Subject: uw Order/MC?

Ops,

As I mentioned between 1 and 2 weeks ago the University of Washington made an arderfrom the
Strategic National stockpile via the Washington Department of Health. The System" can't make
SNS orders directly. So the shipment came, yesterday. This was the UW order, but the truck was stopped
prior to departure to uw because the cargo was needed to till higher priority needs. So this decision was
made by the Area Command lc, and now the cargo is going to osns because it is a tier one activity.

There is some fag otwar but its thought that someone at sitting in the SE00 probably policy shop made
the promise to UW that they could have this order. still not totally clearwhat happened, but this was
a large order that UW was expecting. So in any case, ljust asked far a quick briefing on the situation but
it seems like thiswiH be further investigated.

There is a worry thatthis information will get out. It seems likely, so the needs to be made aware of
this immediately and probably the seoc sup, disaster manager also. i don't think this has a lotto do with
EMD but it seems like it might be directly linked to the ssoc.
