Finglas Rent Assessment Update 1st Jan- 31st Dec Assessments 1003 Permission to Resides 68 Refunds 27 Community & Social Development Community Development Staff Tony Hynes, Senior Community Officer in the Finglas Area Office, retired in December 2019. Tony provided valuable support to a number of community groups in the area and coordinated a number of community related events. Marian Finglas has replaced Tony. Finglas Men’s Shed Dublin City Council Finglas Community & Social Development Team (CSDS) actively supported Finglas Men Shed in 2019. The group has gone from strength to strength over the year with an increase in membership and the level and types of activity open to members has also grown. The group is active within the wider community supplying benches, tables and planters to schools, nursing homes and Community Centres in the area. Support for the group will continue in 2020. Older Persons Council (OPC) CSDS continued to support the Age Friendly Cities Programme through the NWA OPC. Meetings were held with the OPC every 6 weeks to deal with issues of concern to older people. The OPC was furnished throughout the year with information about events and seminars that would be of interest to them. Poetry Day Ireland 2020 Dr. Rachael Hegarty has completed workshops on composing a poem about Finglas as part of the Area Office’s preparation for Poetry Day Ireland 2020. Local schools, Pavee Point, Finglas Writers Groups, the Abigail Centre, among others, took up the offer and attended workshops in October/November 2019. Work is ongoing on editing the works, which will be published in a book. Page 15 The Finglas Poetry Project will be launched on the 23rd April in the Mansion House, with groups that participated in the project reading their work as part of the nationwide Poetry Day Ireland project (30th April 2020). Further details to follow. North Dublin Befriending Club The club meets in Merville Court on a regular basis with the support of the HSE. The club is used by vulnerable adults and is a very important social outlet for members. Recently members of the club approached the CSDS saying theclub is due to be relocated as part of a plan to consolidate the number of clubs in the North Dublin Area. Members are upset that the closure will mean additional travel for them, most of whom are based in the North West Area. CSDS has arranged to meet members of the group to discuss their options. However, many of the members are vulnerable and need support to attend the club. Planning & Property Development Dept Meeting: 21st January 2020 Item No: 5 With reference to a proposed disposal of a site for a substation adjacent to 31 Glenties Drive, Finglas, Dublin 11. _________________________________________________________________________ The owners of number 15 Virginia Drive, Finglas, Dublin 11 recently built an extension over a laneway adjacent to their property which now blocks access to an ESB Networks substation to the rear. Consequently, to access the substation ESB Networks presently has to enter through the property. This creates a number of serious health and safety risks. Therefore, ESB Networks has proposed a site for a new substation. In accordance with the standard terms and conditions for the provision of an electricity supply, the City Council is prepared to dispose of a site for a substation adjacent to 31 Glenties Drive, Dublin 1, as shown outlined in red on map index number SM-2019-0878 Rev C, to ESB Networks, subject to the following terms and conditions: 1. The consideration shall be in the sum of €1 (one euro). 2. The disposal shall be subject to all statutory easement rights of ESB Networks. 3. ESB Networks will make a contribution of €750 plus VAT and outlays towards Dublin City Council’s legal costs in the disposal. 4. ESB Networks will be granted a wayleave over the area hatched green on the attached map SM-2019-0878 Rev C. 5. ESB Networks will be granted a right of way over the area coloured yellow on the attached map SM-2019-0878 Rev C. 6. ESB Networks accept the risks to their infrastructure should the Council need to access the existing surface water sewer, which is quite deep here, on the understanding that services location on the ground is as shown on map index number SM-2019-0878 Rev C. 7. ESB Networks must exercise due care to ensure no damage to Council infrastructure, particularly gully connections which may span the carriageways. 8. ESB Networks must bear the cost of any damage caused to surface water infrastructure. 9. Community Development Update The Community Grant Scheme: The Ballymun Community Team have completed their recommendations for the 2020 Grants.  54 Applications were approved for funding under the General Grants Category.  