Partnership FOR CONNECTICUT Update for the Board of Directors United Response to COVID-19 for Connecticut?s Youth and Young Adults Advancing Equitable Access for up to 60,000 High School Students April 5, 2020 Dear Board of Directors: We hope you and your family are safe and well during these trying times. We are writing to provide an update regarding the Equitable Access Program that the Partnership?s Board of Directors approved on March 23, 2020. Consistent with the United Response to resolution, we have negotiated prices and developed proposals with laptop providers based on available inventory, identified needs, and available resources. We are submitting two final proposals for your consideration; however, we strongly recommend Dell?s proposal for the Board?s approval. Attached to this memorandum, please find a proposed resolution for the Board?s consideration, Exhibit 1, as well as the proposal materials, Exhibits 2 and 3. A special meeting of the Board by teleconference is scheduled for 8:30 am. on Tuesday, April 7, 2020 for the purpose of considering these proposals and taking necessary action to secure 60,000 laptops for Connecticut high school students consistent with the Equitable Access Program. To achieve the Partnership?s goal of advancing equitable access to education for up to 60,000 high school students, we have considered four different device providers (Acer, Dell, HP, and Lenovo) in an effort to purchase laptops at the best possible price and with the specifications and configurations deemed necessary by the Connecticut State Department of Education (the and participating Alliance Districts. We identified these providers after determining that the Windows operating system offers strong capabilities and connectivity for Connecticut high school students. We?ve worked closely with Microsoft to engage these providers and have asked Dell and HP to develop formal proposals for the Board?s consideration since they offer laptops most aligned to the needs identified-by the CSDE and Alliance Districts. The most attractive laptop models are Dell?s Latitude 3190 Education 2?in?1 and Probook 11 x360 4120 because they are widely used by high school students and school districts across the country and in Connecticut. Both models have 4 GB of system memory and 128 GB of storage capacity, and they come with one year of support assistance from the providers. The laptops are pre-imaged so that districts have the ability to track the laptops and filter content. The districts will own the laptops, the related software licenses, warranties, and other rights of ownership. The laptops will arrive ready for students to open and use immediately. The proposed all-in unit price for Dell?s Latitude 3190 Education Z?in?l is $396.54, which represents a 62.28% discount from the list price of $1,051.27. As largest reseller partner, CDW has offered two separate quotes for Probook 11 x360. The proposed all-in unit price for the first quote is $412.00, which represents a 53.51% discount from the list price of $886.29. The proposed all-in unit price for the second quote is $400.37, which represents a 48.22% discount from the list price of $773.29. After careful analysis and extensive discussions with each device provider, we strongly recommend that the Board approve Dell?s proposal. Dell offers the best price and discount while also offering a device with a superior word processor and configurations aligned to the specific needs of eligible districts and high schools. Dell?s Latitude 3190 Education 2-in-1 laptop is highly durable and expected to last for five years. Dell also offers a comprehensive support package for one year as well as additional implementation and professional learning support for Alliance Districts through a special program at no cost. This is an added value that will be customized to meet the needs of Alliance Districts in multiple ways, including but not limited to: initial impiementation and roll-out planning; just?in?time virtual training; resource development; virtual and blended course development; and facilitation of collaboration sessions. in short, Dell?s proposal is objectively the best deal, and it is also worth noting that Dell?s team has been incredibly engaged and responsive throughout the entire proposal development process. if the Partnership orders 60,000 laptops from Dell, the total cost for the laptops will amount to $23,760,818.28, including shipping and web filtering service costs. The actual purchase order would be between the Partnership and Dell. As of today, the Partnership has received and deposited into its accounts the remaining $19,575,000.00 of grant funds under the Dalio Family Fund, Inc. grant agreement approved by the Board on March 23, 2020. The Partnership has certified the receipt of these funds to the State Office of Policy and Management (the and therefore expects to receive the $20,000,000.00 of grant funds under the OPM grant agreement by May 1, 2020. If the Board approves Dell?s proposal and authorizes the Board Chair to formaiize an agreement with Dell for 60,000 laptops, shipments will begin within four weeks after receipt ofthe order. Eligible districts and high schoois with the highest needs will receive first priority. We anticipate the laptops will arrive in waves at each participating district and school according to the following schedule: 15,000 in May; 30,000 in June; and 15,000 in July 2020. We will determine specific delivery schedules once the agreement is executed. This schedule represents the best possible path toward achieving the goal of advancing equitable access to education for up to 60,000 Connecticut high school students. Governor Lamont and Commissioner Cardona have established the Learn from Home Task Force (the ?Task Force"), co-chaired by Superintendent Paul Freeman (Guilford) and Superintendent Nate Quesnel (East Hartford), to lead the safe, efficient, and timely distribution of the laptops. They are making great progress in coordinating with Alliance District superintendents to determine specific needs within the eligibility criteria approved by the Board. All Alliance Districts have opted into the program. The Task Force expects to confirm specific needs and quantities for each district by tomorrow. We will provide this information to you as soon as it is available. We anticipate that Alliance Districts will require ali, or almost all, of the 60,000 laptops in order to meet their identified needs. However, if the needs are met and there is remaining inventory and resources, then we recommend that that Board empower the Task Force to distribute remaining laptops to high schools beyond the Alliance Districts where more than 40% of students qualify for free or reduced?price meals. We are making every effort to keep the public informed of our efforts. The Partnership?s website has information available on the United Response to The CSDE and the Task Force are coordinating on a daily basis with superintendents and their teams; and are also providing information to the media and general public regarding our coliective progress on a regular basis. The CSDE and the Task Force will continue to collaborate with Alliance Districts to develop comprehensive plans to promote equitable access to pubiic education by linking the program with efforts to expand content and connectivity for eligible students and their Alliance Districts wili deveiop and assume responsibility for device distribution and maintenance plans, ensuring that students receive the laptops once ordered and that the laptops are well maintained and integrated into each participating district?s lT?s system. Districts will also create a communications plan so that eligibie high school students and their families have the information they need to participate in the program. In case of Financing only: It Customer intends to enter into a ?nancing arrangement (?Financing Agreement?) for the products andlor services on this Quote with Dell Financial Services LLC or other funding source pre?approved by Supplier Customer may issue its purchase order to Supplier or to F8. If issued to F8, Supplier will ful?ll and invoice FS upon con?rmation that: FS intends to enter into a ?nancing Agreement with Customer for this order, and FS agrees to procure these items from Supplier. Notwithstanding the Financing Agreement, Customer?s use (and Customer's resale of and the end-user?s use) of these items in the order is subject to the applicable governing agreement between Customer and Supplier. except that title shall transfer from Supplier to F3 instead of to Customer.
