the State Department related to Merida funding. It’s most likely that the Foreign Operations funding will be part of the State Department’s appropriation and procured under State, but this isn’t certain. The group decided not to press Cuellar’s staff for this information, given the uncertainty of the legislation and the other priorities for this relationship. Related to this proposal, Cristina reported that Fernando Lira, Perceptics’ rep in Mexico, is working on arranging a meeting between Mexico’s Ambassador to the U.S. and Rep. Cuellar, to which Perceptics will be invited. This meeting may afford us the opportunity to have Mexico officials clearly indicate their border security needs to legislators that can help allocate those resources. o Immigration Reform Bill: Cristina reported that the prospects for passing immigration reform legislation do not look promising as the House Republicans are balking at supporting the Senate Bill and/or passing their own bill, and may be looking instead to the next round of congressional elections when they may have more control. She noted, however, that in discussing this within the House Republican Caucus, one of the bills that seems to have some support is HR 1417, which has the language inserted by Rep. Sanchez that is favorable to Perceptics.  CBP Related Activity – o LBI Program: The meeting with Andrew Douglas and Perceptics (John Dalton and Dennis Thompson) is scheduled for July 16 at 11:00. John McGowan will check again with Andrew to make sure there are no changes. A pre-meeting with our team is scheduled for that morning at 9:00 in the STR/STTAS space. Dennis will review with John Dalton the draft paper prepared by Rod to see if they want to send that to Andrew in advance of the meeting. If not, John McGowan will just send Andrew an email with some topics to be covered in the meeting. One topic raised by Dennis is the interaction, if any, between Andrew and Alan Bersin regarding international efforts with Mexico. John McGowan noted that Ana Hinohosa, who headed the Beyond the Borders Program and has a relationship with Bersin, just took a Perceptics-Consultants Meeting Minutes 6/26/2013 page 2 new position as Deputy Assistant Commissioner for International Affairs in CBP, where she will continue to have responsibility for Beyond the Borders. ACTION: Dennis to get back to Rod/John regarding white paper. o Border Exit Strategies: John McGowan reported on the research he did regarding possible efforts by DHS to develop an approach for exit control at the land border using high-speed RFID. Based on discussions with DHS Science & Technology Directorate and Bob Mocny, Director of the Office of Biometric Identification Management (formerly US-VISIT), DHS is no longer pursuing solutions in this area.  Foreign Opportunities – o Mexico Demo: Dennis said that beginning July 10, Perceptics is running a 30-day demonstration of their LPRs for SAT and their integrator, Integradoras. The goal is to demonstrate that Perceptics LPRs can provide more accurate reads than the LPRs that had been acquired and installed by Integradoras under the Aforros program. Related to this demo, Fernando Lira and Paul Bazzano, Perceptics Marketing VP, are meeting with a senior director from SAT. o Meeting with Mexico Ambassador – As reported above, Fernando Lira is working with Rep. Henry Cuellar on establishing a meeting with the Mexico Ambassador to the US in Washington in late July to make introductions for Perceptics. Fernando believes that Jose Marti, who’s portfolio at the Embassy includes SAT, will also attend. Cristina is working with Fernando to facilitate and possibly convince Chairman McCaul to attend as well.   Follow-up to WCO Conference in Dubai: No new report on this. Other – The group agreed to change the day/time for the bi-weekly Perceptics-Consultants calls to Tuesdays at 11:00, beginning July 23.