15 were approved for funding under the Adult Education Category. The Community Team are planning to hold information meetings with local community groups in the near future, focusing specifically on capacity building, and providing advice on becoming more sustainable as groups. GLAS Community Garden The community garden is central to Ballymun, and invites diverse volunteers from all walks of life, and all age groups. It is opened twice weekly on Tuesday and Thursday mornings from 11-1 pm. Regular workshops for the community are held on various topics, i.e. how to grow your own food. There were over 158 volunteer hours in the garden and 1,253 visitors over 79 sessions. Sorrounded by volunteers and service users, the Lord Mayor acknowledged Global Action Plan's work and the importance of the community garden as a social hub for the communities of North Dublin City. Meeting: 21st January 2020 Item No: 11 Ballymun Social Regeneration Fund The Sustaining Regeneration, A Social Plan for Ballymun document sets out objectives under seven themes:  Place-making  Education, Lifelong Learning and Training  Community Safety  Health and Wellbeing  Child Development and Family Support  Arts and Culture  Recreation and Sport The Social Regeneration Fund is linked to the Social Regeneration Strategy and funds projects that have identified needs and gaps in service provision in the Ballymun area.      In January each year groups are invited to submit the following documents: o Work plan o Budget o Mission Statement o Insurance details o List of resources to be funded on the programme. Financial output returns are submitted quarterly for each project as well as a narrative report for that quarter. Annual financial outputs and reports are required to be submitted by January 31st of the following year. Regular meetings as well as visits to the groups take place during the year. Projects funded operate in accordance with Service Level Agreements. Up to and including 2017, this fund was 100% financed by the Department of Housing and Local Government but since 2018 the funding has been phased over to DCC and in 2020 will be 75% financed by DCC and 25% financed by central Government. In 2021, this fund will be entirely financed by DCC. It is planned that funding will continue to be available for 2020 with a review taking place during the year regarding 2021. Axis is an arts centre and a resource for the community and its city. Its work with many communities, national and international partners has facilitated the development of the quality of arts engagement and practice locally while placing Ballymun as a cultural and artistic destination citywide and nationally. Axis is deeply committed to the Irish language; provides access to participation, education and development in all areas of the arts and is a key cultural partner to the LiFT Youth Arts Festival and the Otherworld Festival. It is a major Page 40 local employer and the building hosts a range of community development organizations: GAP, De Paul Ireland, Ballymun Welfare Rights, Local Drugs Task Force, Ballymun Communications, Young Ballymun and Rehab Integration Services all hold office space in Axis, all offering a range of services to the wider community. The café is open Monday – Friday 9am to 5pm and by special arrangement for dinner, theatre and other events. Axis also runs the café in the Ballymun Civic Centre and has a crèche with 43 places between full- and part-time care. The conference centre facilitates a broad range of meeting and training requirements in addition to special events, such as community gatherings, artist gatherings, storytelling sessions, film screenings, seminars and workshops. The arts spaces (Dance Studio, Art Room, and Underground Studios) facilitate a wide range of individual and group classes run by Axis and other teachers as well as rehearsals and artist studio development time. Ballymun Alcohol Community Outreach provides quality systemic treatment for problem drinkers and their families within a community setting in Ballymun. Their services include Community Awareness, Education and Harm Reduction Programmes, Counselling/Treatment and Rehabilitation/Prevention, Concerned Person’s and Family Programmes. Ballymun Child & Family Resource Centre: This organisation provides families in the community with educational opportunities and support services in a warm, welcoming and nurturing environment. The Family Resource Centre works from an ethos of equality, fairness and justice for all families living in this community. They work towards elimination of barriers preventing active participation and involvement of families in the community. Ballymun Community Law Centre supports the people of Ballymun by responding to the unmet legal needs of Ballymun residents through the provision of information, advice, advocacy, representation and mediation, providing opportunities to participate in legal education and training, working closely with partners to maximise impact and Influencing policy and bringing about reform. Their programmes cover legal services, legal education and mediation. Ballymun Regional