Quality of Life Meeting Tuesday, March 3, 2020 NOTES 1. Empire State Development / Atlantic Yards Community Development Corp. The next Quality of Life meeting will be held on May 12, and per the notice distributed to the community, the next AYCDC meeting is scheduled for Wednesday, March 18. Meeting details and webcast information is available on ESD’s website. There was a discussion about having a NYC Department of Transportation (DOT) representative at Quality of Life meetings and inviting the agency to meetings hosted by local community organizations. There are no updates on the Site 5 condemnation process. 2. Greenland Forest City Partners Night and weekend work on punch list items continues, and track work is ongoing pending LIRR staff availability. This activity can be expected through March. The permanent yards are at substantial completion, with final sign-off from the LIRR still pending. The Developer will coordinate clean-up of the railyard site with the construction team and Project’s building staff. The Developer is close to selecting a contractor for the platform construction, additional information will be provided when available. It is expected that the platform will be built in phases, with the western yards first (Block 1120) and the eastern yards (Block 1121) following. The same contractor will carry out the scope of work for both portions of the yards. There are no updates on the percentage of affordable housing for the towers over the platform, but the Developer is committed to meeting the Project’s 2025 affordable housing deadline. At B4, superstructure work has progressed to the second and third floors. This scope of work is expected to continue through the summer. Per DOT request, modifications to the Atlantic Avenue median is ongoing. These changes will improve the flow of traffic along Atlantic Avenue, maintain a partial pedestrian island for safe crossing and increase the visibility of traffic signals. The B4 construction fence will also be modified to allow for pedestrian access along the west side of Sixth Avenue between Pacific Street and Atlantic Avenue. At B15, steel beams for the school’s large spaces have been installed, and concrete work is progressing to the second floor. There are no updates on B12 and B13, construction is expected to commence in June/July. Negotiations are ongoing for a new retail space at 38 Sixth Avenue (B3). Additional information will be provided when available. 3. Barclays Center Residents provided positive feedback on the Jurassic Park event but noted the traffic impacts from the Celine Dion concert. There was a request for pedestrian and traffic managers along Dean, Pacific, and Bergen Streets from Sixth to Vanderbilt Avenues during major arena events. There was a discussion about enforcing parking regulations for vehicles parked illegally around the community during arena events. There were recommendations for additional resources for the local precinct and coordination with the police and arena staff. Residents asked that private, non-ticketed, events be added to the arena’s public calendar of events. It was suggested that these types of events could impact pedestrian traffic across the arena plaza, not just with potential impacts to vehicular traffic. The function of the French barricades at the subway entrance and status of the elevator from the subway to the arena plaza were discussed. An overhaul of the elevator servicing is underway, and a new vendor will be selected. 2
