Equity in Memphis/Shelby County has been MICAH​’s vision s​ince our founding 
in 2017. We know that this COVID-19 crisis will only exacerbate the issues that 
our three task forces--​Economic Equity, Education Equity, and Immigration 
& Intercultural Equity​--have been working on.  
 
MICAH’s three task forces gathered over 50 leaders via videoconference on 
Monday, March 23rd and hereby issue the following calls for justice and equity 
during the COVID-19 pandemic: 
 

MICAH supports the following just practices in Memphis/Shelby 
County: 
 

Economic Equity​: 
● Moratorium on evictions for Shelby County residents for at least 90 
days.​ ​Stay-at-home orders only work if you have a place to call home. 
● Maintained commitment to funding for public transit.​ E
​ ssential workers 
without cars need public transit to get to work now. Post-crisis, residents will 
need efficient, reliable public transit to return to work and school and seek 
new employment.  
● Moratorium on foreclosures and reporting of late payments to credit 
agencies for at least 90 days​, per federal guidelines or better. 
 
Education Equity​:  
● Keeping Shelby County Schools teachers, staff, and especially hourly 
workers on payroll​ during school closures. 
● Ensure access to internet, equipment, and software for all students​ so 
that online or distance learning may be deployed equitably. 
● Provide emergency childcare for healthcare or essential workers

 Immigration & Intercultural Equity​: 
● Decarceration and deconcentration of Shelby County jails  
● A halt to all local ICE operations and collaborations  
● Access to virus testing or relief distribution​ regardless of immigration 
or housing status  
● Access to public health/safety information​ in multiple languages and 
various formats 
● Grace and evenness​ in the enforcement of the “Safer at Home” and 
related executive orders, regardless of race or immigration status  
 
 

MICAH calls for immediate action from our elected and community 
leaders in these areas: 

 
Economic Equity​: 
● Mayor Lee Harris and Memphis Area Association of Realtors​: secure and 
enforce protections for residents threatened with evictions  
● County Commission​: publicly commit to prioritizing the funding of 
public transportation during and post-crisis 
● First Horizon Bank and other CRA banks​: commit to practices that offer 
forbearance and avoid foreclosures on mortgages, as well as alternative 
credit options to increase access to capital for communities in need.  
 
Education Equity​:  
● Shelby County Schools Superintendent Dr. Joris Ray​: update the public 
as soon as possible of a district-wide “distance learning plan” 
--particularly considering social determinants that limit access to 
learning.  
● Mayor Jim Strickland​: release a statement about the planned MPLOY 
jobs, prioritizing ways for students to continue to earn income this 
summer 
● All Shelby County superintendents​: incorporate public input regarding 
any future decisions related to school closures 
 
Immigration & Intercultural Equity​: 
● Mayor Harris, Sheriff Bonner, District Attorney Weirich, Chief Public 
Defender Aluko, Chief Bridgeforth, Director Alexander​: take swift action 
to reduce the current jail and prison population and to protect all of 
those who are currently incarcerated because our entire community is 
safer if the jail population can be reduced thereby reducing the spread 
throughout the community. 
a. MICAH asks that the cases of ALL incarcerated people, men, 
women, juveniles -- ALL detainees -- being held at the Shelby 
County Jail, Shelby County Corrections Center, or Juvenile 
Detention Center be reviewed and given sincere and serious 
reconsideration under the light of the new circumstances which

 have arisen during the COVID-19 pandemic. T
​ his review needs to 
be completed by April 22, 2020. 
b. Further, MICAH asks that the agencies conducting the reviews, 
whether they are the Shelby County District Attorney's office, the 
criminal court judges, or the juvenile court judges, provide 
complete transparency as to the status of the review as well as to 
the criteria and process being utilized in evaluating who will be 
released. ​The initial status update as well as the procedures being 
followed need to be provided by Shelby County District Attorney 
General Weirich by April 13, 2020. 
c. For those who remain incarcerated within the Shelby County 
detention facilities, MICAH requests that ​Sheriff Bonner, Chief 
Bridgeforth, and Director Alexander​ immediately release the 
procedures in place to safeguard the ​ health and wellbeing of the 
incarcerated, including those who have tested positive, those who 
have potentially been exposed to the virus, and those who remain 
asymptomatic. ​MICAH asks for transparency as to how the 
detention centers are creating safe, quarantined space within 
otherwise crowded, communal environments within the Shelby 
County Jail, Shelby County Correction Center and the Juvenile 
Detention Center and for their procedures to be provided by April 
10, 2020. 