Youth Resource – Easy Street - the target group is young people aged 10 – 25 deemed at risk. The programme offers a variety of interventions using a variety of approaches, which range from street-based informal work, street education, streetbased community projects, and centre-based group work, one-to-one mentor work/support, crisis drop-in slots and sports as a tool. The model is flexible and under constant review to ensure its ongoing effectiveness with the specific target group. Also delivered is the Ballymun Summer Parks Programme (including three Fun Days) providing a range of outdoor activities within three Parks in Ballymun over ten weeks. BRYTE: the BRYTE programme, which is provided in Trinity Comprehensive, the only second level school in Ballymun, offers a range of therapeutic interventions to the whole school. They provide staff support, staff training, organisational consultancy, student counselling, group work and clinical psychological interventions to students. The programme is fully funded through the Social Regeneration Fund. Dublin County Board: Funding to this group makes it possible for Ballymun Kickhams and Setanta Hurling and Camogie Club to provide a valuable service to the local schools. They help to coach circa 700 children per week in primary school as well as providing coaching support to underage coaches. They also promote Dublin GAA workshops and run Easter and Halloween camps. DCU in the Community: provides flexible educational opportunities to local residents in order to increase participation and promote equality in third level education. The university Page 41 outreach centre promotes sustainable community development and serves as a bridge to the resources of Dublin City University. DCU in the Community acts as a volunteering hub for DCU staff and students wishing to get involved with work in the local community of Ballymun, but also in wider North Dublin, nationally and internationally. DCU in the Community, through NORDUBCO also offers services in Silloge Neighbourhood Centre, including the Neighbourhood Engagement Programme (based in Silloge Neighbourhood Centre), which consists of Community Outreach - engaging Residents in positive actions in their area, informing them of all the facilities available in the area, Community Programmes actively involving residents in events within the centre, linking them into DCC community events, delivering courses within the Silloge Neighbourhood Centre and liaising with other agencies to deliver programmes within the centre. They also organise a number of key community events throughout the year. De Paul Ireland: Ballymun Case Management Team. This project, which is located in the Social Innovation Hub, provides a case management service to the homeless families in the Travelodge Hotel, apartments and, more recently, to the families in the Rapid build housing in Poppintree. The Case Manager provides a range of services, including visiting support, information and referral to other services, keyworking, advocacy, crisis intervention, move-on support to other housing, referrals to GP Librium detox and residential detox and problem drinker outreach programme referral service. They also participate in the Community Alcohol Strategy implementation. Global Action Plan: GAP provides two programmes within Ballymun. The Environmental Education Programme aims to empower young people to become active citizens in their locality, whilst caring for the social and environmental landscape of their community. It is comprised of various programmes and workshops and involves a Beautiful Spaces competition and four Park Stewardship programmes. The Community Environmental Programme consists of the Greening Neighbourhood projects and Community Waste Management workshops, support for Tidy Towns, and participation in public events. Half Time Talk: This organisation uses the frameworks of sport and business to provide a programme of support for youths by engaging, educating and empowering them to reach their potential. The 16-week programme represents a significant stepping-stone to achieve entry into education and employment as participants can progress to industry recognised level 6 and 6 NFQ awards, on to third level education, and employment or self-employment opportunities. Innovate Dublin: Innovate Dublin looks at innovative solutions to promote the socio economic development of areas in Dublin, by encouraging creative collaboration between local organisations and the community, and actively promoting new sustainable partnerships for the benefit of the local community and others. The focus of this programme is to help participants take their business to the next level by building on the supports already provided to them by the Department of Social Welfare (DSP) via the Back to Work Enterprise Allowance Scheme and the North West Dublin Area Partnership (NWDAP) via the Start Your Own Business Course. For those who