MEMORANDUM FOR DISTRIBUTION

SUBJECT: Guidance for Providing Support During the National Emergency

Given our current National Emergency declared by the President of the United States, it
is critical to leverage all technical and support capabilities within the Department of the Navy
(DON) in support of the response. We are coordinating with the Department of
Defense Joint Acquisition Task Force (J ATP) to align naval support to state and local
needs, in support to the Federal Emergency Management Agency (FEMA).

All activities are authorized to support requests for assistance from FEMA Additive
Manufacturing and other needed activities) via policy and guidance from the JATF. To ensure
alignment, coordination with the Of?ce of Deputy Assistant Secretary of the Navy for Research,
Development, Test and Engineering, should be done to ensure we are
leveraging the full capabilities of our enterprise. Activities providing support to EMA
should track the cost of time, material, equipment and supplies and follow JATF guidance
regarding reimbursement.

Our country is in a National Emergency so the Naval Research, Development and
Acquisition community must engage accordingly. Effective and timely response to our
communities must be prioritized to the extent the law permits.
