A resolution of the Orleans Parish School Board recognizing the
declaration of a state of local emergency and authorizing the board to
declare a local state of emergency due to Coronavirus (COVID-19).
WHEREAS, the Orleans Parish School Board recognizes that due to the conditions
experienced in the wake of the pandemic outbreak of COVID-19 (Coronavirus), the citizens of the City of
New Orleans and the families served by the Orleans Parish School Board within the city limits face health
and safety concerns; and
WHEREAS, the Orleans Parish School Board recognizes that due to the hazards, a
condition of extreme peril to life necessitates the proclamation of the existence of an emergency; and
WHEREAS, the City of New Orleans and the State of Louisiana have both declared a state
of emergency in the wake of the Coronavirus outbreak; and
WHEREAS, the Orleans Parish School Board recognizes that it is of extreme importance
and urgency to continue operations as much as possible in order to continue educational opportunities
to the children of the City of New Orleans; and
WHEREAS, the Orleans Parish School Board recognizes that there is not sufficient time
to properly advertise and receive bids and other proposals for the emergency repairs and operational
services that may be needed to continue operations should conditions in the City of New Orleans
worsen; and
WHEREAS, the Orleans Parish School Board recognizes that other urgent situations may
be present necessitating the purchasing and procurement of goods and services as a result of continued
possible spread of the Coronavirus and possible changes to the provisions of educational services
provided to students; and
WHEREAS, Louisiana Revised Statute 38:2211, provides for the elimination of
advertising for certain bids on materials and supplies in the case of public emergency or extreme
emergency where such emergency shall, within ten (10) days, be published in the official journal of the
body declaring such emergency and the policies, procedures and regulations of the Orleans Parish
School Board, specifically Board Policy DJED, also provide for the procurement services in cases of
emergencies as well.
NOW, THEREFORE, BE IT RESOLVED that the Orleans Parish School Board recognizes and
declares that an emergency exists due to pandemic outbreak of the Coronavirus (COVID-19) that may
affect the health and safety of students and employees.

 BE IT FURTHER RESOLVED, that the Orleans Parish School Board approves and authorizes the
suspension of all purchasing policies, procedures and regulations for those purchases that are deemed
an emergency and are essential to the proper operation and functioning of the schools in order to
provide a safe and efficient environment to both students and employees.
BE IT FURTHER RESOLVED, that the Orleans Parish School Board approves and authorizes the
further suspension of all purchasing policies, procedures and regulations for those purchases that are
deemed an emergency and are essential to mitigate the threat to the health and safety of those served
by the Orleans Parish School Board, as a result of the outbreak of the Cornavirus (COVID-19); and
BE IT FURTHER RESOLVED, that the Orleans Parish School Board requires that all purchases
made pursuant to this resolution be presented to the Board for ratification at its regularly scheduled and
any specially called meetings, to ensure that all purchases are in fact emergency purchases as
contemplated by both state law and board policy.