are already trading that may mean an increase in customers, for others it may mean setting themselves up to trade. Poppintree Youth Project: This organisation is involved with young people who are identified as being involved with activities associated with the sale and supply of crack cocaine and other drugs and/or who are being groomed for such activities by drug gangs in the area. This budget funds a programme that targets a group of ten 16 to 18 year olds who are at serious risk of being recruited into established criminal networks and as a result are likely to become involved with the criminal justice system and imprisonment. The “Routes” programme engages these young people through a targeted, semi-structured programme, increasing their involvement in the project as well as their access to ongoing supports such Page 42 as pre-apprenticeship, taster type programmes and activities designed to provide them with options for positive career paths towards a future away from criminality and the risk of serious harm. Safer Ballymun Initiatives: This budget is used to fund actions arising from issues raised at Safer Ballymun fora and contributes to the cost of the Otherworld Festival at Halloween, which has proven very effective in reducing anti-social behaviour at this time. Safer Ballymun host Safety Week as a yearly initiative. The week of events actively promote safety initiatives for all of the community to participate in workshops / event in including safety tips for local Businesses. Safer Ballymun meet bi-monthly they hold public meeting to address safety issues within Ballymun this meeting is well attended by residents, the business community, Dublin City Council and An Garda Síochána. It is an inter-agency problem solving initiative. A new initiative for 2019 was the engagement of a Researcher and Criminologist who was tasked with carrying out research into criminality and gang culture in three areas of the city including Ballymun. Her remit included delivering a number of pilot interventions and issuing a final report by the end of the year. A new Community Safety Strategy for 2019 – 2023 has been drafted and this will be published when the work of the Criminologist is complete. St Margaret’s Traveller’s Association: This funding is for a programme to build the capacity of the on-site residents group and assists residents to resolve day-to-day issues. It assists in the development and maintenance of a Traveller Men’s Group, promoting the inclusion of Travellers in the Ballymun community. The Homework Clubs and the Women’s Development service provides opportunities for Traveller Women to participate in a range of training modules, special events and cultural activities. Rediscovery Centre Ballymun: The Rediscovery Centre is a social enterprise dedicated to providing community employment and training via innovative reuse enterprises, which use waste and unwanted materials as a resource and raw material for new product design. Programmes include Rediscover Fashion, Rediscover Furniture, Rediscover Cycling and Rediscover Paint. The company was set up to support the sustainability objectives (social, economic and environmental) of the Ballymun Masterplan and in direct response to identified local needs. Built upon the three principles of sustainability, the main objects of the company are (i) the protection of the natural environment, particularly through the promotion of reuse of materials, recycling, resource recovery and efficient means of waste disposal; (ii) the advancement of public education about environmental matters related to the re-use of materials, recycling, resource recovery and efficient means of waste disposal; (iii) the promotion of research to further the science of waste management; (iv) the advancement of community development including urban regeneration; and (v) the promotion of civic responsibility in the community. It is now a centre for excellence in education for sustainability establishing Ballymun as a national eco-destination and an exemplar in Europe. TU Dublin Music Programme: This group deliver a music programme in association with all the primary schools in Ballymun and three second level schools, Trinity Comprehensive Ballymun, Scoil Mobhi and St. Aidan’s. This programme runs from Junior Infants to Leaving Certificate and its various strands are Choir, Violin, Pre instrumental music, recorder and wind and brass tuition, as well as an addition of a Music Therapist for 2019 to ensure that all children can experience the benefits of music making. The programme is free of charge to all its participants, and has 500 participants annually. Instrumental lessons are delivered on a weekly basis, with daily pre-school ensemble rehearsals. The proposed facility is to offer an alternative to in-patient admission for certain service users where social and psychological therapy programmes would be offered in addition to medication for people