March 23, 2020                                                    The Honorable Alex Azar   Secretary  Department of Health and Human Services  200 Independence Ave., SW  Washington, DC  20201    Dear Secretary Azar,   In his Executive Order of March 18, 2020, Prioritizing and Allocating Health and Medical Resources  to Respond to the Spread of COVID‐19, President Trump authorized the Secretary of Health and Human  Services to determine, in consultation with the Secretary of Commerce and the heads of other executive  departments and agencies, the proper nationwide priorities and allocation of all health and medical  resources, including the distribution of such materials.    Pursuant to this order, on behalf of the nation’s fire and emergency services, we are writing to request  that firefighters and emergency medical services (EMS) personnel are prioritized as personal protective  equipment (PPE) is released from the national stockpile and as additional personal protective equipment  is distributed to communities nationwide.  As pre‐hospital health care providers, our members are often the first healthcare providers to come into  close, physical contact with infected individuals.  We must take steps to ensure such these firefighters  and EMS personnel are properly protected, both to limit the spread of the disease and to ensure they  remain healthy and able to serve their communities.    Fire departments and EMS agencies across the country are reporting a shortage of PPE of all types.  However, N‐95 respirators are in particularly short supply.  In many communities, personnel only have  sufficient respirators for a day or two before being forced to reuse them.  Some communities lack any  disposable PPE at all.  This situation is unsustainable, especially as state and national stockpiles become  depleted and hoarding occurs among the civilian population.        Without proper PPE, emergency medical responders will become exposed to COVID‐19 and thereby  become a vector for disease.  As the volume of emergency medical calls increase due to the spread of  COVID‐19, this will compound the difficulties of containing the virus.      Protecting firefighters and EMS personnel is critical to ensuring public safety and health.  Fire  departments and EMS agencies must be properly supplied as they serve a vital role in mitigating and  containing the spread of COVID‐19.  Communities will continue to rely upon fire departments and EMS  providers to deliver emergency medical services to the community during the current pandemic.  The  1    Administration must ensure these pre‐hospital healthcare practitioners have the resources to care for all  the patients in their community.  We therefore reiterate our serious request that fire and EMS  personnel are guaranteed priority delivery of personal protective equipment as it is obtained and  distributed.      Sincerely,   A Harold A. Schaitberger        General President        International Association of Fire Fighters  Fire Chief Gary Ludwig  President and Chairman of the Board  International Association of Fire Chiefs    cc:      The Honorable Wilbur Ross  The Honorable Chad Wolf  The Honorable Elaine Chao    2
