SUBJECT: Southern California Edison’s Response to Directive to Provide Information on
Planned Service Interruptions

Dear Mr. Palmer:
Southern California Edison (SCE) submits this letter and supporting documentation in response to
your March 20 request for information on planned service interruptions. In your letter, you request
a list of all outages scheduled for the next 15 days within SCE’s service territory. As part of this
list, you request specifics regarding the critical nature, date, duration, location, number of impacted
customers, customer notifications and information about impacts to wildfire/public safety power
shut off mitigation if the work is not completed as scheduled.
SCE understands that many people and families are responsibly staying home to prevent the spread
of the coronavirus, based on Governor Newsom’s “Safer at Home” order. To support our
customers and prevent larger outages from occurring in the future, we continue to perform critical
work to address emergency and public safety issues (e.g., wildfire mitigation and critical
maintenance on infrastructure, identified through the inspection process), even as we postpone less
urgent work that requires outages. Our teams are working every day to reduce the impact of this
critical work as much as possible.
To assist you in your efforts, SCE provides the following responses:

In response to questions (a) through (e), SCE provides a list of all scheduled outages
documented in our Outage Management System (OMS) as Attachment 1 to this letter. SCE
notes that the OMS maintains only 14 days of forward-looking information, not the requested
15-day preview. To be as responsive as possible, the information was extracted from the SCE
OMS on the morning of March 25, 2020, and includes information pertaining to the nature of

 the work, scheduled date, expected duration, location and expected number of customers
impacted by a particular outage. The nature of the work is listed in the “Driver” column of the
attachment and is presented in three categories (i.e., Safety, High Fire and All Other). Safety
efforts include critical pole replacements, transformer replacements, underground structure
replacements and other activities resulting from SCE inspection programs. These are identified
based on inspection results and must be completed within timeframes per regulatory
requirements. SCE is prioritizing this work to focus on those presenting the highest risk. High
Fire efforts include the replacement of deteriorated poles and equipment, deployment of
covered conductor, circuit sectionalization and other activities in high fire risk areas and are
for wildfire risk mitigation as described in our submitted wildfire mitigation plan. The “All
Other” category includes activities such as: customer-driven requests, new business, and other
reliability projects. SCE will continue to assess and minimize the customer impact of outages
as we respond to the COVID-19 emergency and as customer demand fluctuates over time.
Please note that the details and number of outages may change based on field conditions on
the day of the outage or as other priority or emergency needs are inserted into the process.

In response to question (f), SCE provides its approach to outage notifications in Attachment 2
to this letter. This provides a timeline and approach for notifications beginning typically 11
days prior to an outage (based on when it is entered into the OMS) and concludes on the day
of the outage. SCE outage communication processes include the notification of all customers
of pending outages through mailers. Customers who have opted into alternate communication
channels may also receive outage notification via text or email. SCE has modified its outbound
communications during this COVID-19 response to include outages that are necessary due to
critical wildfire and public safety work.
SCE’s outage website (https://www.sce.com/outage-center) provides a place where customers
may obtain additional information, update their preferences, and report outages. SCE has also
implemented a COVID-19 website (https://www.sce.com/safety/coronavirus) to provide
additional information regarding our response.

As mentioned previously, SCE’s list of outages is provided in Attachment 1 and denotes the
wildfire/public safety power shut off mitigation work as “High Fire” in the “Drivers” column
of the document. In response to question (g), SCE has prioritized its wildfire/public safety
power shut off mitigation work by focusing on the highest risk circuits in Tier 2 and Tier 3
high fire risk areas. With the traditional wildfire season only months away, any delays would
effectively push these critical activities into the hotter, dryer months. CalFire’s 2020 Fire
Season Outlook notes “[l]arge fire potential may increase to above normal this spring across
Southern California in response to the possibility of near to above normal rates of offshore
wind events. ‘Grassfire Season’ may be a few weeks earlier than usual in 2020 with resource
demand likely centered on foothill and urban interface regions.” With 461 of the 1,245 projects
in Attachment 1 listed as “High Fire,” even minor delays would result in greater wildfire risk
and would shift a considerable amount of work into the future. Further, it is not yet known
what impacts this pandemic may have on fire fighting and suppression capabilities state-wide,
and initial cases of first responders contracting COVID-19 are already being reported. The
potential that fire response could be hampered as a result of the virus provides even more
urgency to the need to continue with critical wildfire related grid upgrades.

 In addition to the wildfire/public safety power shut off impacts, SCE is concerned that delays
to the scheduled work may potentially impact SCE’s ability to comply with established safety
and reliability requirements. SCE welcomes discussions with SED about modifying
compliance dates where possible to the extent that doing so would not unreasonably exacerbate
safety risks.
During these unprecedented times, SCE is prioritizing critical outages necessary to reduce public
safety and wildfire risk and is postponing non-critical work. SCE is also deploying additional
customer care measures where possible to minimize the impact of outages on customers during this
difficult period. SCE is evaluating each outage on a case-by-case basis, and any decision to proceed
is not taken lightly.
