As is noted throughout the report, many of the findings within are remarkably similar to those identified in the limited scope audit report published in January 2017. In the interim period between the publication of the last limited scope audit and the site visit for this most recent audit, there was a significant changeover in ComCor, Inc. administration. In the time since fieldwork was completed for this most recent audit, yet another administration change has occurred. While we recognize that the intention of this most recent administration change is to ensure improvement in program operations, we do not believe that this, in and of itself, will be sufficient to sustain safe and effective program operations. The Division of Criminal Justice/Office of Community Corrections believes there is a larger organizational and cultural component that has yet to be addressed. In response to ComCor, Inc.’s corrective action plan in 2017, DCJ provided the following feedback: “We encourage ComCor, Inc. to address the concerns identified by . . . using a larger systemic and organizational development approach, considering elements of organizational culture and finding more adaptive and sustainable solutions . . . We encourage you to evaluate all aspects of your program to include management, leadership, first line supervision, and line-level operations in order to find more sustainable solutions to program improvement.” The fact that the current limited scope audit identified substantially similar issues as the previous audit indicates strongly that these internal cultural and organizational issues are still prevalent. Indeed, during this most recent audit, auditors noted increased discord and factionalism among staff and units. Again, we caution you not to assume that an administration change alone will correct these issues and we hope to see a more comprehensive systemic approach to the problem moving forward. At this time, the DCJ/OCC is not requesting a specific corrective action plan from ComCor, Inc., though the local community corrections board may choose to do so. Over the course of the next six to twelve months, the DCJ/OCC will be returning to ComCor, Inc. to conduct the baseline Core Security Audit as well as one or more Scope of Work audits for specialized services. In the interim, the DCJ/OCC remains available to provide technical assistance regarding policies, procedures and practices as they relate to the Colorado Community Corrections Standards.
