We have identified a series of policy and operational changes to address those needs that we can anticipate; we will continue to collaborate to address new needs as they emerge. This brief list of updates will begin to answer your most urgent questions and provide links to additional detail. 1. Osler Office Closing, Gilman Office Hours Updated 2. D permits will be valid in S spaces for Spring Quarter of 2020; S Permits will not be sold. 3. Student residents will be ineligible for D permits for Spring Quarter of 2020. 4. The first year parking restriction is suspended for Spring Quarter of 2020. 5. Spring Quarter Permit Sales will open the morning of Monday, March 16. 6. Triton Transit, MTS, and NCTD busses will run as scheduled. 7. Triton Transit, MTS, and NCTD have enhanced sanitation protocols. 8. No change to Triton Mobility for Spring Quarter. 9. U-PASS fees remain non-refundable. 10. Daily parking presents an opportunity to save. 11. New reduced-cost weekend parking option. Sincerely, Transportation Services Osler Office Closing, Gilman Office Hours Updated In anticipation of both reduced demand and reduced staff availability, the Osler Commuter & Visitor Information Center will be closed starting Monday, March 16th and continuing until at least May 10th, 2020. Our office at the Gilman Parking Structure will be open from 6:30 AM to 5:30 PM, Monday through Friday. D permits will be valid in S spaces for Spring Quarter of 2020. We anticipate that commuter students will be spending less time on campus and want to make sure that central campus student parking serves the maximum number of people rather than sitting vacant when S permitholders aren't on campus. To accomplish this, we will honor D permits in S spaces and will not sell S permits. This provides savings to commuter students that will be on campus less and provides more students access to central campus parking. D permits continue to be available in daily, monthly, and quarterly denominations through the Transportation Services website and on a daily basis in the Parkmobile app. D permits will also continue to upgrade for use in most A, B, and V spaces at 4pm daily. Student residents will be ineligible for D permits for Spring Quarter of 2020. Student residents, who we expect to occupy spaces a greater portion of the time, will be ineligible for D permits and will need to continue to purchase SR permits to park on the central campus. The first year parking restriction is suspended for Spring Quarter of 2020. We recognize that in the interest of "social distancing" some first-year students that are not currently able to purchase parking permits may not feel comfortable riding transit. Bicycling and walking are preferable alternatives for cost and sustainability reasons, but we also recognize that these are not credible options for all first-year students. We will suspend the first-year parking restriction for Spring Quarter only to help these students during this difficult time. Eligibility will be automatic, formal exceptions will not will be required. Spring Quarter Permit Sales will open the morning of Monday, March 16. Spring quarter permit sales are delayed until Monday, March 16th, to allow us time to make and test necessary system changes and to ensure that technical support is available when sales go live. Note that since there is no longer a cap on permit sales, there is no need to be among the first to purchase a permit. Don't worry about being up when we throw the switch at 5 AM - focus on finals and complete your transaction on your schedule with no risk of missing out. Triton Transit, MTS, and NCTD busses will run as scheduled. While we anticipate people coming to campus each day, we can't anticipate how much of a reduction in demand for bus transportation there will be. Triton Transit, MTS, and NCTD are all running at full strength and intend to continue to do so when Spring Quarter starts. In the event demand drops precipitously, we are preparing for the possibility that we will incrementally reduce shuttles to and from parking areas to manage both cost and carbon emissions. Triton Transit, MTS, and NCTD have enhanced sanitation protocols. Triton Transit is extensively cleaning all busses each night and periodically sanitizing frequently-touched surfaces throughout the day. NCTD has enhanced sanitation protocols and MTS's practices have been cited as a model for other agencies by the American Public Transportation Association. No change to Triton Mobility for Spring Quarter. Triton Mobility extended its hours Winter Quarter to provide service until 11 PM daily. We will continue to provide these extended services Spring Quarter. U-PASS fees remain non-refundable. Some students have expressed concern that there is reduced utility for the UPASS with the shift toward remote learning for lectures and discussions. The U-PASS student transportation fee has two components, a return to aid and a pass through to MTS & NCTD. There is not a provision in the U-PASS contract for a reduction in or return of fees. We expect that most students will continue to find significant utility in their U-PASS; however, we will actively monitor the number of trips taken by students and review utilization with the Student Transportation Advisory Committee. Daily parking presents an opportunity to save. We're all still figuring out what our routines will look like Spring Quarter but many of us will be on campus less frequently. If that sounds like you, you can make the switch from annual, quarterly, or monthly parking to daily parking and pay for just what you use. This could be a particularly valuable strategy for staff that are transitioning to telework or a alternative work schedule through Spring Quarter. Single-day permits can be purchased online. (Printing at home is no longer necessary.) Ten-day A & B scratcher permits are also available online (with delivery by mail) or in-office (for immediate use). New reduced-cost weekend parking option. Unrelated to COVID-19, we've received requests for a weekend-only parking option to fill the gap for folks that take transit during the week but don't have a good transit option on the weekend.
