Fraternal Order of Police Department of Corrections Labor Committee 711 4TH Street, Northwest Washington, DC 20001 March 20, 2020 Quincy Booth Director DC Department of Corrections 2000 14th St NW, Washington, DC 20009 Director Booth: Today, the Executive Board of our Union (The Fraternal Order of Police, DC Department of Corrections Labor Committee) has unanimously passed a vote of “No Confidence” in the leadership of our Deputy Director, Ms. Wanda Patten, our Warden, Mr. Lennard Johnson, and our Deputy Warden, Ms. Kathleenjo Landerkin, Hence, we demand: That they be relieved from their positions of leadership within this agency; That the leadership of the Emergency Response Team be reinstated immediately; That the DOC consult with recognized experts to provide medically trained personnel and full protective clothing for the officers working in the quarantine unit, with a “no contact” process for the officers; That DOC employ medically trained personnel in corona virus to be at the Jail and provide oversight of procedures on a 24/7 basis with communication directly with representatives of the Union, including plans for screening, testing, quarantine, and staff safety; That DOC provide to the Union’s attorneys all video, documents, interviews, and other evidence related to the vicious assault on Officer Abiola so that an independent investigation may be conducted for presentation to the United States Attorney’s Office for prosecution of the inmate; That the four officers placed on administrative leave for coming to the defense of Officer Abiola be reinstated; That the DOC institute a “no tolerance” policy for any assaultive behavior by inmates, including intentionally threatening exposure to communicable diseases by spitting, throwing of feces and urine, removing protective equipment of an officer and any other behavior interfering with order at the Jail; That the DOC provide an immediate response to the email of our attorney, Ann-Kathryn So, of HANNON LAW GROUP, sent on March 19, 2020; and, That the DOC institute daily meetings between management and the Union to address the current crisis.