 
● Mayor Strickland, Mayor Harris, and Dr. Haushalter​: Translate all 
public health/safety communications into multiple languages. 
 
● District Attorney Weirich, Mayor​ S
​ trickland, Mayor Harris, Sheriff 
Bonner, and Director Rallings​: Provide details on how the “Safer at 
Home”/stay-at-home orders will be enforced, particularly in light of 
domestic violence and racial profiling; MICAH advocates for education of 
the order to be the first response, followed by citations only when 
necessary. Public information about this enforcement should be shared 
out in multiple languages to reach as many Memphians as possible.

La equidad en Memphis / El Condado Shelby ha sido el objetivo de MICAH 
desde nuestra fundación en 2017. Sabemos que esta crisis de COVID-19 solo va 
a empeorar los asuntos que atienden nuestros tres grupos especiales de 
Equidad Económica, Equidad Educativa, y Equidad Inmigratoria e 
Intercultural​.  
 
Los tres grupos especiales de MICAH reunió a más de 50 líderes por 
videoconferencia el lunes 23 de marzo y presenta las siguiente condiciones 
para justicia y equidad durante la pandemia de COVID-19: 
 
 

MICAH apoya las siguientes prácticas justas en Memphis / el 
Condado de Shelby: 

Equidad Económica​: 
● Moratoria de desalojos para residentes del Condado Shelby por al 
menos 90 días. L
​ as órdenes de Quedese-en-Casa solo funcionan si tiene un 
lugar para llamar hogar​. 
● Mantener un compromiso financiar para el transporte público.​ Los 
trabajadores esenciales sin automóviles necesitan transporte público para ir a 
trabajar ahora. Después del crisis, los residentes necesitarán un transporte 
público eficiente y confiable para regresar al trabajo y la escuela y buscar un 
nuevo empleo. 
● Moratoria sobre ejecuciones hipotecarias e informes de pagos 
atrasados a las agencias de crédito durante al menos 90 días,​ según las 
pautas federales o mejores. 
 
Equidad Educativa​: 
● Mantener a los maestros, el personal y especialmente a los trabajadores 
por hora de las Escuelas del Condado de Shelby bajo paga d

el status de inmigración o el estado de vivienda. 
● Acceso a información de salud / seguridad pública e
​ n varios idiomas y 
varias formas. 
● Gracia e imparcialidad​ en la aplicación de la órdenes “Más Seguro en el 
Hogar" y las órdenes ejecutivas relacionadas, independientemente de la raza 
o el estado migratorio 
 

MICAH llama a la acción inmediata de nuestros líderes electos y 
comunitarios en estas áreas: 

Equidad Económica​: 
● El alcalde Lee Harris y la Asociación de Agentes de Bienes Raíces del 
Área de Memphis: ​aseguran y hacer cumplir las protecciones para los 
residentes amenazados con desalojos 
● Comisión del Condado: c​ omprometerse públicamente a priorizar la 
financiación del transporte público durante y después de la crisis 
● First Horizon Bank y otros bancos CRA: ​s​e comprometen con prácticas que 
ofrezcan tolerancia y eviten ejecuciones hipotecarias de hipotecas, así como 
opciones de crédito alternativas para aumentar el acceso al capital para las 
comunidades necesitadas. 
 
Equidad Educativa​: 
● Dr. Superintendente de las Escuelas del Condado de Shelby, Dr. Joris
