Mail Email Zhang Li Properties 950 Tower Lane, Suite 870 Foster City, CA 94404 Re: Urgent Request 555 Fulton Mixed?Use Development Project Dear Mr. Li, We find ourselves in a time of tremendous challenge. The coronavirus is an unprecedented public health crisis, and we are called upon, both in the private and public sector, to do everything we can to respond. I believe with this challenge comes the potential for the best of our nature to come to the fore, and it is in that spirit that I reach out to you today. I understand that you are the co-founder and CEO of Guangzhou Properties, and that Properties, its US. affiliate, is the developer and current owner of the 'iSQ-unit project at 555 Fulton Street. This project is situated squarely in District 5, the district represent. it has come to my attention that currently most of the units sit vacant, fully ready for occupancy, and i write with the hope that you will activate these units for those at risk during this time of great need. We know that mitigating the spread of coronavirus depends greatly on keeping people housed to the best of our ability.1 We believe the property at 555 Fulton Street is the perfect candidate for temporary housing. Work remains to be performed before the project can receive its Final Certificate of Occupancy from the City and County of San Francisco, but we know that a large 1 ?Coronavirus Poses Unique Threat to U. In fact, according to City records, 134 of the 139 units have received all necessary-approvals for immediate occupancy. These condo units are cunently on the market, vacant, and move?in ready. Our hope is that any units that have not been committed to a buyer can be made available immediately for temporary occupants in this urgent health crisis. District 5 has a considerable population that is at risk. Families with children are sleeping on mats on a shelter floor in my district, and we know a considerable portion of our unsheltered population are seniors, the most at?risk demographic for contracting the coronavirus, a risk that only grows when they lack housing. Shelter for those in need has never been more important. This need has been emphasized today by an order by San Francisco?s Health Officer to shelter in place, a measure deemed essential to slow the spread of the virus so as to protect theability of public and private health care providers to handle the influx of new patients and safeguard public health and safety. In light of these circumstances, I am asking you today to step up and be part of the solution by agreeing to shelter currently homeless District 5 families and seniors in vacant units at 555 Fulton Street until at least the end of the state of emergency. To be clear, any orders or directives from officials such as the Governor, the Mayor, the San Francisco Department of Public Health, and the Health Officer should take priority,_and should be honored, notwithstanding anything in this letter. However, for so long as no such order exists regarding the use of vacant units in this property, we urge you to provide housing to the populations most at risk by virtue of being unsheltered. We are not requesting that you provide housing and quarantine those who have tested positive for something only the aforementioned executive and public health officials could order, but instead that you provide temporary shelter to those in at?risk groups, as described above. Given the urgency of the situation, we request a response within 72 hours. ean Preston District 5 Supervisor