with acute mental disorders whose needs can be met in a day hospital setting. Day clinics provide a therapeutic environment for people who are acutely ill or need intensive support over a period of time and also support for their families during this process. It can serve to either provide an alternative to hospital admission or shorten the length of stay in hospital. The unit in question is shown outlined in red on Map Index No.SM-2019-1270, a copy of which is submitted with this report. There are no objections to this proposal and accordingly it is proposed to grant a lease to the Health Service Executive subject to the following terms and conditions which the Chief Valuer considers fair and reasonable: 1. That the demised premises comprises Unit 3, Shangan Neighbourhood Centre, which is a self-contained ground floor retail unit shown outlined in red on attached Map Index No.SM-2019-1270. 2. That Dublin City Council shall be prepared to grant a ten year lease permitting medical day clinic use only, commencing as soon as practically possible in 2020, following receipt of planning permission. 3. That the proposed tenant shall lodge a Planning Application in respect of the subject unit, with the consent of Dublin City Council, within four weeks of Council approval, or as soon as practically possible on a date mutually agreed between the parties. 4. That all fit out works and structural alterations (if applicable) shall be agreed in writing with the Council’s Architect prior to the commencement of such works. 5. That the tenant shall carry out all fit out works including any structural alterations at its own cost, in accordance with the plans and specifications of the Final Grant of Planning Permission and the consent of the Council’s Architect and all costs associated with this planning process shall be borne by the tenant (HSE). The HSE shall be permitted to lodge one planning application only. Page 45 6. That the initial rent for the first five years of the term shall be the sum of €17,000 (seventeen thousand euro) plus VAT if applicable, per annum, payable quarterly in advance by standing order or electronic funds transfer. 7. That the first three months of the lease shall be rent free. 8. That the rent shall be subject to a rent review on the last day of year five of the lease, to the market rental value of the unit at that time, on a vacant possession basis, disregarding tenant improvement works. 9. That a break option in favour of the tenant shall be granted at the end of year five at no cost or penalty. Written notice of intention to operate the break option must be given not less than six months prior to the break option date. 10. That the tenant shall be responsible for fully repairing and insuring the demise including all doors, windows and plate glass. 11. That the tenant shall be responsible for the payment of rates, service charges building insurance, waste collection, utilities, taxes and all other charges for the demised unit. 12. That the tenant shall not assign or sublet the demise without prior written consent of the Landlord which shall not be unreasonably withheld. 13. That the tenant shall not carry out any structural alterations or erect any external signage without the prior written consent of Dublin City Council. 14. That the Council shall retain a right of access for the purposes of maintaining services running through the demised unit. 15. That the tenant shall ensure that its use and occupation of the demised premises complies with all necessary statutory consents including inter alia, Planning, Fire, DAC & Building Regulations. 16. That the HSE shall indemnify Dublin City Council against any and all claims arising from its use and occupation of the demised premises including fit out/development works. The tenant shall hold Public Liability Insurance (minimum of €6.5 million) and Employers Liability Insurance (minimum of €13 million) and contents insurance. 17. That the tenant shall be responsible for the payment of any Stamp Duty that may arise on the creation of the lease. 18. Meeting: 21st January 2020 Item No: 20 PUBLIC DOMAIN REPORT Better Ballymun Better Ballymun is a new large scale project being rolled out by Trinity Comprehensive School. There are numerous groups involved in this initiative all working in partnership. The project will commence with a launch day on 28th February where all students in the school will be out in their community involved in all aspects of environmental work from litter picking to flower maintenance/planting and murals. This is being done in collaboration with DCC Public Domain Team, Community Team and Parks. Dublin City Council are supporting the project with the supply of high vis vests, gloves, pickers, hoes and any other equipment required. IBAL The results of the IBAL report were released on Monday 6th January. Ballymun fared better than in the previous report and most areas were graded A or B. In