Actual operational status managed by facilities.  Work continues to develop at the Wilsonville distribution center. Medical Supply Limiting Factors  Blood supply shortage due to decreased donations.  Met with Oregon Health Authority to design a coordinated plan in support of Oregon’s migrant farm workers.  Advanced work on the development of an action plan to prevent abuse and neglect through threat management. ESF 6 Mass Care  Developed plan to increase public awareness of Oregon Food Bank and their partner’s volunteer support needs.   National Guard has fully integrated into Wilsonville warehouse operations and distribution operation. Reviewing Infectious Disease Guidance for Wildland Fire Incidents. Supporting Multi-Agency Coordination group, ECC, Incident Management Teams and partners, ensuring continuity of operations.   All Counties have declared a state of emergency. All Tribes have declared a state of emergency.  Coordinating with Sheriff Search and Rescue teams to give them the latest closure information for State, Federal lands, wilderness trailheads, extreme hiking and climbing areas, parks and day use areas.  Department of Environmental Quality is also providing OHA with a part-time Deputy Planning Section Chief. DEQ is going to the Environmental Quality Commission for approval of a waiver to sell winter blend fuel effective May 1st through May 20th to be consistent with the Federal waiver. Oregon State Fire Marshal - is in regular communications with all 13 Regional HazMat Emergency Response Teams. The fuel industry is currently working to address surplus supplies as a result of the travel restrictions and stay-at-home orders in response to COVID 19. Every year on May 1, the fuel industry transitions from winter grade gasoline to summer grade stocks. On March 27, EPA issued a Reid Vapor Pressure (RVP) waiver, allowing companies to continue using the existing surplus supply of winter blend fuels remaining in the system after May 1. Oregon has more stringent requirements. ODOE is working with the Oregon Department of Agriculture and DEQ to ensure all state conditions for an RVP waiver are addressed. 180 Oregon National Guard personnel have been activated to help with Wilsonville Warehouse Distribution Center workload and other missions across the State. Providing tent and cot support to Baker and Lake Counties. Oregon Department of Corrections has developed a medical plan and determined emergency medical staffing needs for facilities that currently do not have 24-hour medical care. Oregon Department of Correction has developed a plan to mitigate laundry operation interruptions due to COVID-19. Developed and distributing guidance for food retailers and food processors related to the Governor's Executive Order and how to maintain proper social distancing in grocery stores. Oregon Department of Agriculture has also been working with farmer's markets and livestock auctions to provide guidance on implementation of the Governor's executive orders. Continuing to have discussions with public and private partners in regards to PPE production by Oregon companies. Currently working on vetting firms and providing that list to the governor’s office. Small Business Development Centers are working with over 415 firms who have suffered direct impact from COVID 19.
