PURPOSE The purpose of this memorandum is to provide guidance and protocol relative to the reduction, closure, or relocation of operations due to concerns about the health and safety of the public or employees due to commonly referred to as the coronavirus. Due to the ?uid nature of the outbreak, it is critical that Department Directors closely follow all directives and communications from City Leaders as this information may change. 2. DEFINITIONS for COVID-19 Remote Eligible an employee who has been deemed by their appointing authority as being able to complete core functions of their work from an approved worksite other than the location from which the employee normally works. Non-Remote Eligible - an employee who has been deemed by their appointing authority as needing to be physically present at their worksite(s) to complete the core functions of their work. Social Distancing (voluntary) Generally refers to an employee who has no signs of illness but is remaining out of congregate settings, avoiding mass gatherings, and maintaining distance (approximately 6 feet or 2 meters) from others when possible working from an approved alternate worksite, such as an employee?s residence). Quarantine (Louisiana Department of Health, LDH) Generally refers to an employee who may have been exposed but does not have any and should stay away from people that were not exposed. This means an employee should avoid places where close contact is likely to occur but can remain comfortably in their home (their household is not otherwise affected). Isolation (LDH) An employee who is known or reasonably believed to be infected (showing The employee should stay away from individuals and places where they will come into contact with non-infected people within their own home), keep physically distanced from other members of the household and restrict any interaction outside of the isolation area or with unaffected individuals. Employees in LDH assigned isolation must comply with the terms of their isolations until they are cleared by LDH. PROCEDURES Departments shall designate employees as either remote eligible or non-remote eligible. Designations should be based on the de?nitions listed above. Social Distancing may be put in place to limit exposure of while promoting continuity of City operations. Appointing authorities may approve any remote eligible employee to work from an approved alternate location. Remote eligible employees should be provided with the equipment necessary to perform the core functions of their work. This approval may be withdrawn at any time, at the discretion of the appointing authority. In order to assign a remote eligible employee to an alternate worksite, an appointing authority must: De?ne Core Duties; Create an Accountability Protocol; Develop a Check in Method; Create a Check in Frequency; Establish Deliverable Deadlines; Establish a Primary/Preferred Method of Communication; Establish a Reasonable Response Time to Communication; De?ne a Daily Work Schedule; and Identify all Necessary Resources technology). The above criteria must be agreed upon by the employee and the supervisor in writing and must be signed by the employee, supervisor, and the appointing authority. Copies of all alternate worksite agreements must be provided to the Personnel and Training Division of the Chief Administrative Of?ce. Employees who are ineligible for remote work and have either been instructed by their appointing authority not to report to work or who have been quarantined and/or placed in isolation by the Louisiana Department of Health will be eligible for Civil Leave under Civil Service Rule Section See also Rule Section Appointing Authorities must send written notice to the Personnel Director in advance of reductions, suspension, or closures due to concerns about the health and safety of the public or its employees. All employees shall continue to follow the directives of their appointing authority, as appropriate. 4.