this instance, one area, Balbutcher Lane was graded a D. Balbutcher Lane is generally in good condition, however, dependent on date and time of survey, standards vary with regard to the cleanliness of the area. In response to the survey we have increased the frequency of the litter picking contract along that stretch, a large clean-up of the Joseph Plunkett Tower site took place on 23rd December which was post survey date. We have also met with Housing to discuss issues relating to tenancies along the road. As part of the Better Ballymun project above, the Parks Department have agreed to prep the grass verge along the front of the Joseph Plunkett Tower site and sow wild flowers all along this wall. This will add significantly to the visual aspect of this area. Picker Pals Picker Pals Project will be rolled out in schools in Ballymun starting on 15th January commencing with Gaelscoil Bailemunna. This initiative will be attended by the Public Domain Team and outcomes of the project will be measured and reported on in the coming months. Clean-up of Development Site at Baile na Laochra A large scale clean-up of the site to the side of Baile na Laochra took place on 8th and 9th January. This unofficial walkway has become a dumping ground over the last number of months. The Public Domain Team are planning in 2020 to increase the levels of enforcement in the area in an effort to reduce the levels of illegal dumping of this nature. Meeting: 21st January 2020 Item No: 21 Dublin City Sports & Wellbeing Partnership (DCSWP) Report THE LORD MAYOR’S 5-ALIVE CHALLENGE 2020 The Lord Mayor’s 5 Alive Challenge continues! The 5-Alive Challenge encourages people to make a commitment to improve their health and fitness by taking part in some of the great road races held around Dublin. Over 450 participants have signed up for 2020 and are being supported by our wonderful team of mentors who completed the challenge in previous years. The mentors run every race alongside the participants pacing and encouraging those who are struggling giving the 5Alive experience a unique feeling of camaraderie. In previous years we’ve found that participants have gone on to join local Athletics Clubs and have continued with a regular active and healthy regime. Before the challenge commenced the Lord Mayor commented; “I am a beginner runner and am looking forward to taking on this challenge and improve my physical fitness with other 5 Alivers. I really believe in the benefits of regular exercise on both my physical and mental health. So many people have told me how previous 5 Alive Challenges kick started them to take up a regime of regular exercise and the difference it has made to their lives”. The programme runs in tandem with the RTE Operation Transformation TV show. The 2020 Change For Life program commenced in early January. The programme provides fitness assessments, a 5K timed walk (repeated at week 8) and nutritional/dietary advice. 1 Page 63 Independent nutritionists will also deliver a series of talks on healthy eating habits and dietary. In the North West Area Change For Life classes will take place in Finglas Leisure Centre and in Mellowes Park every Monday, Tuesday, Wednesday and Friday over the 8 week period. 1. CORE PROGRAMMES JANUARY 2020 Core Programmes are ongoing in the North West area for target groups including Adults with Intellectual/Physical and Sensory Disabilities, underactive adults, youths at risk and older adults. BOXING DEVELOPMENT OFFICER UPDATE  The Startbox Initiative, a partnership between the IABA and Dublin City Sport & Wellbeing Partnership, represents an ideal way for young people (10 – 17 years) to first engage with amateur boxing, Ireland’s most successful Olympic sport. It is delivered by our 5 dedicated IABA/DCSWP Development Officers via local schools (primary and TY level) in communities across the Dublin City area. Approximately 2,000 young people take part each year. The Programme is structured into Bronze (non-contact), Silver and Gold phases. The first phase focuses on general strength and fitness, method and technique. The DCSWP/Boxing Development Officer is currently engaging with the following schools across the North West Area delivering the Bonze and Silver Programmes. The school Startbox programme has commenced again for 2020 in schools across the North West area. CRICKET DEVELOPMENT OFFICER UPDATE The Cricket Development Officer is currently engaging with schools across the North West Area. Camps on a citywide basis are in the planning stage for the school mid-term break in February. Under 13 boys and girls training sessions continue throughout the next period in North County Cricket Club every Friday from 5pm -9.30pm. The Table Cricket League, which adapts the sport for people with disabilities, will be delivered in Sports & Fitness, Ballyfermot on Monday 20th January from 10am – 2.30pm and Thursday 23rd January in Cabra Parkside from 10am – 2.30pm.
