March 18, 2020 The Honorable Adrienne Jones State House, H-101 State Circle Annapolis, MD 21403 Dear Madame Speaker: Thank you for your steady and strong leadership throughout this unprecedented Session. As you know, I started my career in public service 30 years ago and it has been amazing, culminating in my winning election to the House of Delegates in 2018. I had big dreams and goals for this role. My top priority was to make a difference for Maryland’s children by bringing my expertise from decades of working in education to the Blueprint for Maryland’s Future. I ran for office mainly because I wanted to do everything I could to make it as strong a law as it could be for all of Maryland’s children. Thanks to the late Speaker Busch appointing me to the Education Subcommittee, I had ample opportunity to shape this legislation and am thrilled that in addition to five of my bills passing the House this year, seven of my amendments were included in the Blueprint! My other priority as a legislator has been to do my best to personify “good government” at a time in our country’s history when that feels more important than ever. I have prioritized transparency, inclusiveness and bipartisanship as I have made every effort to actively engage people from across the community in every step of the policymaking process. My Education Cabinet has had a significant impact on my education bills. My Equity Cabinet has engaged residents from local public housing communities who had never before been involved in policy. I have learned a great deal from them that has deepened my commitment to social justice. Now it is time for my next chapter. My family needs me in ways that were unforeseen when I launched my campaign, and it is time for me to turn my focus back to them in a way that is necessary – and that serving in the legislature simply does not allow. Therefore, I am submitting my resignation, effective at midnight tonight. It is extraordinarily difficult to take this action, and is all the more difficult during the pandemic. My understanding, after consulting with your staff, is that if I know that I am going to need to step down during the Interim, it is in the best interest of our state for me to do so now so my successor can be selected, appointed, sworn in, and have time to get up to speed on the issues before the legislature reconvenes in May. I will continue to stay deeply involved in my community and will find other ways to serve, including making myself a resource for District 30A legislators and the entire Anne Arundel County Delegation. Through my work in the philanthropic sector, I will continue to advance – both nationally and globally – many of the same goals I have worked for in the legislature. I will treasure and honor my service in the House of Delegates. I depart with deep gratitude for everything you have done for me and for all who call Maryland home. Best regards, Alice Cain Delegate
