TREY E. TRAINOR Of Counsel As a former General Counsel to the Texas Secretary of State, and Chief Committee Clerk to a major committee in the Texas House of Representatives, Trey Trainor delivers a rare combination of legislative, legal, and political experience on behalf of his clients. For more than four years spanning three regular legislative sessions and six special sessions, he served as General Counsel and Clerk of the Texas House Committee on Regulated Industries. Under the chairmanship of Representative Phil King, Mr. Trainor led numerous industry working groups – negotiating with consumer and other stakeholders to successfully pass key legislation – in telecom, electric, gas, and residential construction industries. Mr. Trainor also served as media spokesperson for Chairman King. During the 79th Regular Session, he worked on legislation to re-authorize the Public Utility Commission and the Office of the Public Utility Counsel, created the Independent Market Monitor, and permitted the development of broadband over power line technology. That year, he also worked to pass SB 5, landmark legislation that opened Texas’ cable markets to competition. In the most recent session, Mr. Trainor helped coordinate legislation requiring voter identification, addressing eminent domain abuse, and providing for the decommissioning of nuclear power plants. From July 2005 until July 2006, Mr. Trainor served as General Counsel for the Office of the Texas Secretary of State, where he helped oversee the operation of a $14.5 million state agency with over 230 staff, including 14 attorneys. He assisted in representation of the agency, in coordination with the Office of the Attorney General, in all civil and criminal actions brought by or against the agency. During his tenure as General Counsel, he was involved in several major cases including the Texas Democratic Party, et al v. Tina J. Benkiser, Strayhorn v. Williams, and LULAC v. Perry. Mr. Trainor was appointed by Secretary Roger Williams to serve as the statewide Republican member representing Texas on the Standards Advisory Board to the U.S. Elections Assistance Commission. Additionally, Trainor was appointed by the Supreme Court of Texas to serve on the Task Force on Jury Assembly and Administration, where he participated in proposed changes to the system by which juries are assembled and administered in Texas. Trainor has been intimately involved in Texas redistricting, helping to design the Texas House legislative districts adopted for the 2002 elections. During the thirdcalled Special Session of 2003, he coordinated the maps and legal aspects of passage and Department of Justice pre-clearance of HB 3, the new congressional maps adopted for the 2004 elections.
