From: DOH-LOFR (DOH) Sent: Sunday, March 15, 2020 5:43 PM To: DOH-LOFR (DOH) Subject: PPE Requests and Supplies Bcc to a large group Dear Partner, Thank you for continuing to work with us through the challenges we face in supplying the critical personal protective equipment (PPE) needs of our health system, first responders, public health, and care facilities throughout Washington. As you are all far too aware, the increase in people across Washington with respiratory symptoms visiting clinics and needing care is straining our healthcare system’s supply of PPE in many areas. We are working closely with our federal partners to access the Strategic National Stockpile (SNS) resources to meet our community’s most urgent needs. Because of the intense demand for PPE during this outbreak, and the inability to acquire supplies through your normal channels the Department of Health is also partnering with the Emergency Management Division and Department of Enterprise Services to source additional PPE for distribution across Washington. It is important for our first responders, and healthcare system partners to know that even with these efforts we will not meet the full need in our state. We have received 655 resource requests from partners and have been able to fill 52 of them. We continue to submit requests to the SNS. Washington State previously received 25% of its portion of the Strategic National Stockpile, that allocation is prorated based on state population. On Friday 3/13/20, the Department of Health submitted a request for an additional 25% of the state’s current portion. As we make the difficult decision on how to distribute these limited resources we will continue to follow our Guidelines for Prioritization of Allocation of PPE (attached). We will also prioritize distribution to those that can document the follow criteria: Exhausted all supplies at facility and at local level. 1. Documentation that entity has an active order into their normal supply chain. 2. Documentation that there is an approved conservation plan is in place and implemented. 3. Reduction/elimination of all non-urgent medical procedures All indicators show that the health of our supply chain is exceptionally limited and will worsen over time. We are committed to keeping you up to date and will keep you informed of the status of our ability to supply your request. I would also like to encourage everyone to work with those across your community to follow these recommendations: Encourage healthcare systems to continue to privately purchase PPE as possible, using their existing contracts and relationships with suppliers. . Keep a pulse on your suppliers supply chain and ask for a priority hot shot order to be pending in their system. Different suppliers may have different supply distributors and are seeking additional ways to meet your needs -- keep checking in with them to ensure you get early access to new supplies. . Work in partnership with your healthcare systems and providers to stay up-to- date on PPE guidance and how to prioritize supplies when they are limited. . Most importantly, resource conservation is al right now.
